【摘要】:戰(zhàn)略性新興產(chǎn)業(yè)是我國于近幾年提出的論題,,目前仍然處于初級階段,通過戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展可以促進經(jīng)濟增長和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。與此同時,我國就業(yè)結(jié)構(gòu)二三產(chǎn)業(yè)所占比重較低,現(xiàn)存的勞動力技能水平低下、素質(zhì)層次不高和產(chǎn)業(yè)間流動緩慢等因素帶來了諸如就業(yè)結(jié)構(gòu)滯后于產(chǎn)業(yè)結(jié)構(gòu)以及結(jié)構(gòu)性矛盾等問題;诖耍疚脑噲D通過對戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展及其對就業(yè)結(jié)構(gòu)的影響進行研究,以期為就業(yè)結(jié)構(gòu)現(xiàn)存問題的解決做些有益的探索。 本文首先通過對相關文獻的梳理,提出本文立論的基礎,即戰(zhàn)略新興產(chǎn)業(yè)發(fā)展是否會對我國就業(yè)結(jié)構(gòu)產(chǎn)生影響、如何影響以及相關因素怎樣影響我國就業(yè)結(jié)構(gòu)。然后,依據(jù)我國戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展對就業(yè)結(jié)構(gòu)影響的理論機制和現(xiàn)狀分析組建面板數(shù)據(jù)模型,運用三十個省市的數(shù)據(jù),分東中西部三個地區(qū)和五大行業(yè)就我國戰(zhàn)略性新興產(chǎn)業(yè)對就業(yè)結(jié)構(gòu)的影響進行實證分析并解釋。 通過理論機理分析與實證檢驗,本文得出如下結(jié)論:①戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展對我國三次產(chǎn)業(yè)勞動力的就業(yè)結(jié)構(gòu)優(yōu)化具有促進作用,中部省市作用最大,東部省市作用最小,西部省市作用介于兩者之間;②代表生物產(chǎn)業(yè)的醫(yī)藥制造業(yè)和醫(yī)療設備及儀器儀表制造業(yè)與就業(yè)結(jié)構(gòu)優(yōu)化正相關,作用最大,代表高端裝備制造產(chǎn)業(yè)的航空航天器制造業(yè)與就業(yè)結(jié)構(gòu)優(yōu)化負相關,代表新材料產(chǎn)業(yè)的電子計算機及辦公設備制造業(yè)和代表新一代信息技術(shù)產(chǎn)業(yè)的電子及通信設備制造業(yè)與就業(yè)結(jié)構(gòu)優(yōu)化不相關;③行業(yè)工資差距太大不利于我國三次產(chǎn)業(yè)勞動力就業(yè)結(jié)構(gòu)優(yōu)化;④勞動力的供給和受高等教育人口比重的增加能夠改善我國三次產(chǎn)業(yè)勞動力就業(yè)結(jié)構(gòu)。最后,本文就我國戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展和就業(yè)結(jié)構(gòu)優(yōu)化提出針對性的政策建議。
[Abstract]:Strategic emerging industry is a topic put forward by our country in recent years. It is still in the primary stage. Through the development of strategic emerging industry, it can promote economic growth and industrial structure optimization. The proportion of the secondary and tertiary industries in China's employment structure is relatively low, and the existing level of labor skills is low. Factors such as low quality level and slow flow between industries have brought about problems such as the lag of employment structure in industrial structure and structural contradictions. This paper attempts to study the development of strategic emerging industries and its impact on the employment structure in order to solve the existing problems of employment structure to do some useful exploration. First of all, by combing the relevant literature, this paper puts forward the basis of this paper, that is, whether the development of strategic emerging industries will have an impact on the employment structure of our country, how to influence and how the relevant factors affect the employment structure of our country, and then how to influence the employment structure of our country. According to the theoretical mechanism and current situation analysis of the influence of the development of strategic emerging industries on the employment structure in China, the panel data model is established, and the data from 30 provinces and cities are used. This paper analyzes and explains the influence of strategic emerging industries on employment structure in three regions and five industries in the east, middle and west of China. Through theoretical mechanism analysis and empirical test, this paper draws the following conclusions: the development of the new industry of "1: 1" strategy can promote the optimization of the employment structure of the third industrial labor force in China, the central province has the biggest role, the eastern province has the least role. The pharmaceutical manufacturing industry, the medical equipment and instrument manufacturing industry, which represents the biological industry in the western provinces and cities, has a positive correlation with the optimization of the employment structure, and plays the most important role. The aerospace manufacturing industry, which represents the high-end equipment manufacturing industry, has a negative correlation with the optimization of the employment structure. The computer and office equipment manufacturing industry, which represents the new material industry, and the electronic and communication equipment manufacturing industry, which represents the new generation information technology industry, are not related to the optimization of employment structure. Optimizing the employment structure of industrial labor force and increasing the proportion of labor force in higher education can improve the employment structure of industrial labor force of three times in China. This paper puts forward some policy suggestions on the development of strategic emerging industries and the optimization of employment structure.
