【摘要】：后發(fā)優(yōu)勢理論表明,經(jīng)濟(jì)發(fā)展的相對落后會自發(fā)的產(chǎn)生后發(fā)優(yōu)勢,只要正確對待并深入挖掘、有效利用這種優(yōu)勢,就可以實(shí)現(xiàn)經(jīng)濟(jì)跨越發(fā)展。招商引資是促進(jìn)地方經(jīng)濟(jì)發(fā)展的重要手段,是一種經(jīng)濟(jì)行為。因此,本文試圖以福州市為例來研究后發(fā)優(yōu)勢理論在招商引資策略設(shè)計(jì)中的應(yīng)用,以期將后發(fā)優(yōu)勢這個(gè)經(jīng)濟(jì)理論與招商引資這個(gè)經(jīng)濟(jì)行為有機(jī)結(jié)合,從而創(chuàng)新指導(dǎo)招商引資工作的思路,研究新的舉措。本文使用SWOT模型對福州市招商引資實(shí)踐進(jìn)行深入分析,主要從定性分析和定量分析兩個(gè)方面進(jìn)行。在定性分析是從優(yōu)勢、劣勢、機(jī)會、威脅四個(gè)層面進(jìn)行：優(yōu)勢分析方面主要集中在地理區(qū)位優(yōu)勢、海洋資源優(yōu)勢、生態(tài)人文優(yōu)勢、政府重視優(yōu)勢、行政服務(wù)優(yōu)勢五個(gè)方面；劣勢分析方面主要集中在產(chǎn)業(yè)基礎(chǔ)劣勢、生產(chǎn)要素劣勢、區(qū)域競爭劣勢、人才資源劣勢、經(jīng)濟(jì)支撐劣勢五個(gè)方面；機(jī)會分析方面主要集中在國家級戰(zhàn)略疊加、對臺交流合作、福州保稅港區(qū)確立、民間資本雄厚四個(gè)方面；威脅分析方面主要集中在優(yōu)惠政策弱化、區(qū)域競爭更加激烈、外部環(huán)境影響加劇、國家政策調(diào)整四個(gè)方面。定性分析中,優(yōu)勢分析和機(jī)會分析展示了福州市招商引資的潛力和吸引力,劣勢分析和威脅分析警示了福州市招商引資工作的不足和需要繼續(xù)努力的方面。為進(jìn)一步提高對福州市招商引資SWOT分析的科學(xué)性和可靠性,減少由人為的主觀因素帶來的分析的局限性,在定性分析的基礎(chǔ)上,又通過調(diào)查問卷方式開展了定量分析,具體做法是：邀請了20位有意向來福州投資的客商進(jìn)行了問卷調(diào)查,運(yùn)用層次分析法(AHP)對調(diào)查結(jié)果進(jìn)行量化分析,得出福州市招商引資的未來發(fā)展應(yīng)選擇“扭轉(zhuǎn)型”戰(zhàn)略,即利用外部機(jī)遇來消除自身劣勢,充分發(fā)揮后發(fā)優(yōu)勢。在后發(fā)優(yōu)勢理論視角下,分析了福州市應(yīng)實(shí)行政府引導(dǎo)策略、擴(kuò)大開放策略、聯(lián)動發(fā)展策略、改革創(chuàng)新策略,同時(shí),從思想認(rèn)識層面、環(huán)境培養(yǎng)層面、推進(jìn)模式層面、平臺建設(shè)層面、管理運(yùn)作層面提出了相應(yīng)策略設(shè)計(jì)建議,并提出建設(shè)高素質(zhì)的招商引資專業(yè)人才隊(duì)伍、制定招商引資整體規(guī)劃、建立招商引資評價(jià)體系三方面保障措施。
[Abstract]:The theory of late-development advantage shows that the relative backwardness of economic development will spontaneously give rise to late-development advantage, so long as we correctly treat and dig deeply into it, we can effectively utilize this advantage. It is an important means to promote the development of local economy and a kind of economic behavior. Therefore, this paper tries to take Fuzhou as an example to study the application of the theory of late-development advantage in the strategy design of attracting investment. The purpose of this paper is to combine the economic theory of late-development advantage with the economic behavior of attracting investment, so as to innovate the train of thought to guide the work of attracting investment, and to study new measures. This paper uses SWOT model to deeply analyze the practice of attracting investment in Fuzhou. Qualitative analysis is carried out from four aspects: advantage, disadvantage, opportunity and threat: advantage analysis mainly focuses on geographical location advantage, marine resource advantage, ecological and humanistic advantage. The government attaches importance to the advantages, the administrative service advantages in five aspects, the inferiority analysis mainly focuses on five aspects: industrial base disadvantage, production factor disadvantage, regional competitive disadvantage, talent resource disadvantage, economic support disadvantage; Opportunity analysis mainly focuses on four aspects: national strategic superposition, exchange and cooperation with Taiwan, establishment of Fuzhou bonded port area, and strong private capital; threat analysis mainly focuses on the weakening of preferential policies and more intense regional competition. In qualitative analysis, advantage analysis and opportunity analysis show the potential and attraction of investment attraction in Fuzhou. The disadvantage analysis and the threat analysis have warned the insufficiency of the investment attraction work in Fuzhou and the aspects that need to continue to work hard. In order to further improve the scientific and reliability of the SWOT analysis of the investment attraction in Fuzhou, In order to reduce the limitation of the analysis brought by artificial subjective factors, and on the basis of qualitative analysis, the quantitative analysis is carried out by means of questionnaire. The specific methods are as follows: 20 merchants who are interested in investing in Fuzhou have been invited to conduct a questionnaire survey. By using Analytic hierarchy process (AHP) to quantify the results of the investigation, it is concluded that the future development of attracting investment in Fuzhou should choose the strategy of "twisting", that is, using external opportunities to eliminate its own disadvantages. From the perspective of the theory of latecomer advantage, this paper analyzes that Fuzhou should carry out the strategies of government guidance, opening up, linkage development, reform and innovation, and at the same time, at the same time, from the aspect of ideological understanding and environment training, At the level of mode, platform construction and management operation, the author puts forward the corresponding strategy and design suggestion, and puts forward the construction of high-quality professional talents to attract investment, and formulates the overall plan of attracting investment.
