【摘要】：隨著我國(guó)經(jīng)濟(jì)改革進(jìn)程的不斷深入,解決區(qū)域經(jīng)濟(jì)發(fā)展不平衡這一矛盾的步伐也隨之加快,區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移成了改善矛盾的重要途徑。特別是對(duì)于經(jīng)濟(jì)發(fā)展相對(duì)落后的西部地區(qū)而言,承接轉(zhuǎn)移產(chǎn)業(yè)無疑是調(diào)整西部產(chǎn)業(yè)結(jié)構(gòu)、促進(jìn)西部產(chǎn)業(yè)升級(jí)的難得機(jī)遇,而把握這次機(jī)遇的關(guān)鍵就在于承接產(chǎn)業(yè)的選擇。承接產(chǎn)業(yè)的選擇需要明確兩個(gè)問題：一是產(chǎn)業(yè)承接的外部可能性,即轉(zhuǎn)出地產(chǎn)業(yè)轉(zhuǎn)出的趨勢(shì)；二是產(chǎn)業(yè)承接的內(nèi)部基礎(chǔ),即承接地自身具有的優(yōu)勢(shì)。而就我國(guó)當(dāng)前經(jīng)濟(jì)發(fā)展的狀況來看,西部在國(guó)內(nèi)承接的產(chǎn)業(yè)主要來自經(jīng)濟(jì)較發(fā)達(dá)的東部地區(qū),因而東部地區(qū)產(chǎn)業(yè)轉(zhuǎn)移的趨勢(shì)就決定了西部未來產(chǎn)業(yè)承接的外部可能性。但由于不同經(jīng)濟(jì)時(shí)期,產(chǎn)業(yè)轉(zhuǎn)移趨勢(shì)也有所不同。特別是金融危機(jī)后,東部受生產(chǎn)成本和環(huán)境資源制約的矛盾更加激化,再加上國(guó)外經(jīng)濟(jì)下行壓力及市場(chǎng)倒逼機(jī)制使得東部產(chǎn)業(yè)升級(jí)需求迫切,產(chǎn)業(yè)向外轉(zhuǎn)出的趨勢(shì)也有了新的特點(diǎn)。對(duì)作為承接地的西部地區(qū)而言,隨著西部大開發(fā)戰(zhàn)略的實(shí)施和各項(xiàng)支持政策的提出,西部經(jīng)濟(jì)得到了快速發(fā)展,不論從經(jīng)濟(jì)基礎(chǔ)、工業(yè)化進(jìn)程還是產(chǎn)業(yè)結(jié)構(gòu)方面都有了更進(jìn)一步的發(fā)展。不僅產(chǎn)業(yè)承接的總體實(shí)力有所提高,針對(duì)各細(xì)分行業(yè)的承接也更加具有優(yōu)勢(shì)。因此,西部在結(jié)合自身產(chǎn)業(yè)優(yōu)勢(shì)的同時(shí),把握東部產(chǎn)業(yè)轉(zhuǎn)出的新趨勢(shì),從而選擇適合西部承接基礎(chǔ)和發(fā)展方向的產(chǎn)業(yè)對(duì)西部未來的發(fā)展意義重大。本文首先明確東部地區(qū)金融危機(jī)之后產(chǎn)業(yè)轉(zhuǎn)出的趨勢(shì)。在分析東部產(chǎn)業(yè)轉(zhuǎn)出驅(qū)動(dòng)因素的基礎(chǔ)上,利用區(qū)域動(dòng)態(tài)集聚指數(shù)對(duì)東部10個(gè)省份的28個(gè)工業(yè)細(xì)分行業(yè)的轉(zhuǎn)出趨勢(shì)進(jìn)行測(cè)度,明確金融危機(jī)后東部產(chǎn)業(yè)轉(zhuǎn)出的新趨勢(shì)和特點(diǎn),確定西部承接產(chǎn)業(yè)的外部可能性。其次,評(píng)價(jià)西部承接產(chǎn)業(yè)轉(zhuǎn)移的優(yōu)勢(shì)。在了解西部經(jīng)濟(jì)基礎(chǔ)、產(chǎn)業(yè)結(jié)構(gòu)特征、工業(yè)發(fā)展進(jìn)程以及承接產(chǎn)業(yè)轉(zhuǎn)移的綜合優(yōu)勢(shì)的前提下,基于偏離份額法中的三個(gè)分量指標(biāo)從不同方面對(duì)西部12個(gè)省市各細(xì)分行業(yè)的承接優(yōu)勢(shì)進(jìn)行重點(diǎn)探究,明確產(chǎn)業(yè)承接的內(nèi)部基礎(chǔ)。最后,將東部具有轉(zhuǎn)出趨勢(shì)的產(chǎn)業(yè)與西部具有相對(duì)優(yōu)勢(shì)的產(chǎn)業(yè)綜合匹配擬合,根據(jù)重點(diǎn)承接的產(chǎn)業(yè),確定資源利用型和部分資本技術(shù)密集型產(chǎn)業(yè)將是西部未來發(fā)展的戰(zhàn)略方向,并提出西部在承接產(chǎn)業(yè)時(shí)可能面臨的挑戰(zhàn)及相應(yīng)對(duì)策。
[Abstract]:With the process of economic reform of China, to solve the unbalanced development of regional economy the contradiction is speeding up, the regional industrial transfer has become an important way to improve the contradiction. Especially for the relatively backward economic development of western region, to undertake the transfer of industry is undoubtedly the adjustment of western industrial structure, promote the rare opportunity of western industrial upgrading, key and grasp the opportunity lies in the choice of accepting industry. The choice of accepting industry need to clarify two problems: one is the external possibility of industrial undertaking, the transferring industry transferred trend; two is the internal basis of industrial undertaking, the undertaking has its own advantages. But at present in our country the economic development situation, in the western country to undertake the industry mainly from the economically developed eastern regions, the eastern industrial transfer trend determines the West The future of industry to undertake external possibility. But because of the different economic period, the trend of industrial transfer is also different. Especially after the financial crisis, East by production costs and environmental resource constraints more intensified conflicts, coupled with foreign downtown pressure on the economy and the market Daobi mechanism makes the eastern industry urgently needs upgrading, industry outward transfer the trend also has new characteristics. Not only the overall strength of the industrial undertaking to improve, for the undertaking various segments of the industry are more advantages. Therefore, in the West with its own industrial advantages, grasp the new trends of the eastern industrial transfer, In order to choose the suitable Western basis of undertaking and the development direction of the industry of great significance in the development of the future. The first clear trend of industrial transfer after the financial crisis in the eastern region. Analyzing the driving factors of the eastern industry transfer, transfer trend using the regional dynamic clustering index of the Eastern 10 provinces 28 industrial sub sectors measure clearly, the financial crisis after the new trend and characteristics of the eastern industrial transfer, the west to undertake industrial external possibility. Secondly, assessment of the advantage of undertaking industrial transfer. In the understanding of western economic base, industrial structure, industrial development process and the premise to undertake comprehensive advantages of industrial transfer, from the three component indicators share method the focus of research from different aspects of the western 12 provinces and cities in various segments of the industry to undertake advantages based on defining the internal industry to undertake Basis. Finally, the eastern and western industrial transfer has the trend of industry has a comparative advantage, comprehensive fitting, according to the key to undertake industry, determine the resource utilization and part of capital and technology intensive industries will be the strategic direction for the future development of the western region, and the West may face the challenges in undertaking industry and the corresponding countermeasures.
