中國(guó)產(chǎn)業(yè)政策的兩種模式與轉(zhuǎn)換取向

【摘要】:縱觀產(chǎn)業(yè)政策爭(zhēng)議的歷程,本質(zhì)上產(chǎn)業(yè)政策分析的終極邏輯在于產(chǎn)業(yè)發(fā)展過(guò)程中如何塑造政府和市場(chǎng)的協(xié)同機(jī)制,"由選擇性產(chǎn)業(yè)政策向功能性產(chǎn)業(yè)政策轉(zhuǎn)換"是眾多研究產(chǎn)業(yè)政策學(xué)者的普遍看法,但從產(chǎn)業(yè)演進(jìn)的動(dòng)態(tài)視角來(lái)看,這種理論指向并不符合產(chǎn)業(yè)演進(jìn)階段的發(fā)展訴求。"宏觀政策要穩(wěn)、產(chǎn)業(yè)政策要準(zhǔn)"在當(dāng)前產(chǎn)業(yè)政策轉(zhuǎn)換的關(guān)鍵階段既有繼承又有批判創(chuàng)新意蘊(yùn),其最終目標(biāo)仍在于契合產(chǎn)業(yè)政策轉(zhuǎn)換階段的基本特征,努力構(gòu)建政策信號(hào)與市場(chǎng)信號(hào)在不同領(lǐng)域發(fā)揮協(xié)同作用的模式。相較原有的選擇性產(chǎn)業(yè)政策和功能性產(chǎn)業(yè)政策要旨,現(xiàn)階段構(gòu)建新的產(chǎn)業(yè)政策取向主要集中在兩個(gè)方面:一是強(qiáng)化政策引導(dǎo)、市場(chǎng)調(diào)節(jié)的方式,加快過(guò)剩產(chǎn)能的退出力度,規(guī)避"泛市場(chǎng)化"風(fēng)險(xiǎn);二是
[Abstract]:Throughout the history of industrial policy disputes, In essence, the ultimate logic of industrial policy analysis lies in how to shape the synergistic mechanism between government and market in the process of industrial development. "the transformation from selective industrial policy to functional industrial policy" is the general view of many industrial policy scholars. However, from the dynamic angle of view of industrial evolution, this theory does not meet the demand of development in the stage of industrial evolution. "Macro-policy should be stable, industrial policy should be accurate" in the key stage of current industrial policy transformation, there is both inheritance and critical innovation implication in the key stage of industrial policy transformation. Its ultimate goal is still to accord with the basic characteristics of the industrial policy transformation stage, and to construct the mode of policy signal and market signal synergism in different fields, comparing with the original selective industrial policy and functional industrial policy gist. At the present stage, the construction of new industrial policies mainly focuses on two aspects: first, to strengthen the policy guidance, the way of market regulation, to accelerate the withdrawal of overcapacity, and to avoid the risk of "pan-marketization";
