【摘要】：開發(fā)區(qū)的設(shè)立和興起極大地帶動了地方經(jīng)濟的快速發(fā)展,開發(fā)區(qū)作為經(jīng)濟的新的增長點,很好地提高了地區(qū)人民的福利和就業(yè)率,同時促進了地方經(jīng)濟更加高效率地發(fā)展和進步。皖北六市(即淮北市、毫州市、宿州市、蚌埠市、阜陽市、淮南市6市)開發(fā)區(qū),積極響應(yīng)政府號召,擴大開發(fā)區(qū)規(guī)模,引導(dǎo)開發(fā)區(qū)轉(zhuǎn)型發(fā)展,在推進皖北六市經(jīng)濟發(fā)展中起到很大的積極作用。盡管皖北六市開發(fā)區(qū)迅速的發(fā)展壯大,在提高地方經(jīng)濟發(fā)展水平中發(fā)揮著重要作用,但是也要看到皖北六市開發(fā)區(qū)所出現(xiàn)的經(jīng)濟運行效率低下的問題。經(jīng)過二十多年的發(fā)展,開發(fā)區(qū)的問題也涌現(xiàn)出來,如開發(fā)區(qū)的高投資、高能耗,產(chǎn)能過剩,管理體制的弊端,相關(guān)服務(wù)配套落后以及產(chǎn)業(yè)趨同等問題比較突出。目前,學(xué)者的研究多集中于國家級開發(fā)區(qū)和省級開發(fā)區(qū),對于某個省內(nèi)區(qū)域的開發(fā)區(qū)研究不多。本文分別闡述了經(jīng)濟運行的規(guī)模效率理論、產(chǎn)業(yè)集聚理論、資源理論以及對應(yīng)的開發(fā)區(qū)的規(guī)模效率、產(chǎn)業(yè)集聚效率和資源效率。然后分析梳理皖北六市開發(fā)區(qū)的發(fā)展歷程,所取得成績和目前所顯露的問題。在以上分析的基礎(chǔ)上,以皖北六市37個開發(fā)區(qū)為研究對象,選取評價指標(biāo)對開發(fā)區(qū)2011-2014的經(jīng)濟運行效率展開實證分析。先運用DEA分年度、分省份逐個研究開發(fā)區(qū)的經(jīng)濟運行效率。再運用曼奎斯特指數(shù)法對開發(fā)區(qū)全要素生產(chǎn)率變化、純技術(shù)效率變化和規(guī)模效率變化等動態(tài)指標(biāo)進行測度分析�；谝陨戏治鲆约澳壳伴_發(fā)區(qū)所面臨的問題,提出相應(yīng)的對策建議,分別為:合理規(guī)劃布局產(chǎn)業(yè)結(jié)構(gòu),提高聚集效益;合理調(diào)整開發(fā)區(qū)的規(guī)模,增加規(guī)模效益;實施創(chuàng)新驅(qū)動,提高開發(fā)區(qū)競爭力;加強管理體制與機制創(chuàng)新,提高開發(fā)區(qū)的管理效率。本論文可能的創(chuàng)新之處體現(xiàn)在:研究對象上有一定創(chuàng)新,主要研究皖北六市開發(fā)區(qū)的經(jīng)濟運行效率,以前的研究多集中在國家級開發(fā)區(qū)或省級開發(fā)區(qū)的經(jīng)濟運行效率,而專門針對皖北地區(qū)詳細(xì)分析運行效率的文章是缺乏的。研究方法上運用數(shù)據(jù)包絡(luò)靜態(tài)分析和Malmquist動態(tài)分析相結(jié)合的方法對開發(fā)區(qū)運行效率進行細(xì)化分析從而對開發(fā)區(qū)的運行效率有一個清晰全面的認(rèn)識。
[Abstract]:The establishment and rise of the development zones have greatly promoted the rapid development of the local economy. As a new growth point of the economy, the development zones have improved the welfare and employment rate of the local people. At the same time, it has promoted the development and progress of the local economy more efficiently. The development zones of the six cities in northern Anhui (namely, Huaibei, Huizhou, Suzhou, Bengbu, Fuyang and Huainan) have responded positively to the government's call to expand the scale of the development zones. Guiding the transformation and development of the development zones has played a very positive role in promoting the economic development of the six cities in northern Anhui. Although the development zones of the six cities in northern Anhui have developed rapidly and have played an important role in raising the level of local economic development, However, we should also see the problems of low economic efficiency in the development zones of six cities in northern Anhui. After more than 20 years of development, problems in the development zones have also emerged, such as the high investment, high energy consumption, overcapacity, and the malpractice of the management system in the development zones. The problems of backward related services and industrial convergence are relatively prominent. At present, scholars mostly focus on national and provincial development zones. There are few studies on the development zones in a certain province. This paper expounds the scale efficiency theory of economic operation, industrial agglomeration theory, resource theory and the corresponding scale efficiency of development zones. Industrial agglomeration efficiency and resource efficiency. Then it analyzes the development course, achievements and problems revealed in the development zones of six cities in northern Anhui. On the basis of the above analysis, 37 development zones in Northern Anhui Province are taken as the research objects. This paper selects the evaluation index to analyze the economic operation efficiency of the development zone 2011-2014. Firstly, using DEA to study the economic operation efficiency of the development zone one by one, and then using Manquist index method to analyze the change of total factor productivity of the development zone. Based on the above analysis and the problems faced by the development zone at present, the corresponding countermeasures and suggestions are put forward, which are: rationally planning the industrial structure, Improve the efficiency of agglomeration; rationally adjust the scale of the development zone and increase the efficiency of scale; implement the innovation drive to improve the competitiveness of the development zone; strengthen the innovation of management system and mechanism. To improve the management efficiency of the development zone. The possible innovations of this paper are as follows: there are some innovations in the object of study, mainly studying the economic operation efficiency of the development zones in six cities of northern Anhui. Previous studies have focused on the economic operational efficiency of national or provincial development zones. However, there is a lack of detailed analysis of operational efficiency in the north of Anhui Province. In the research method, the method of data envelopment static analysis and Malmquist dynamic analysis is used to analyze the operation efficiency of the development zone in detail. The operation efficiency of the area has a clear and comprehensive understanding.
