【摘要】：隨著中國經(jīng)濟快速發(fā)展,能源需求量大幅度增加,結(jié)構(gòu)化矛盾日趨增長,國家能源安全面臨威脅,實現(xiàn)我國能源體系多元化和國際化協(xié)同發(fā)展迫在眉睫。中亞地區(qū)油氣資源豐富,與中國毗鄰而居,在能源結(jié)構(gòu)、稟賦互補、地緣優(yōu)勢和文化交流等方面都具有合作發(fā)展空間。加之,“一帶一路”戰(zhàn)略和“絲綢之路經(jīng)濟帶”構(gòu)想的提出,為中國和中亞能源合作發(fā)展提供優(yōu)惠政策和資金支持。中國應(yīng)在互利共贏的前提下,加強與中亞地區(qū)多元化的能源合作,促進各方經(jīng)濟發(fā)展和社會和諧,保障我國能源安全和經(jīng)濟可持續(xù)發(fā)展。在嚴峻的全球經(jīng)濟形勢和激烈的世界能源競爭大環(huán)境下,中國與中亞五國的油氣能源合作機遇與挑戰(zhàn)并存。中國如何抓住機遇化解挑戰(zhàn),與中亞國家進一步深化能源領(lǐng)域合作,維護國家能源安全,是一個非常重要的問題。在“一帶一路”戰(zhàn)略背景下,研究探討中國和中亞五國如何達成能源發(fā)展共識、深化能源合作、構(gòu)建合理有效的油氣能源合作機制具有非常重要的現(xiàn)實意義。這是本文的研究意義和方向。本文主體分為四個部分:第一部分,首先通過對中國與中亞地區(qū)油氣能源合作現(xiàn)狀以及中亞地區(qū)對于中國保障自身能源戰(zhàn)略的重大意義的分析,得出要大力推進雙邊油氣能源合作開展的結(jié)論。第二部分結(jié)合實際挖掘出經(jīng)濟結(jié)構(gòu)、政策、關(guān)系和地緣等四方面的合作潛力。第三部分,從中亞地區(qū)和中國兩個角度分析,總結(jié)出八個中國與中亞地區(qū)油氣能源合作中存在的問題。第四部分針對第三部分的問題,為加強進一步中國和中亞地區(qū)油氣能源合作提出了包括維護雙邊和平發(fā)展、加強互聯(lián)互通渠道、推進安全貿(mào)易合作、加快法律信息建設(shè)、拓寬行業(yè)合作領(lǐng)域、創(chuàng)新項目合作模式、深化能源合作產(chǎn)品和重視人才隊伍建設(shè)等可行性建議。
[Abstract]:With the rapid development of China's economy, the energy demand has increased greatly, the structured contradiction has been growing, and the national energy security is under threat. It is urgent to realize the diversification of energy system and the coordinated development of internationalization in our country. Central Asia is rich in oil and gas resources, adjacent to China, and complementary in energy structure and endowment. In addition, the "Belt and Road" strategy and the concept of "Silk Road Economic Belt" were put forward. China should provide preferential policies and financial support for the development of energy cooperation between China and Central Asia. On the premise of mutual benefit and win-win cooperation, China should strengthen diversified energy cooperation with Central Asia to promote economic development and social harmony among all parties. To ensure China's energy security and sustainable economic development. In the severe global economic situation and fierce world energy competition environment. China and the five Central Asian countries have both opportunities and challenges in oil and gas energy cooperation. How can China seize the opportunity to resolve the challenges and further deepen cooperation in the field of energy with Central Asian countries to safeguard national energy security? Under the background of the "Belt and Road" strategy, this paper studies how China and the five Central Asian countries reach a consensus on energy development and deepen energy cooperation. It is of great practical significance to build a reasonable and effective oil and gas energy cooperation mechanism. This is the research significance and direction of this paper. The main body of this paper is divided into four parts: the first part. First of all, through the analysis of the current situation of oil and gas energy cooperation between China and Central Asia and the significance of the Central Asian region for China to protect its own energy strategy. Draw a conclusion that we should vigorously promote bilateral oil and gas energy cooperation. The second part combined with the reality to tap out the economic structure, policy, relations and geographical cooperation potential. Part three. From the point of view of Central Asia and China, this paper summarizes the problems existing in the cooperation between eight China and Central Asia in oil and gas energy. Part 4th focuses on the third part. In order to further strengthen oil and gas energy cooperation between China and Central Asia, it is proposed to maintain bilateral peaceful development, strengthen the channels of interconnection, promote security and trade cooperation, accelerate the construction of legal information, and broaden the field of industry cooperation. Innovation project cooperation mode, deepen energy cooperation products and attach importance to the construction of talent team feasibility suggestions.
