【摘要】：當(dāng)前，經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境的關(guān)系是生態(tài)學(xué)、地理學(xué)等研究的熱點，經(jīng)濟(jì)的發(fā)展會給環(huán)境帶來一定的壓力影響，而經(jīng)濟(jì)發(fā)展對生態(tài)環(huán)境產(chǎn)生的影響主要體現(xiàn)在不同的產(chǎn)業(yè)結(jié)構(gòu)作用于生態(tài)環(huán)境上，因此產(chǎn)業(yè)結(jié)構(gòu)是人類作用于生態(tài)環(huán)境的主要方式，其類型與產(chǎn)業(yè)之間的相互比例與排放出污染物的類型與數(shù)量有直接關(guān)系，不同類型的產(chǎn)業(yè)結(jié)構(gòu)引起的生態(tài)環(huán)境效應(yīng)是不同的。因此，產(chǎn)業(yè)結(jié)構(gòu)帶來的生態(tài)環(huán)境效應(yīng)是關(guān)系著該區(qū)域能否實現(xiàn)可持續(xù)發(fā)展的重要問題，產(chǎn)業(yè)結(jié)構(gòu)的演變對環(huán)境質(zhì)量、資源開發(fā)利用以及生態(tài)系統(tǒng)的影響分析具有十分重要的意義。 本文選取國務(wù)院批復(fù)且上升到國家戰(zhàn)略層面實施的黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)為例來分析其產(chǎn)業(yè)結(jié)構(gòu)與生態(tài)環(huán)境效應(yīng)。本區(qū)域生態(tài)環(huán)境較脆弱，，且該區(qū)域石油等礦產(chǎn)資源豐富，產(chǎn)業(yè)結(jié)構(gòu)以第二產(chǎn)業(yè)為主，對生態(tài)環(huán)境的影響較大，通過評價黃區(qū)產(chǎn)業(yè)結(jié)構(gòu)的生態(tài)環(huán)境效應(yīng)，并以此來指導(dǎo)其產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化，對實現(xiàn)該區(qū)的“高效”與“生態(tài)”具有重要的意義。本文的主要研究內(nèi)容有： 1、闡述黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)的基本概況，并分析出該區(qū)在1978年-2011年經(jīng)歷了三次產(chǎn)業(yè)轉(zhuǎn)型與產(chǎn)業(yè)結(jié)構(gòu)的區(qū)域差異特點。 2、在分析產(chǎn)業(yè)結(jié)構(gòu)與生態(tài)環(huán)境效應(yīng)上，主要從兩個方面進(jìn)行分析：生態(tài)環(huán)境對產(chǎn)業(yè)結(jié)構(gòu)的效應(yīng)評價與產(chǎn)業(yè)結(jié)構(gòu)對生態(tài)環(huán)境的效應(yīng)評價。在生態(tài)環(huán)境對產(chǎn)業(yè)結(jié)構(gòu)的效應(yīng)評價上主要分析了區(qū)域內(nèi)豐富的自然資源對于不同產(chǎn)業(yè)類型的影響。 3、在產(chǎn)業(yè)結(jié)構(gòu)對生態(tài)環(huán)境效應(yīng)的評價上則分為三個部分：產(chǎn)業(yè)結(jié)構(gòu)對環(huán)境質(zhì)量、資源開發(fā)利用以及生態(tài)系統(tǒng)的效應(yīng)。首先，在分析產(chǎn)業(yè)結(jié)構(gòu)對環(huán)境質(zhì)量的影響上分兩步，第一步，運用各地市1991—2011年統(tǒng)計年鑒的統(tǒng)計數(shù)據(jù)，結(jié)合定性分析與典型相關(guān)性分析兩種方法，分析了其三次產(chǎn)業(yè)的生態(tài)環(huán)境效應(yīng)，得出第一產(chǎn)業(yè)主要帶來固體環(huán)境污染，第二產(chǎn)業(yè)對大氣環(huán)境、水環(huán)境與固體環(huán)境都造成了較大的環(huán)境影響，第三產(chǎn)業(yè)的發(fā)展造成了環(huán)境的污染較少的結(jié)論。第二步，運用協(xié)整分析以及統(tǒng)計數(shù)據(jù)分析了產(chǎn)業(yè)結(jié)構(gòu)演變對環(huán)境質(zhì)量的效應(yīng)，得出不同產(chǎn)業(yè)結(jié)構(gòu)類型對環(huán)境質(zhì)量的影響不同，并對通過典型相關(guān)性分析的結(jié)果進(jìn)行了驗證。其次，從石油化工產(chǎn)業(yè)、土地開發(fā)、水資源開發(fā)帶來的問題定性分析論述了產(chǎn)業(yè)結(jié)構(gòu)對資源開發(fā)利用的影響。最后，通過對生態(tài)系統(tǒng)穩(wěn)定性及能承載的產(chǎn)業(yè)安全問題，濕地變化對生態(tài)系統(tǒng)的影響，旅游資源的開發(fā)對生態(tài)系統(tǒng)的影響三個 方面分析論證出產(chǎn)業(yè)結(jié)構(gòu)對生態(tài)系統(tǒng)的效應(yīng)。 4、在實證分析的基礎(chǔ)上，提出了協(xié)調(diào)產(chǎn)業(yè)結(jié)構(gòu)和生態(tài)環(huán)境優(yōu)化發(fā)展思路及政策保障。
[Abstract]:At present, the relationship between economic development and ecological environment is a hot topic in ecology, geography, and so on. Economic development will bring pressure to the environment. The impact of economic development on the ecological environment is mainly reflected in the different industrial structure acting on the ecological environment, so the industrial structure is the main way for human beings to act on the ecological environment. There is a direct relationship between the types and the proportion of industries and the type and quantity of pollutants discharged. The ecological and environmental effects caused by different types of industrial structure are different. The eco-environmental effect brought by industrial structure is an important problem related to the realization of sustainable development in this region. The evolution of industrial structure is of great significance to environmental quality, resource development and utilization, and ecosystem impact analysis. In this paper, the high-efficiency eco-economic zone of the Yellow River Delta, approved by the State Council and implemented at the national strategic level, is selected as an example to analyze its industrial structure and eco-environmental effects. The ecological environment in this region is relatively fragile. The region is rich in petroleum and other mineral resources, and the industrial structure is mainly secondary industry, which has a great impact on the ecological environment. By evaluating the ecological and environmental effects of the industrial structure in the Yellow region, the paper aims to guide the optimization of its industrial structure. It is of great significance to realize "high efficiency" and "ecology" in this area. The main contents of this paper are as follows:. 1. The basic situation of the efficient ecological economic zone in the Yellow River Delta is described, and the regional differences between the three industrial transformations and the industrial structure in the region from 1978 to 2011 are analyzed. 2. In the analysis of industrial structure and ecological environment effect, This paper mainly analyzes the effects of ecological environment on industrial structure and industrial structure on ecological environment. However, the impact of resources on different types of industries. 3, in the industrial structure to the ecological environment effect evaluation is divided into three parts: the industrial structure to the environmental quality, the resources development and utilization as well as the ecosystem effect. First, in the analysis industrial structure to the environmental quality influence is divided into two steps. The first step, using the statistical data of the 1991-2011 statistical yearbooks of various cities and cities, combining the qualitative analysis and the typical correlation analysis, analyzes the ecological and environmental effects of its three industries, and draws the conclusion that the primary industry mainly brings solid environmental pollution. The secondary industry has a great environmental impact on the atmospheric environment, water environment and solid environment, and the development of the tertiary industry has resulted in less environmental pollution. Cointegration analysis and statistical data are used to analyze the effects of industrial structure evolution on environmental quality. It is concluded that different types of industrial structure have different effects on environmental quality, and the results of typical correlation analysis are verified. From the aspects of petrochemical industry, land development and water resources exploitation, this paper discusses the impact of industrial structure on the exploitation and utilization of resources. Three impacts of wetland change on ecosystem and tourism resource development on ecosystem. The effects of industrial structure on ecosystem are analyzed and demonstrated in this paper. 4. On the basis of empirical analysis, this paper puts forward the idea and policy guarantee of optimizing the development of industrial structure and ecological environment.
