【摘要】：在發(fā)展中國家,總?cè)丝谥械呢毨Т嗳跣匀丝诒戎剡h(yuǎn)高于總貧困人口比重,在貧困線以上,還有很多人存在可能陷入貧困的風(fēng)險(xiǎn)。因而,有關(guān)貧困脆弱性的研究是當(dāng)前發(fā)展經(jīng)濟(jì)學(xué)中的一個(gè)重要熱點(diǎn)話題。本文從理論和實(shí)證方面對國外最新研究進(jìn)行梳理和歸納,討論了如下三個(gè)問題:如何測量貧困脆弱性、貧困脆弱性理論的公共政策含義以及其未來的發(fā)展方向。本文介紹了期望效用的脆弱性測量方法、期望貧困的脆弱性測量方法、風(fēng)險(xiǎn)暴露的脆弱性測量方法并評述了它們的差異和優(yōu)劣。在公共政策含義方面,本文闡述了經(jīng)濟(jì)學(xué)家針對暫時(shí)性貧困脆弱性提出的精準(zhǔn)幫扶措施,針對結(jié)構(gòu)性貧困脆弱性問題提出的宏觀經(jīng)濟(jì)管理系統(tǒng)完善措施。最后,未來的研究需要進(jìn)行的努力有:使測算貧困人口福利的維度更加豐富,并找到貧困人口福利的最佳分布函數(shù);找到不同計(jì)量方法之間的比較標(biāo)準(zhǔn);深入探索貧困脆弱性發(fā)生的機(jī)制。
[Abstract]:In developing countries, the proportion of vulnerable people living in poverty in the total population is much higher than the proportion of the total number of people living in poverty. Above the poverty line, there are still many people at risk of falling into poverty. The research on poverty vulnerability is an important hot topic in current development economics. This paper reviews and summarizes the latest studies in foreign countries from the theoretical and empirical aspects, and discusses the following three problems: how to measure poverty vulnerability, The public policy meaning of poverty vulnerability theory and its future development direction. This paper introduces the vulnerability measurement method of expected utility and the vulnerability measurement method of expected poverty. The vulnerability measurement methods of risk exposure and their differences and advantages and disadvantages are reviewed. In terms of public policy implications, this paper describes the precise help measures proposed by economists in response to the vulnerability of temporary poverty. Finally, future research needs to carry out efforts to enrich the dimensions of measuring the welfare of people living in poverty. It also finds out the best distribution function of the welfare of the poor, finds out the standard of comparison among different measurement methods, and probes into the mechanism of the vulnerability of poverty.
