【摘要】：為了實(shí)現(xiàn)我國(guó)經(jīng)濟(jì)和社會(huì)可持續(xù)發(fā)展的重要任務(wù),我國(guó)將建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)(簡(jiǎn)稱“兩型社會(huì)”)作為一項(xiàng)長(zhǎng)期的重大戰(zhàn)略。它要求在社會(huì)生產(chǎn)和消費(fèi)的各個(gè)方面,都能以最小的資源環(huán)境成本為代價(jià)獲得最大的經(jīng)濟(jì)利益和社會(huì)效益。因此,提高和改善資源環(huán)境績(jī)效是建設(shè)節(jié)約型社會(huì)的核心和關(guān)鍵。本文旨在通過建立一套科學(xué)評(píng)價(jià)我國(guó)各地區(qū)資源環(huán)境績(jī)效水平的評(píng)價(jià)體系來達(dá)到真實(shí)反映我國(guó)“兩型社會(huì)”的建設(shè)狀況,同時(shí)還研究經(jīng)濟(jì)、區(qū)域、人口等因素對(duì)于資源環(huán)境績(jī)效水平的影響,為如何更好建設(shè)“兩型社會(huì)”提供參考。 在此背景下,本文采用動(dòng)態(tài)績(jī)效評(píng)價(jià)方法改進(jìn)了資源環(huán)境績(jī)效表達(dá)式,評(píng)估了各省2003-2012年的資源環(huán)境績(jī)效指數(shù),然后對(duì)各省資源環(huán)境績(jī)效水平進(jìn)行收斂性檢驗(yàn),并對(duì)其變化趨勢(shì)及空間差異進(jìn)行分析。最后,運(yùn)用參數(shù)面板模型與非參數(shù)面板模型,實(shí)證分析了地區(qū)GDP、產(chǎn)業(yè)結(jié)構(gòu)、國(guó)際貿(mào)易、人口密度等指標(biāo)對(duì)于資源環(huán)境績(jī)效的影響,就實(shí)證的結(jié)果給出針對(duì)性的改善建議,并對(duì)未來的研究方向進(jìn)行了展望。 論文主要結(jié)論有：1)我國(guó)的資源環(huán)境績(jī)效水平從空間分布的角度來看,呈現(xiàn)從東到西逐級(jí)降低的特點(diǎn)。2)收斂性檢驗(yàn)可以得到東部和西部地區(qū)的資源環(huán)境績(jī)效水平的內(nèi)部差異隨時(shí)間推移沒有消除的趨勢(shì),而中部地區(qū)則存在一定程度的收斂。3)經(jīng)濟(jì)的健康發(fā)展與否是當(dāng)前資源環(huán)境績(jī)效的決定因素。4)國(guó)際貿(mào)易因素的分析中發(fā)現(xiàn)我國(guó)的不發(fā)達(dá)地區(qū)在一定程度上成為了“污染避難所” 論文可能的創(chuàng)新點(diǎn)主要有：1)采用動(dòng)態(tài)績(jī)效評(píng)價(jià)方法評(píng)價(jià)我國(guó)各省級(jí)單位資源環(huán)境績(jī)效水平,并運(yùn)用收斂性檢驗(yàn)考察其收斂性；2)采用非參數(shù)面板模型對(duì)于資源環(huán)境績(jī)效影響因素進(jìn)行分析研究,相對(duì)與參數(shù)面板模型提高了模型擬合優(yōu)度,同時(shí)更深入分析了參數(shù)估計(jì)結(jié)果,不僅分析了資源環(huán)境績(jī)效與GDP、產(chǎn)業(yè)結(jié)構(gòu)、國(guó)際貿(mào)易、技術(shù)水平等因素的關(guān)系,還考察了這些因素之間的相互影響作用。
[Abstract]:In order to realize the important task of sustainable economic and social development of our country, our country will build the resource-saving type. Environmental friendly society (referred to as "two-oriented society") as a long-term important strategy, it requires in all aspects of social production and consumption. Are able to achieve the greatest economic and social benefits at the cost of minimum resource and environmental costs. To improve and improve the performance of resources and environment is the core and key of building a conservation-oriented society. This paper aims to establish a scientific evaluation system to evaluate the performance of resources and environment in various regions of China to truly reflect our country. " The construction of a two-oriented society. At the same time, the influence of economic, regional and population factors on the performance level of resources and environment is also studied, which provides a reference for how to better build a "two-oriented society". In this context, this paper uses the dynamic performance evaluation method to improve the expression of resource and environment performance, and evaluates the resource and environment performance index of each province from 2003 to 2012. Then we test the convergence of the provincial resource and environment performance level, and analyze the change trend and spatial difference. Finally, we use the parametric panel model and non-parametric panel model to analyze the regional GDP empirically. The effects of industrial structure, international trade and population density on the performance of resources and environment are discussed. The main conclusion of the paper is: 1) the performance level of China's resources and environment is viewed from the perspective of spatial distribution. The convergence test shows that the internal differences in the performance level of resources and environment in the eastern and western regions have not been eliminated with the passage of time. 2) the convergence test shows that the internal differences in the performance levels of the resources and environment in the eastern and western regions have not been eliminated over time. The central region has a certain degree of convergence. 3) the healthy development of the economy is the decisive factor of the current resource and environmental performance. 4). From the analysis of the factors of international trade, it is found that the underdeveloped areas of our country have to some extent become "pollution shelters". The possible innovation points of this paper are: (1) using dynamic performance evaluation method to evaluate the level of resource and environment performance of provincial units in China, and using convergence test to investigate its convergence; 2) the non-parametric panel model is used to analyze the influencing factors of resource and environment performance, which improves the goodness of fit of the model relative to the parametric panel model, and further analyzes the results of parameter estimation. This paper not only analyzes the relationship between resource and environmental performance and factors such as GDP, industrial structure, international trade and technology level, but also examines the interaction between these factors.
