【摘要】：振興東北經(jīng)濟(jì)首先是要理順政府和市場(chǎng)的關(guān)系,減少行政手段對(duì)市場(chǎng)的干預(yù),讓市場(chǎng)在資源配置中起決定性作用。其次是現(xiàn)有的GDP考核指標(biāo)不利于東北經(jīng)濟(jì)的發(fā)展。全面振興東北經(jīng)濟(jì),應(yīng)率先在東北建立新的考核標(biāo)準(zhǔn),新的考核標(biāo)準(zhǔn)應(yīng)以民生改善和區(qū)域協(xié)調(diào)發(fā)展為考核重點(diǎn)。一是看地區(qū)基本公共服務(wù)和區(qū)域生活條件與發(fā)達(dá)地區(qū)的差距是否縮小;二是看人口分布、經(jīng)濟(jì)布局、生態(tài)環(huán)境之間是否相互協(xié)調(diào)。
[Abstract]:To revitalize the northeast economy, first of all, we must straighten out the relationship between the government and the market, and reduce the interference of administrative means in the market. Let the market play a decisive role in the allocation of resources. Secondly, the existing GDP assessment index is not conducive to the development of the Northeast economy. In order to promote the Northeast economy in an all-round way, we should take the lead in establishing a new assessment standard in the Northeast. The new assessment criteria should focus on the improvement of the people's livelihood and the coordinated development of the region. One is to see whether the gap between the basic public services and regional living conditions in the region and the developed regions is narrowing; the other is to look at the population distribution and economic distribution. Whether the ecological environment is in harmony with each other.
