中國省域低碳經(jīng)濟(jì)發(fā)展水平組合評價

【摘要】:當(dāng)經(jīng)濟(jì)發(fā)展到一定階段,世界各國陸續(xù)開始考慮環(huán)境與資源所存在的問題,并由此衍生出低碳經(jīng)濟(jì)這一發(fā)展模式。隨著中國經(jīng)濟(jì)的發(fā)展,環(huán)境與資源問題愈加突顯,且近年來一直受到世界各國的外部壓力,低碳經(jīng)濟(jì)在中國的發(fā)展勢在必行。中國省域地區(qū)間低碳經(jīng)濟(jì)發(fā)展水平存在明顯差異,不利于中國低碳經(jīng)濟(jì)的可持續(xù)發(fā)展,為了早日實現(xiàn)地區(qū)間低碳經(jīng)濟(jì)的協(xié)調(diào)發(fā)展,本文將針對中國省域地區(qū)低碳經(jīng)濟(jì)發(fā)展水平構(gòu)建全面的指標(biāo)體系并進(jìn)行綜合評價研究,具體內(nèi)容包括如下幾個方面:首先,本文查閱了國內(nèi)外相關(guān)文獻(xiàn)資料,在國外文獻(xiàn)部分以低碳經(jīng)濟(jì)內(nèi)涵、溫室氣體排放與經(jīng)濟(jì)發(fā)展關(guān)系、碳排放驅(qū)動因素三個角度進(jìn)行研究綜述;在國內(nèi)文獻(xiàn)部分以低碳經(jīng)濟(jì)內(nèi)涵、碳排放影響因素、低碳經(jīng)濟(jì)發(fā)展的評價指標(biāo)體系構(gòu)建及綜合評價研究、發(fā)展低碳經(jīng)濟(jì)道路及對策建議四個角度進(jìn)行研究綜述;此外在了解低碳經(jīng)濟(jì)國外發(fā)展現(xiàn)狀的基礎(chǔ)上概括了低碳經(jīng)濟(jì)相關(guān)的國際經(jīng)驗。其次,立足低碳經(jīng)濟(jì)的特點(diǎn)及內(nèi)涵,在前人研究的基礎(chǔ)上構(gòu)建了中國省域低碳經(jīng)濟(jì)發(fā)展水平評價指標(biāo)體系,力求保證指標(biāo)體系的全面性、科學(xué)性和可操作性。選取一級指標(biāo)包括經(jīng)濟(jì)、能源、社會、環(huán)境與科技五個方面,選取二級指標(biāo)包括經(jīng)濟(jì)發(fā)展、經(jīng)濟(jì)結(jié)構(gòu)、碳源控制、能源利用、社會發(fā)展、生活進(jìn)步、碳匯建設(shè)、污染排放、技術(shù)水平以及污染控制十個方面,共有34個三級指標(biāo)。再次,選用2014年中國30個省域地區(qū)數(shù)據(jù)進(jìn)行綜合評價研究,其中運(yùn)用了層次分析法、灰色關(guān)聯(lián)法以及變異系數(shù)法三種單一綜合評價方法,并在其基礎(chǔ)上以加權(quán)線性和法、均值法以及Borda法三種方法對中國省域地區(qū)低碳經(jīng)濟(jì)發(fā)展水平進(jìn)行了組合評價,通過事后檢驗選擇相對最佳的均值法組合評價結(jié)果進(jìn)行分析。得到的主要結(jié)論有:中國碳排放強(qiáng)度長期處于較高水平;中國省域地區(qū)間低碳經(jīng)濟(jì)發(fā)展水平差異明顯;低碳技術(shù)水平落后阻礙低碳經(jīng)濟(jì)發(fā)展;產(chǎn)業(yè)結(jié)構(gòu)不合理是許多地區(qū)高碳經(jīng)濟(jì)的重要原因。最后,對本文研究的結(jié)果進(jìn)行歸納,在總結(jié)中國低碳經(jīng)濟(jì)發(fā)展所存在問題的基礎(chǔ)上借鑒國際已有低碳經(jīng)濟(jì)發(fā)展經(jīng)驗,從提高中國低碳經(jīng)濟(jì)整體發(fā)展水平與省域低碳經(jīng)濟(jì)協(xié)調(diào)發(fā)展的角度出發(fā),提出政策建議。提出的主要對策建議有:縮小區(qū)域差距,全面發(fā)展低碳經(jīng)濟(jì);優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),加大發(fā)展低碳產(chǎn)業(yè)體系;調(diào)整能源結(jié)構(gòu),提高能源效率;鼓勵技術(shù)開發(fā)與創(chuàng)新,同時加強(qiáng)國際交流合作。
[Abstract]:When the economy develops to a certain stage, countries all over the world begin to consider the problems existing in environment and resources one after another, and thus derive the development model of low-carbon economy. With the development of Chinese economy, the problem of environment and resources becomes more and more prominent. In recent years, the development of low-carbon economy in China is imperative because of the external pressure from all over the world. There are obvious differences in the development level of low-carbon economy among provinces and regions in China, which is not conducive to the sustainable development of China's low-carbon economy. In order to realize the coordinated development of low-carbon economy among different regions as soon as possible, this paper will construct a comprehensive index system for the development level of low-carbon economy in China's provinces and carry out a comprehensive evaluation study. The specific contents include the following aspects: first of all, This paper reviews the relevant literature at home and abroad, and summarizes the contents of low-carbon economy, the relationship between greenhouse gas emissions and economic development, the driving factors of carbon emissions in the foreign literature, and the low-carbon economic connotation in the domestic literature. The factors affecting carbon emissions, the evaluation index system of low-carbon economy development and the comprehensive evaluation research, the development of low-carbon economy road and countermeasures are summarized. In addition, on the basis of understanding the current situation of the development of low-carbon economy abroad, the international experience related to low-carbon economy is summarized. Secondly, based on the characteristics and connotation of low-carbon economy, On the basis of previous studies, this paper constructs an evaluation index system for the development level of China's provincial low-carbon economy, in order to ensure its comprehensiveness, scientificity and maneuverability. Five aspects of environment and science and technology are selected, including economic development, economic structure, carbon source control, energy utilization, social development, living progress, carbon sink construction, pollution emission, technical level and pollution control. Thirdly, the data of 30 provinces and regions in China in 2014 are selected for comprehensive evaluation research, in which three single comprehensive evaluation methods are used: analytic hierarchy process (AHP), grey correlation method and coefficient of variation method. On the basis of the analysis, the paper evaluates the development level of low carbon economy in China province by weighted linear sum method, mean value method and Borda method. The main conclusions are as follows: China's carbon emission intensity is in a high level for a long time, the development level of low carbon economy is obviously different between provinces and regions in China. The low carbon technology level hinders the low carbon economy development, and the unreasonable industrial structure is the important reason for the high carbon economy in many regions. Finally, the results of this paper are summarized. On the basis of summing up the problems existing in the development of China's low-carbon economy, this paper draws lessons from the international experience in the development of low-carbon economy and proceeds from the perspective of improving the overall development level of China's low-carbon economy and coordinating the development of the provincial low-carbon economy. The main countermeasures and suggestions are: narrowing the regional gap and developing low-carbon economy in an all-round way; optimizing the industrial structure and increasing the development of low-carbon industrial system; adjusting the energy structure and improving energy efficiency; encouraging technological development and innovation. At the same time, strengthen international exchanges and cooperation.
