【摘要】：在當(dāng)今世界,財(cái)政政策日益成為世界各國(guó)政府進(jìn)行宏觀調(diào)控的重要經(jīng)濟(jì)杠桿之一。由于財(cái)政政策的局限性,會(huì)導(dǎo)致相應(yīng)的弊端。其中弊端之一,便是政府投資對(duì)私人投資產(chǎn)生的擠出效應(yīng)。我國(guó)的財(cái)政政策也不例外,積極的財(cái)政政策導(dǎo)致擠出效應(yīng),并且關(guān)于這方面的研究成為熱點(diǎn),不斷發(fā)展。研究政府投資和私人投資的影響關(guān)系不僅對(duì)我國(guó)的投資水平和效率有重要意義,對(duì)我國(guó)經(jīng)濟(jì)的穩(wěn)定、健康發(fā)展也至關(guān)重要。由于發(fā)展水平、資源條件、區(qū)域位置等方面的差異,我國(guó)經(jīng)濟(jì)區(qū)域進(jìn)行了區(qū)域劃分。國(guó)內(nèi)外對(duì)政府投資與私人投資的關(guān)系問(wèn)題已有不少研究,但是大部分是對(duì)某一個(gè)國(guó)家或某一個(gè)地區(qū)總體進(jìn)行的研究,而很少針對(duì)我國(guó)經(jīng)濟(jì)轉(zhuǎn)型時(shí)期以及我國(guó)具體的實(shí)際情況進(jìn)行明確的研究;研究?jī)?nèi)容上看,大部分都是通過(guò)數(shù)據(jù)進(jìn)行實(shí)證分析得出擠出效應(yīng)的結(jié)果,而沒(méi)有進(jìn)行結(jié)果產(chǎn)生的原因探究,并為東西部地區(qū)政府投資和私人投資和諧共存,以及經(jīng)濟(jì)穩(wěn)定健康發(fā)展提供相應(yīng)的政策建議。本文對(duì)東西部地區(qū)的擠出效應(yīng)以及影響因素進(jìn)行了研究,主要研究?jī)?nèi)容和成果有:1.通過(guò)國(guó)內(nèi)外研究狀況和成果的參閱和評(píng)價(jià),結(jié)合當(dāng)前我國(guó)經(jīng)濟(jì)發(fā)展中出現(xiàn)的熱點(diǎn)問(wèn)題,擬定研究主題;2.對(duì)政府投資、私人投資和擠出效應(yīng)進(jìn)行內(nèi)涵界定,研究相互之間的關(guān)系,即政府投資對(duì)私人投資有三種影響:擠出效應(yīng)、擠入效應(yīng)、無(wú)影響;3.采用向量自回歸方法分別對(duì)東西部地區(qū)政府投資對(duì)私人投資擠出效應(yīng)的實(shí)證分析,結(jié)果表明東部地區(qū)政府投資對(duì)私人投資有擠出效應(yīng),且擠出程度較大,而西部地區(qū)政府投資對(duì)私人投資有擠入效應(yīng),但擠入程度較小;4.運(yùn)用多元回歸方法來(lái)進(jìn)行東西部地區(qū)政府投資對(duì)私人投資產(chǎn)生不同擠出效應(yīng)的原因,從產(chǎn)業(yè)結(jié)構(gòu)、所有制結(jié)構(gòu)、儲(chǔ)蓄率和利率水平四個(gè)因素入手,分別對(duì)東西部地區(qū)進(jìn)行線性回歸分析,結(jié)果表明儲(chǔ)蓄率和利率水平均對(duì)東西部地區(qū)政府投資對(duì)私人投資的擠出效應(yīng)無(wú)顯著影響,而東部地區(qū)的擠出效應(yīng)是所有制結(jié)構(gòu)導(dǎo)致,而西部地區(qū)較小的擠入效應(yīng)是因?yàn)楫a(chǎn)業(yè)結(jié)構(gòu)不合理及發(fā)展水平較低所致;5.針對(duì)東西部地區(qū)擠出效應(yīng)的實(shí)證分析和各自影響因素的實(shí)證研究,提出相關(guān)政策建議,提出東部地區(qū)進(jìn)行所有制改革,刺激社會(huì)資本的活力,促進(jìn)各種資本共同發(fā)展;西部地區(qū)進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)和改善。本文的主要貢獻(xiàn)是分區(qū)域?qū)D出效應(yīng)進(jìn)行對(duì)比分析研究,并對(duì)影響擠出效應(yīng)的因素進(jìn)行探究,從而提出具有針對(duì)性的、明確的政策建議以促進(jìn)我國(guó)不同區(qū)域政府投資和私人投資的良好互動(dòng),從而促進(jìn)我國(guó)經(jīng)濟(jì)穩(wěn)定、健康地發(fā)展。
[Abstract]:In today's world, fiscal policy has increasingly become one of the important economic levers for governments in the world to carry out macro-control. Due to the limitation of fiscal policy, it will lead to the corresponding malpractice, one of which is malpractice. It is the crowding-out effect of government investment on private investment. The fiscal policy of our country is no exception, the positive fiscal policy leads to the crowding out effect, and the research on this aspect has become a hot spot. The study of the relationship between government investment and private investment is not only of great significance to the investment level and efficiency of our country, but also to the stability and healthy development of our economy. Resources conditions, regional location and other differences, China's economic regions have been divided into regions. At home and abroad on the relationship between government investment and private investment has been a lot of research. However, most of the research on a certain country or a region as a whole, and rarely on the economic transition period and China's specific actual situation of a clear study; In terms of research content, most of the results of extrusion effect are obtained through empirical analysis of data, but the reasons for the result are not explored, and the harmonious coexistence of government investment and private investment in the eastern and western regions. As well as the stable and healthy development of the economy to provide corresponding policy recommendations. This paper studies the extrusion effect and influencing factors in the eastern and western regions. The main research contents and achievements are as follows: 1.Through consulting and evaluating the domestic and foreign research situation and achievements, and combining the hot issues in the current economic development of our country, we formulate the research theme; 2. Define the connotation of government investment, private investment and crowding-out effect, and study the relationship between them, that is, government investment has three kinds of effects on private investment: crowding-in effect, crowd-in effect and no influence; 3. The empirical analysis of the effect of government investment on private investment in the eastern and western regions by using vector autoregressive method shows that the government investment in the eastern region has crowding-out effect on private investment, and the degree of crowding out is greater. However, government investment in the western region has a crowding effect on private investment, but the degree of crowding in is relatively small. 4.Using multiple regression method to analyze the causes of different crowding out effects of government investment on private investment in the eastern and western regions, starting with four factors: industrial structure, ownership structure, savings rate and interest rate level. The linear regression analysis shows that both the savings rate and the interest rate have no significant influence on the crowding out effect of government investment on private investment in the eastern and western regions. The extrusion effect in the eastern region is caused by the ownership structure, while the small crowding effect in the western region is due to the unreasonable industrial structure and the low level of development. 5. Based on the empirical analysis of the crowding out effect in the eastern and western regions and the empirical study of their respective influencing factors, the paper puts forward the relevant policy recommendations, and puts forward the ownership reform in the eastern region to stimulate the vitality of social capital. To promote the common development of all kinds of capital; The main contribution of this paper is to make a comparative analysis of the extrusion effect in different regions, and to explore the factors that affect the extrusion effect. The explicit policy suggestions can promote the good interaction between government investment and private investment in different regions of China, thus promoting the economic stability and healthy development of our country.
