【摘要】：城鎮(zhèn)化是我國實(shí)現(xiàn)現(xiàn)代的重要過程,2011年我國城鎮(zhèn)化率首次超過50%,無論是城鎮(zhèn)化水平還是城鎮(zhèn)化質(zhì)量都取得了重大成就,城鎮(zhèn)在經(jīng)濟(jì)社會(huì)發(fā)展過程的地位也越來越突出。伴隨著城鎮(zhèn)化進(jìn)程,自然資源過度消耗、交通擁堵、環(huán)境污染、城鎮(zhèn)模式單一化等現(xiàn)象涌現(xiàn)。面對(duì)這些現(xiàn)象,急需變革城鎮(zhèn)發(fā)展模式,走新型城鎮(zhèn)化道路。在轉(zhuǎn)變城鎮(zhèn)發(fā)展模式過程中,肇慶市采用建設(shè)新區(qū)的方式,積極挖掘有發(fā)展?jié)摿Φ恼貞c新區(qū)作為突破口來拓展空間,優(yōu)化結(jié)構(gòu),提高肇慶的綜合競(jìng)爭(zhēng)能力。因此,研究肇慶新區(qū)發(fā)展戰(zhàn)略,對(duì)合理安排城鎮(zhèn)功能布局、制定有效的規(guī)劃政策及實(shí)現(xiàn)城鎮(zhèn)功能轉(zhuǎn)型、經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變具有重要的指引作用,也對(duì)肇慶新區(qū)實(shí)現(xiàn)跨越式發(fā)展具有巨大的實(shí)踐指導(dǎo)意義,同時(shí)對(duì)創(chuàng)新我國城鎮(zhèn)新區(qū)建設(shè)管理模式、引領(lǐng)新型城鎮(zhèn)化發(fā)展道路,具有十分典型和重要的實(shí)際意義。本文研究從肇慶新區(qū)概述、經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀特點(diǎn)入手,在掌握肇慶新區(qū)的基本情況下,進(jìn)而研究肇慶新區(qū)發(fā)展面臨的問題,問題包括交通分割區(qū)域內(nèi)的相互聯(lián)系、環(huán)境敏感性形成開發(fā)建設(shè)門檻、村鎮(zhèn)布局分散阻礙城鎮(zhèn)整體發(fā)展和土地征轉(zhuǎn)分配制約城鎮(zhèn)空間布局。通過對(duì)肇慶新區(qū)所處的政策、經(jīng)濟(jì)、社會(huì)及技術(shù)環(huán)境深入細(xì)致的分析,認(rèn)為在政治角度上政策支持為肇慶新區(qū)發(fā)展提供巨大機(jī)遇；經(jīng)濟(jì)環(huán)境上肇慶新區(qū)所處的宏觀經(jīng)濟(jì)形勢(shì)總體向好,但經(jīng)濟(jì)轉(zhuǎn)型任務(wù)繁重；社會(huì)方面新區(qū)生態(tài)環(huán)境優(yōu)越,人文底蘊(yùn)深厚；技術(shù)環(huán)境層面科技競(jìng)爭(zhēng)激烈,科研投入不斷加大。并運(yùn)用戰(zhàn)略研究的SWOT方法進(jìn)行分析,認(rèn)為肇慶新區(qū)存在區(qū)位、交通及環(huán)境優(yōu)勢(shì)和經(jīng)濟(jì)基礎(chǔ)薄弱、區(qū)域協(xié)調(diào)功能不足和人才缺乏的劣勢(shì)；面臨著政策導(dǎo)向、新型城鎮(zhèn)化、區(qū)域合作的戰(zhàn)略機(jī)遇及環(huán)境不確定因素、區(qū)域之間競(jìng)爭(zhēng)激烈及經(jīng)濟(jì)結(jié)構(gòu)不合理的巨大挑戰(zhàn)。之后,對(duì)問題和現(xiàn)狀仔細(xì)梳理,并在結(jié)合新區(qū)現(xiàn)狀及內(nèi)外部條件下,為實(shí)現(xiàn)新區(qū)的區(qū)域樞紐價(jià)值中心、國際低碳綠色新城和和諧首善之區(qū)的目標(biāo)提出了肇慶新區(qū)的核心發(fā)展戰(zhàn)略——增長(zhǎng)極戰(zhàn)略,以及區(qū)域空間布局發(fā)展戰(zhàn)略、產(chǎn)業(yè)選擇戰(zhàn)略、社會(huì)和諧發(fā)展戰(zhàn)略,運(yùn)用戰(zhàn)略管理理論進(jìn)行了剖析。最后,綜合以上發(fā)展戰(zhàn)略,提出了指導(dǎo)新區(qū)經(jīng)濟(jì)、社會(huì)發(fā)展戰(zhàn)略實(shí)施的六條具體措施。
[Abstract]:Urbanization is an important process to realize the modernization of our country. In 2011, the urbanization rate of our country exceeded 50 for the first time. Both the level of urbanization and the quality of urbanization have made great achievements. The status of cities and towns in the process of economic and social development is becoming more and more prominent. Along with the process of urbanization, excessive consumption of natural resources, traffic congestion, environmental pollution, and the singularity of the urban pattern, and so on, In the process of changing the development mode of cities and towns, Zhaoqing adopts the way of building new districts, and actively excavates the Zhaoqing new area with potential development as a breakthrough to expand space and optimize the structure. Therefore, the study of the development strategy of Zhaoqing New area has an important role in guiding the rational arrangement of urban function, the formulation of effective planning policies, the realization of urban functional transformation and the transformation of economic development mode. It is also of great practical significance for Zhaoqing New area to realize leap-forward development, at the same time, it is of great practical significance to innovate the management mode of the construction of new urban areas in our country, and to lead the new way of urbanization development. This paper begins with the summary of Zhaoqing New area, the characteristics of economic and social development, and the basic situation of Zhaoqing New area, and then studies the problems that Zhaoqing New area is facing. The problems include the interrelation within the traffic segmentation area, the environmental sensitivity forming the threshold for development and construction, the dispersal of the village and town layout hindering the overall development of the town and the land collection and distribution restricting the urban spatial layout. Through the policy of Zhaoqing New District, the economy, The social and technical environment is deeply and meticulously analyzed, and it is believed that the policy support provides a great opportunity for the development of Zhaoqing New area from the political point of view, the macroeconomic situation of Zhaoqing New area is generally good in the economic environment, but the task of economic transformation is heavy; In the social aspect, the new area has superior ecological environment, profound humanistic background, fierce scientific and technological competition at the technological environment level, and increasing scientific research investment. By using the SWOT method of strategic research, it is concluded that Zhaoqing New area has a location. Transportation and environment advantage and economic foundation are weak, regional coordination function is insufficient and talented person is short of disadvantage, face policy direction, new type of urbanization, strategic opportunity of regional cooperation and environment uncertainty factor, The fierce competition among regions and the enormous challenge of unreasonable economic structure. After that, the problems and the present situation are carefully combed in order to realize the value center of the regional hub of the new area under the condition of the new area and the internal and external conditions, in order to realize the value center of the regional hub in the new area. The objectives of the international low-carbon green new city and the harmonious first good area put forward the core development strategy of Zhaoqing New area, the growth pole strategy, the regional spatial layout development strategy, the industry choice strategy, the social harmonious development strategy, the regional spatial layout development strategy, the industry choice strategy, the society harmonious development strategy. Finally, six concrete measures to guide the implementation of the economic and social development strategy of the new area are put forward by synthesizing the above development strategies.
