【摘要】：聯(lián)合開發(fā)區(qū)作為跨區(qū)域共建共管共享的新型平臺和載體,在加快產(chǎn)業(yè)轉(zhuǎn)移和升級、加強(qiáng)區(qū)域交流合作、促進(jìn)區(qū)域一體化和協(xié)調(diào)發(fā)展過程中發(fā)揮著重要作用。聯(lián)合開發(fā)區(qū)運行機(jī)制主要包括收益創(chuàng)造和收益分享兩方面,其中收益創(chuàng)造通過制度創(chuàng)新、比較優(yōu)勢、產(chǎn)業(yè)集聚等途徑實現(xiàn),收益分享需要考慮分配依據(jù)、分配對象、分配方法等要素。因此,在具體的實踐中,聯(lián)合開發(fā)區(qū)各合作方不僅要解決資源、技術(shù)的共享問題,還需要構(gòu)建關(guān)乎長遠(yuǎn)運營的開發(fā)管理機(jī)制和收益共享機(jī)制。
[Abstract]:As a new platform and carrier for joint management and sharing across regions, the joint development zone is speeding up the transfer and upgrading of industries and strengthening regional exchanges and cooperation. In the process of promoting regional integration and coordinated development, the operation mechanism of the joint development zone mainly includes two aspects: revenue creation and revenue sharing, among which the revenue creation is realized through institutional innovation, comparative advantage, industrial agglomeration, etc. Therefore, in specific practice, the partners of the joint development zone should not only solve the problem of sharing resources and technology. There is also a need to build development management and revenue sharing mechanisms related to long-term operations.
