【摘要】：就業(yè)是民生之本,就業(yè)問題關(guān)系到每個人的生存,影響著每個國家的發(fā)展。要從根本上解決我國現(xiàn)存的就業(yè)問題,應(yīng)更多地將目光轉(zhuǎn)向就業(yè)的質(zhì)量方面。到目前為止,學(xué)者們共同認(rèn)為對就業(yè)質(zhì)量的研究存在深刻的理論和實踐意義。但是,我國目前是否需要提高就業(yè)質(zhì)量,這需要我們搞清楚兩個問題：第一,我國目前的就業(yè)質(zhì)量狀況如何。第二,就業(yè)質(zhì)量的提高是否對經(jīng)濟發(fā)展存在影響。本文將著力解決這兩個問題,為我國推動實現(xiàn)更高的就業(yè)質(zhì)量提供理論基礎(chǔ)和參考依據(jù)。在本文中,首先建立了就業(yè)質(zhì)量指標(biāo)體系并對我國就業(yè)質(zhì)量進行了評價。本文在國際、國內(nèi)學(xué)者對就業(yè)質(zhì)量研究的基礎(chǔ)上,以相關(guān)理論為依據(jù),對就業(yè)質(zhì)量的概念進行定義。然后,從微觀層面和宏觀層面分別建立了反映我國就業(yè)質(zhì)量情況的指標(biāo)體系。按照所建立的指標(biāo)體系,利用主成分分析方法和聚類分析對我國就業(yè)質(zhì)量進行評價,發(fā)現(xiàn)我國存在整體就業(yè)質(zhì)量水平低,地區(qū)就業(yè)質(zhì)量水平差異大等問題。并在此基礎(chǔ)上提出較高的就業(yè)質(zhì)量可以促進經(jīng)濟發(fā)展水平提高的假設(shè)。其次,闡述了就業(yè)質(zhì)量影響經(jīng)濟發(fā)展的機理。從就業(yè)質(zhì)量對人力資本積累的影響、就業(yè)質(zhì)量對員工行為的影響以及就業(yè)質(zhì)量對勞動力市場的影響三個方面來論述就業(yè)質(zhì)量對經(jīng)濟發(fā)展的影響機理。再次,本文對就業(yè)質(zhì)量與經(jīng)濟發(fā)展相關(guān)性進行了實證分析。選用人均地區(qū)生產(chǎn)總值、國內(nèi)生產(chǎn)總值指數(shù)和第三產(chǎn)業(yè)比重這三個指標(biāo)來綜合反映一個地區(qū)經(jīng)濟發(fā)展的水平。運用主成分回歸分析將就業(yè)質(zhì)量與經(jīng)濟發(fā)展水平的主成分綜合得分進行回歸,回歸結(jié)果表明就業(yè)質(zhì)量對經(jīng)濟發(fā)展存在顯著的正影響；運用典型相關(guān)分析證明就業(yè)質(zhì)量與經(jīng)濟發(fā)展之間存在顯著的正相關(guān)關(guān)系。最后,基于上述結(jié)論,提出提高我國就業(yè)質(zhì)量的對策建議。具體包括：提高勞動報酬在國內(nèi)生產(chǎn)總值中的比重,縮小收入差距；創(chuàng)造就業(yè)機會,加強和改善公共就業(yè)服務(wù)；建立廣覆蓋、高水平的社會保障制度；加強和改進我國職業(yè)病防治工作,保障勞動安全；正確處理勞動關(guān)系問題,構(gòu)建和諧勞動關(guān)系。
[Abstract]:Employment is the people's livelihood, employment problems related to each person's life, affect the development of each country. To solve the problem existing in China fundamentally, should be more focus on the quality of employment. So far, scholars believe that the research on the quality of employment has profound theoretical and practical meaning. However, China's current need to improve the quality of employment, we need to figure out two questions: first, how China's current employment quality. Second, improve the quality of employment if there is impact on economic development. This paper will focus on solving the two problems, provide a theoretical basis and reference for our country to promote higher quality of employment. In this paper, firstly establishes the index system of the quality of employment and employment quality in China was evaluated in this article. The international and domestic scholars on the study of the quality of employment base On the basis, on the basis of the relevant theory, defines the concept of employment quality. Then, respectively establish the index system to reflect the quality of employment situation in China from the micro level and macro level. According to the established index system, analysis method and clustering analysis to evaluate the quality of employment in our country by using the principal components found in China there is the overall employment quality is low and the problem of regional differences in employment quality level. Based on the high quality of employment can promote the level of economic development to improve the hypothesis. Secondly, this paper describes the mechanism of employment quality affects the economic development. The quality of employment from the impact on human capital accumulation, three factors affecting the quality of employment the behavior of employees and the quality of employment of the labor market to discuss the mechanism of employment quality impact on economic development. Once again, the quality of employment and economic development. Of the empirical analysis. The per capita GDP of the three indicators of GDP index and the proportion of the third industry to reflect a regional economic development level. By using the principal component regression analysis will be the main component of employment quality and the level of economic development of the comprehensive score of the regression, the regression results indicate that the quality of employment economic development positively influence; using canonical correlation analysis to prove the existence of a significant positive correlation between the quality of employment and economic development. Finally, based on the above conclusions, puts forward some countermeasures and suggestions to improve the quality of employment in China. Including: increase the proportion of labor remuneration in GDP, narrowing the income gap; the creation of employment opportunities, strengthen and improve the public employment service; build wide coverage, high level of the social security system; strengthen and improve the occupation disease prevention and control work in China, security Labor safety; correctly handle the problem of labor relations and build a harmonious labor relationship.
