山西省能源利用碳足跡及低碳經(jīng)濟(jì)發(fā)展對(duì)策研究

【摘要】:全球變暖與以二氧化碳為代表的溫室氣體有著必然的聯(lián)系,這已成為當(dāng)今國(guó)際社會(huì)的共識(shí),溫室氣體排放量不斷攀升,會(huì)使得全球氣候變暖日益嚴(yán)重,這一問(wèn)題在未來(lái)會(huì)給人類的生存環(huán)境帶來(lái)嚴(yán)峻挑戰(zhàn)。在此背景下,尋找有效的減排途徑,發(fā)展低碳經(jīng)濟(jì)已勢(shì)在必行。 山西省是我國(guó)的煤炭大省,作為煤炭資源和裝備制造業(yè)的基地,一直以來(lái)都是走著“高碳”發(fā)展道路,因此在節(jié)能減排方面背負(fù)著更大的壓力,近年來(lái)地方政府不斷摸索,致力于改善生態(tài)環(huán)境,實(shí)現(xiàn)山西的經(jīng)濟(jì)轉(zhuǎn)型。在中央政府和國(guó)務(wù)院的鼓勵(lì)與支持下,建立了“國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)”,這為推動(dòng)山西的低碳經(jīng)濟(jì)發(fā)展提供了極大的便利。本文以山西省為研究對(duì)象,結(jié)合碳足跡的概念及相關(guān)理論,采用定性及定量相結(jié)合實(shí)證分析方法,對(duì)省域范圍內(nèi)的能源消耗碳排放進(jìn)行研究與探討,最終給出山西發(fā)展低碳經(jīng)濟(jì)的政策建議。全文的研究分為以下幾個(gè)部分: 第一部分是全文的導(dǎo)論,主要陳述碳足跡的研究背景及研究意義,列出了本文的研究思路與研究方法,介紹了有關(guān)于碳足跡的研究綜述,并且對(duì)低碳經(jīng)濟(jì)的相關(guān)研究進(jìn)行了總結(jié)分析。該部分為全文的開(kāi)展做了鋪墊。 第二部分是涉及碳足跡和發(fā)展低碳經(jīng)濟(jì)的相關(guān)理論,,介紹了一系列使經(jīng)濟(jì)建設(shè)和生態(tài)環(huán)境和諧發(fā)展的理論基礎(chǔ)。 第三部分是研究區(qū)概況。本文選擇以山西省為研究對(duì)象,對(duì)省域范圍內(nèi)的自然環(huán)境、社會(huì)經(jīng)濟(jì)以及資源狀況進(jìn)行了詳細(xì)的描述。這部分還介紹了關(guān)于山西省設(shè)立“國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)”的相關(guān)情況,在全省范圍內(nèi)進(jìn)行了大規(guī)模的煤炭資源整合,這一舉動(dòng)對(duì)山西實(shí)現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型具有歷史性的意義,預(yù)計(jì)能源消耗的碳排放量會(huì)因此而出現(xiàn)明顯變化。 第四部分用碳足跡的概念和計(jì)算方法,利用山西省2000-2011年間的能源消耗數(shù)據(jù),計(jì)算了研究區(qū)的碳排放量,并對(duì)相關(guān)指標(biāo)進(jìn)行了分析。計(jì)算結(jié)果表明,跟以往碳排放的高增長(zhǎng)率相比,自2008年開(kāi)始山西省的碳排放有了明顯的轉(zhuǎn)變,說(shuō)明設(shè)立“國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)”所進(jìn)行的煤炭資源整合和地方政府所采取的減排措施起到了顯著效果,跟預(yù)計(jì)的結(jié)果是吻合的。 第五部分是基于LMDI的能源利用碳足跡因素分解實(shí)證分析。從能源結(jié)構(gòu)、能源強(qiáng)度、經(jīng)濟(jì)規(guī)模、人口等方面對(duì)山西省能源利用碳足跡進(jìn)行因素分解,通過(guò)定量分析得出:能夠使碳排放減少的主要因素是能源強(qiáng)度效應(yīng),其次是能源結(jié)構(gòu)效應(yīng);導(dǎo)致碳排放增加的主要因素是經(jīng)濟(jì)規(guī)模效應(yīng),其次是人口規(guī)模的推動(dòng)作用。 第六部分根據(jù)本文的實(shí)證分析結(jié)果,并結(jié)合山西省的資源環(huán)境狀況,給出了發(fā)展低碳經(jīng)濟(jì)的政策建議:繼續(xù)推進(jìn)煤炭資源整合和煤炭企業(yè)兼并重組;合理改善能源結(jié)構(gòu),提高能源利用效率;調(diào)整產(chǎn)業(yè)結(jié)構(gòu),從資源依賴向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型;積極開(kāi)發(fā)新能源,大力研發(fā)低碳技術(shù);完善節(jié)約能源和環(huán)境保護(hù)法律法規(guī);建立長(zhǎng)效機(jī)制,完善政策監(jiān)管體制。
[Abstract]:Global warming and greenhouse gases such as carbon dioxide is an inevitable link, it has become the consensus of the international community, greenhouse gas emissions will continue to rise, the global warming is becoming increasingly serious, this problem in the future will bring severe challenges to the survival of the human environment. Under this background, to find effective ways of emission reduction the development of low-carbon economy is imperative.
Shanxi province is China's coal, as coal resources and equipment manufacturing base, has been walking "high carbon" development path, so in terms of energy saving with more pressure in recent years, the local government is committed to continuously explore and improve the ecological environment, to realize the economic transformation of Shanxi. In the central government and the State Council to encourage and support, established a "national resource-based economy comprehensive reform pilot area", which provides a great convenience for promoting the development of low carbon economy in Shanxi. This paper takes Shanxi Province as the research object, combined with the concept of carbon footprint and related theory, empirical analysis method of qualitative analysis and the combination of quantitative, consumption of carbon emissions in the range of province energy is studied and discussed, finally gives the Shanxi policy of the development of low carbon economy. The thesis is divided into the following parts:
The first part is the introduction, research background and research significance of the main statement lists the carbon footprint, research ideas and research methods of this paper, introduces the research on carbon footprint, and the related research on low carbon economy were summarized and analyzed. This part paves the way for the development of the full text.
The second part is related to the theory of carbon footprint and the development of low carbon economy, and introduces a series of theoretical foundations for the harmonious development of economic construction and ecological environment.
The third part is the overview of the study area. The paper selects Shanxi Province as the research object, the province within the scope of the natural environment, social economy and resource status are described in detail. This part also introduces the relevant situation of Shanxi Province set up a "national resource-based economy comprehensive reform pilot area, the coal large-scale integration of resources within the province, this move has historical significance for Shanxi to achieve economic transformation, expected carbon emissions of energy consumption will change significantly.
In the fourth part, the concept and calculation method of the carbon footprint of Shanxi province in the last 2000-2011 years, the energy consumption data of carbon emissions in the study area were calculated, and the related indexes were analyzed. The calculation results show that, with high growth rate compared to the previous carbon emissions since the beginning of 2008, Shanxi Province carbon emissions significantly "the change that the establishment of national resource-based economy comprehensive reform pilot area" the integration of coal resources and local governments have taken measures to reduce emissions played a significant effect, and the expected results are consistent.
The fifth part is the LMDI energy carbon footprint factor decomposition based on empirical analysis. From the energy structure, energy intensity, economic scale, population and other aspects of factors on the decomposition of energy utilization in Shanxi Province carbon footprint through quantitative analysis: mainly due to the reduction of carbon emissions in energy intensity effect, followed by the energy structure effect; the main factors leading to increased carbon emissions are the economies of scale effect, the second is the population size of the role.
The sixth part according to the results of empirical analysis, combined with the resource and environment in Shanxi Province, proposed the development of low carbon economy policy recommendations: continue to promote the integration of coal resources and coal enterprise mergers and acquisitions; reasonable to improve the energy structure, improving energy utilization efficiency; adjust the industrial structure, rely on the transition to innovation driven from actively developing new resources; energy, vigorously develop low-carbon technology; improve energy conservation and environmental protection laws and regulations; the establishment of long-term mechanism, improve the policy supervision system.
