【摘要】：隨著國(guó)際國(guó)內(nèi)環(huán)境的深刻變化,我國(guó)開(kāi)發(fā)區(qū)所依托的傳統(tǒng)低成本優(yōu)勢(shì)正在逐步喪失,原有發(fā)展路徑已經(jīng)走到盡頭,從產(chǎn)業(yè)集聚區(qū)向創(chuàng)新集聚區(qū)轉(zhuǎn)型,成為必然選擇。向創(chuàng)新集聚區(qū)轉(zhuǎn)型發(fā)展的主要目標(biāo),一是依托創(chuàng)新要素的集聚,實(shí)現(xiàn)先進(jìn)制造業(yè)和現(xiàn)代服務(wù)業(yè)協(xié)調(diào)發(fā)展;二是依托創(chuàng)新要素的集聚,建成創(chuàng)新驅(qū)動(dòng)和綠色集約發(fā)展的示范區(qū);三是以集聚創(chuàng)新要素為抓手,將開(kāi)發(fā)區(qū)打造成開(kāi)放型經(jīng)濟(jì)體制機(jī)制創(chuàng)新和新動(dòng)能強(qiáng)勁的引領(lǐng)區(qū)。在此過(guò)程中可能會(huì)遇到發(fā)展理念和認(rèn)識(shí)上的束縛、傳統(tǒng)路徑依賴、功能定位不清、體制機(jī)制"回歸"等障礙。為此,開(kāi)發(fā)區(qū)從產(chǎn)業(yè)集聚區(qū)向創(chuàng)新集聚區(qū)轉(zhuǎn)型,需要在構(gòu)建良好創(chuàng)新生態(tài)系統(tǒng)、優(yōu)化集聚創(chuàng)新要素的配套環(huán)境等方面,形成新思路和新對(duì)策。
[Abstract]:With the profound changes in the international and domestic environment, the traditional low-cost advantages of China's development zones are gradually being lost, and the original development path has come to an end, from industrial agglomeration to innovation agglomeration. Become the inevitable choice. The main target of the transition to the innovation agglomeration area is to realize the coordinated development of advanced manufacturing industry and modern service industry by relying on the agglomeration of innovation elements, and the other is to rely on the agglomeration of innovation elements. Build a demonstration zone for innovation-driven and green intensive development; third, focus on the agglomeration of innovation elements. The development zone will be built into an open economic system and mechanism innovation and strong new momentum leading area. In this process, it may encounter the shackles of development ideas and understanding, traditional path dependence, unclear functional positioning, Therefore, the transition from industrial agglomeration zone to innovation agglomeration area requires new ideas and countermeasures in constructing a good innovation ecosystem and optimizing the supporting environment of agglomeration and innovation elements.
