【摘要】：目前，上虞市的工業(yè)處于“后金融危機(jī)”時(shí)期，如何才能實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和產(chǎn)業(yè)布局調(diào)整，實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)方式根本性轉(zhuǎn)變，關(guān)鍵就是要加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，推進(jìn)經(jīng)濟(jì)轉(zhuǎn)型，這也是當(dāng)前上虞經(jīng)濟(jì)發(fā)展的主線(xiàn)。近年來(lái)，上虞通過(guò)項(xiàng)目推進(jìn)年等活動(dòng)，促進(jìn)平臺(tái)建設(shè)，推進(jìn)招商選資，破解要素瓶頸，在經(jīng)濟(jì)轉(zhuǎn)型方面取得了一定的成效，實(shí)現(xiàn)了工業(yè)經(jīng)濟(jì)良性發(fā)展和平穩(wěn)增長(zhǎng)，但與此同時(shí)，也存在著產(chǎn)業(yè)層次相對(duì)較低、經(jīng)濟(jì)結(jié)構(gòu)不夠合理、企業(yè)自主創(chuàng)新能力不足等問(wèn)題。 本文從上虞市經(jīng)濟(jì)結(jié)構(gòu)現(xiàn)狀著手，從經(jīng)濟(jì)轉(zhuǎn)型經(jīng)歷的進(jìn)程、面臨的優(yōu)勢(shì)、困難等方面對(duì)上虞經(jīng)濟(jì)轉(zhuǎn)型進(jìn)行SWOT分析，闡述上虞經(jīng)濟(jì)轉(zhuǎn)型中面臨的一些突出問(wèn)題，比如：政府的發(fā)展思路尚未轉(zhuǎn)變；企業(yè)的自主創(chuàng)新能力不足，大多數(shù)企業(yè)是勞動(dòng)力密集型企業(yè)；外界支持扶持力度不夠，，面臨土地、金融、資源、人才的制約；經(jīng)濟(jì)發(fā)展模式相對(duì)滯后，“高投入、高消耗”甚至“高污染”來(lái)?yè)Q取經(jīng)濟(jì)的“高增長(zhǎng)”，與可持續(xù)發(fā)展的理念相違背。在當(dāng)前經(jīng)濟(jì)形式下，要加快上虞經(jīng)濟(jì)轉(zhuǎn)型升級(jí)，關(guān)鍵在于根據(jù)上虞本地實(shí)際，政府轉(zhuǎn)變發(fā)展思路，加強(qiáng)招商選擇；重抓項(xiàng)目投資，推進(jìn)企業(yè)自主創(chuàng)新；突破金融制約，切實(shí)化解融資難問(wèn)題；大力倡導(dǎo)發(fā)展循環(huán)經(jīng)濟(jì)，才能推進(jìn)上虞市經(jīng)濟(jì)的順利轉(zhuǎn)型升級(jí)，實(shí)現(xiàn)上虞經(jīng)濟(jì)的可持續(xù)發(fā)展。
[Abstract]:At present, the industry of Shangyu City is in the period of "post-financial crisis". How to optimize the industrial structure and adjust the industrial layout and realize the fundamental transformation of the mode of economic growth, the key is to speed up the transformation of the mode of economic development. Promoting economic transformation is also the mainline of the current economic development in Shangyu. In recent years, Shangyu has achieved certain results in economic transformation by promoting platform construction, promoting investment selection, breaking the bottleneck of key elements through activities such as the project promotion year, and so on. The benign development and steady growth of industrial economy have been realized, but at the same time, there are still some problems such as relatively low industrial level, unreasonable economic structure and insufficient independent innovation ability of enterprises. This paper begins with the present situation of Shangyu's economic structure, analyzes Shangyu's economic transformation from the following aspects: the process of economic transformation, the advantages and difficulties faced, and expounds some outstanding problems in Shangyu's economic transformation. For example: the development of the government has not changed; the ability of independent innovation of enterprises is insufficient, most enterprises are labor-intensive enterprises, the external support is not enough, facing the constraints of land, finance, resources and talents; The economic development model is relatively lagging behind, "high input, high consumption" and even "high pollution" in exchange for "high growth" of the economy, which runs counter to the idea of sustainable development. Under the current economic situation, it is necessary to speed up the transformation and upgrading of the economy in Shangyu. The key lies in: according to Shangyu's local reality, the government should change its development thinking, strengthen the choice of attracting investment, refocus on project investment, promote independent innovation of enterprises, break through financial constraints, effectively resolve the problem of financing difficulties, and vigorously advocate the development of circular economy. In order to promote the smooth transformation and upgrading of Shangyu's economy, the sustainable development of Shangyu's economy can be realized.
