【摘要】：基于要素投入失衡、要素配置低效、技術(shù)進(jìn)步有偏構(gòu)建產(chǎn)能過(guò)剩成因理論框架,利用隨機(jī)前沿生產(chǎn)函數(shù)測(cè)度了中國(guó)工業(yè)行業(yè)產(chǎn)能利用率,結(jié)合前沿技術(shù)進(jìn)步、規(guī)模效應(yīng)與結(jié)構(gòu)效應(yīng)分解全要素生產(chǎn)率探討影響產(chǎn)能過(guò)剩的主要因素。研究發(fā)現(xiàn):全要素生產(chǎn)率與產(chǎn)能利用率之間存在一致性與特殊性的內(nèi)在對(duì)應(yīng)關(guān)系;產(chǎn)能利用率下降趨勢(shì)與行業(yè)技術(shù)進(jìn)步走低的軌跡、規(guī)模效應(yīng)整體為負(fù)的狀態(tài)以及結(jié)構(gòu)效應(yīng)由正轉(zhuǎn)負(fù)的轉(zhuǎn)變相伴而生;中國(guó)資本要素的邊際生產(chǎn)率呈長(zhǎng)期下降趨勢(shì),尤其重化工業(yè)資源向國(guó)企傾斜的資本過(guò)度深化導(dǎo)致要素沉淀與累積性生產(chǎn)能力限制。
[Abstract]:Based on the unbalanced input of factors, inefficient allocation of factors, and technological progress, this paper constructs a theoretical framework of the causes of overcapacity, and uses stochastic frontier production function to measure the utilization ratio of China's industrial capacity, combining with the advanced technological progress. Scale effect and structural effect decomposition of Total Factor Productivity the main factors affecting overcapacity are discussed. It is found that there is an inherent correspondence relationship between TFP and productivity utilization ratio and its particularity; The declining trend of productivity utilization ratio and the low technological progress of industry, the state of scale effect is negative as a whole, and the structural effect is accompanied by the change from positive to negative, the marginal productivity of capital factor in China is declining in a long period of time. In particular, excessive capital deepening of heavy industry resources tilting to state-owned enterprises leads to factor precipitation and accumulation of productive capacity.
