【摘要】：當(dāng)前我國正處于增速換擋、結(jié)構(gòu)優(yōu)化和動能轉(zhuǎn)換的關(guān)鍵時期,“互聯(lián)網(wǎng)+”、大數(shù)據(jù)、云計算等新技術(shù)革命和產(chǎn)業(yè)變革影響深遠,大眾創(chuàng)業(yè)、萬眾創(chuàng)新蓬勃興起,以新產(chǎn)業(yè)、新業(yè)態(tài)、新商業(yè)模式為代表的新經(jīng)濟加速發(fā)展。新經(jīng)濟的成長,有效緩解了工業(yè)調(diào)整的下行壓力,為推動中國經(jīng)濟轉(zhuǎn)型升級、保持中國經(jīng)濟穩(wěn)定增長發(fā)揮了重要作用。隨著中國經(jīng)濟發(fā)展進入新常態(tài)階段,供給側(cè)結(jié)構(gòu)性改革從攻堅走向深化,原有統(tǒng)計制度已無法準確全面地反映新經(jīng)濟活動以及新動力成長情況,這對科學(xué)認識和把脈中國經(jīng)濟轉(zhuǎn)型升級和發(fā)展態(tài)勢造成了較大困擾。因此有責(zé)任把“三新”發(fā)展情況搞清楚,把“三新”有多大體量搞清楚,把“三新”對經(jīng)濟增長的貢獻搞清楚,從而客觀反映新舊動能轉(zhuǎn)換現(xiàn)狀,為中央和地方研判經(jīng)濟形勢、科學(xué)決策提供可靠的數(shù)據(jù)參考和信息支撐。通過對福建省晉江市等地調(diào)查研究,分析了“三新”為代表的新經(jīng)濟統(tǒng)計面臨的現(xiàn)實挑戰(zhàn)與政策障礙,并針對性地提出了相關(guān)對策建議。
[Abstract]:At present, our country is in a critical period of speed shift, structural optimization and kinetic energy transformation. The "Internet", big data, cloud computing and other new technological revolutions and industrial changes have far-reaching effects. The growth of the new economy has effectively alleviated the downward pressure on industrial adjustment, and in order to promote the transformation and upgrading of China's economy, the new business model is the representative of the accelerated development of the new economy. Maintaining stable economic growth in China has played an important role. As China's economic development enters the new normal stage, supply-side structural reforms have moved from attacking key points to deepening. The original statistical system is no longer able to accurately and comprehensively reflect new economic activities and new dynamics of growth. This has caused great difficulties to the scientific understanding and pulse of China's economic transformation, upgrading and development situation. Therefore, it has the responsibility to make clear the development situation of the "three new" and how big the "three new" are. To make clear the contribution of the "three new" to economic growth, so as to objectively reflect the status quo of the transformation of new and old kinetic energy, and to study and judge the economic situation for the central and local governments. Scientific decision-making provides reliable data reference and information support. Through investigation and research in Jinjiang City, Fujian Province, the paper analyzes the realistic challenges and policy obstacles faced by the new economic statistics represented by "three new". And puts forward the relevant countermeasure suggestion pertinently.
