非線性規(guī)劃法在我國分區(qū)減排中的運用

【摘要】:文章從公平性和效率性的動態(tài)調(diào)整出發(fā),將投入產(chǎn)出法與非線性規(guī)劃模型結(jié)合,探索了如何通過分區(qū)減排以實現(xiàn)全國的總量減排目標。通過滿足消費需求碳排放權(quán)保證"代內(nèi)公平",滿足經(jīng)濟發(fā)展需求碳排放權(quán)保證"代際公平"。結(jié)果表明,國家應(yīng)從地區(qū)人口規(guī)模、經(jīng)濟發(fā)展水平、地區(qū)碳轉(zhuǎn)移,以及能源生產(chǎn)力的差異上分配差異化的減排考核目標,使各個地區(qū)愿意并且能夠完成任務(wù)。
[Abstract]:Based on the dynamic adjustment of fairness and efficiency, the input-output method is combined with the nonlinear programming model. This paper explores how to achieve the total emission reduction target of the whole country through regional emission reduction. By satisfying consumption demand, carbon emission rights guarantee "intra-generation equity", and economic development needs carbon emission rights guarantee "intergenerational equity". The results show that, The country should allocate different emission reduction and assessment targets in terms of regional population size, economic development level, regional carbon transfer, and differences in energy productivity, so that each region is willing and able to accomplish the task.
