【摘要】：隨著新科技革命和產(chǎn)業(yè)變革的醞釀,技術(shù)經(jīng)濟(jì)范式發(fā)生著深刻的變化,體現(xiàn)在:作為關(guān)鍵生產(chǎn)要素的新興技術(shù)呈現(xiàn)群發(fā)性和融合性特征,需要更加穩(wěn)定、包容的公共研發(fā)平臺(tái);全球產(chǎn)業(yè)分工的結(jié)構(gòu)性變化將導(dǎo)致企業(yè)競(jìng)爭(zhēng)壓力明顯增加,需要由核心企業(yè)主導(dǎo)的更加敏捷、低成本的創(chuàng)新網(wǎng)絡(luò);創(chuàng)新資源配置主體和方式多元化,需要更加多元、協(xié)同的創(chuàng)新治理結(jié)構(gòu);個(gè)性化定制需求逐漸旺盛,需要更加前瞻、深刻的用戶參與;傳統(tǒng)的勞動(dòng)力成本優(yōu)勢(shì)將逐步減弱,需要更開放、寬松的人才"紅利"釋放機(jī)制。在新的技術(shù)經(jīng)濟(jì)范式建立完善過程中,也必然需要新的政策設(shè)計(jì)完善國(guó)家創(chuàng)新體系,這體現(xiàn)在適應(yīng)創(chuàng)新主體變化、夯實(shí)基本創(chuàng)新制度、強(qiáng)化創(chuàng)新鏈后端政策、關(guān)注技術(shù)制度互動(dòng)等方面。
[Abstract]:With the development of the new technological revolution and industrial transformation, the paradigm of technological economy is undergoing profound changes, which is reflected in the fact that the emerging technology, as a key factor of production, presents the characteristics of mass development and integration, and needs to be more stable. Inclusive public R & D platform; The structural change of the global industrial division will lead to the obvious increase of the competitive pressure of the enterprises, and the need for a more agile and low-cost innovation network led by the core enterprises; The diversification of the main body and mode of innovative resource allocation requires a more diversified and collaborative innovative governance structure; The demand for individualized customization is exuberant and needs more foresight and profound user participation. The traditional labor cost advantage will gradually weaken, need to be more open, loose talent "dividend" release mechanism, in the new technological and economic paradigm to establish and improve the process. It is also necessary to perfect the national innovation system by new policy design, which is embodied in adapting to the change of innovation subject, ramming up the basic innovation system, strengthening the back-end policy of innovation chain, and paying attention to the interaction of technology system, etc.
