【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的不斷加快,外商直接投資(FDI)作為推動(dòng)經(jīng)濟(jì)全球化的主要力量在世界經(jīng)濟(jì)發(fā)展中的作用日益增加。FDI在中國與塔吉克斯坦不斷深化的經(jīng)貿(mào)合作中也扮演著越來越重要的角色。中國提出的“一帶一路”倡議發(fā)展三年來已獲得100多個(gè)國家與國際組織的積極支持,40余個(gè)國家和國際組織和我國簽署了合作協(xié)議�！耙粠б宦贰蹦蹏H共識(shí),倡導(dǎo)沿線各國人民共享建設(shè)成果。探討如何將合作發(fā)展成果惠及作為“絲綢之路經(jīng)濟(jì)帶”重要沿線國家的塔吉克斯坦的民眾,對“一帶一路”的順利推進(jìn)意義重大。貧困問題是塔吉克斯坦亟待解決的重要問題之一,研究中國對塔吉克斯坦直接投資對東道國塔吉克斯坦產(chǎn)生的減貧效應(yīng),并提出進(jìn)一步完善投資合作的對策建議,對于進(jìn)一步減緩塔吉克斯坦貧困,進(jìn)而將合作成果惠及到塔吉克斯坦廣大民眾具有重要意義。本文從整體層面、具體的行業(yè)層面研究分析中國對塔吉克斯坦直接投資的減貧效應(yīng)。從整體層面,通過建立長期均衡模型(協(xié)整關(guān)系)和短期向量自回歸(VAR)模型及VAR模型的脈沖響應(yīng)分析和方差分解分析中國對塔吉克斯坦直接投資的總減貧效應(yīng),研究得到無論是長期還是短期,中國對塔直接投資都有效地促進(jìn)了塔吉克斯坦整體貧困問題的減緩。從具體的行業(yè)層面,先是將近十余年塔吉克斯坦的“減貧效果”分為三類,即“減貧效果顯著”、“減貧效果較好”和“減貧效果不顯著”,然后對中國在這些對應(yīng)“減貧效果”行業(yè)領(lǐng)域的投資合作情況來分析中國對塔吉克斯坦直接投資的分行業(yè)的減貧效應(yīng),研究結(jié)果是在塔吉克斯坦“減貧效果顯著”的通訊業(yè)、金融業(yè)、建筑業(yè)和采礦業(yè)領(lǐng)域及“減貧效果較好”的制造業(yè)、電力熱力燃?xì)饧八a(chǎn)和供應(yīng)業(yè)、交通和倉儲(chǔ)業(yè)等部分領(lǐng)域,中國投資企業(yè)扮演著重要的角色,中國投資企業(yè)促進(jìn)了塔吉克斯坦這些行業(yè)領(lǐng)域的貧困狀況的改善。在分析塔吉克斯坦貧困變動(dòng)狀況、中國對塔吉克斯坦直接投資的情況及中國對塔吉克斯坦直接投資減貧效應(yīng)的基礎(chǔ)上,本文提出以下幾點(diǎn)對策建議:鞏固政治互信,深化經(jīng)貿(mào)合作關(guān)系;建立區(qū)域投資機(jī)制,改善投資環(huán)境;優(yōu)化投資合作的行業(yè)選擇,增強(qiáng)企業(yè)責(zé)任意識(shí);改進(jìn)投資方式,提高投資效率。
[Abstract]:With the rapid development of economic globalization. Foreign direct investment (FDI). As the main force of promoting economic globalization, FDI plays an increasingly important role in the deepening economic and trade cooperation between China and Tajikistan. " The Belt and Road initiative has been actively supported by more than 100 countries and international organizations since its development three years ago. More than 40 countries and international organizations and China have signed cooperation agreements. "Belt and Road" condensed international consensus. To advocate the people of all countries along the route to share the fruits of construction. To explore how to benefit the people of Tajikistan, which is an important country along the "Silk Road Economic Belt", and how to benefit the fruits of cooperation and development. The problem of poverty is one of the most important problems to be solved urgently in Tajikistan. This paper studies the effect of China's direct investment in Tajikistan on poverty reduction in the host country, Tajikistan. And put forward the further improvement of investment cooperation countermeasures for further poverty alleviation in Tajikistan, and then the achievements of cooperation to the general population of Tajikistan has an important significance. This paper from the overall level. Specific industry-level research and analysis of the impact of China's direct investment in Tajikistan on poverty reduction. Through the establishment of long-term equilibrium model (cointegration relationship), short-term vector autoregressive regression model and VAR model, impulse response analysis and variance decomposition analysis are used to analyze the total poverty reduction effect of China's direct investment in Tajikistan. Both in the long run and in the short term, Chinese direct investment in Tajikistan has contributed effectively to the alleviation of poverty in Tajikistan as a whole, both in the long term and in the short term. First, the "effect of poverty reduction" in Tajikistan for nearly a decade has been divided into three categories, namely, "the effect of poverty reduction is significant", "the effect of poverty reduction is better" and "the effect of poverty reduction is not significant". Then the paper analyzes the poverty reduction effect of China's direct investment in Tajikistan by analyzing the situation of China's investment cooperation in these sectors corresponding to "poverty reduction effect". The results of the study were in Tajikistan's "significant poverty reduction" communications sector, in the financial, construction and mining sectors, and in the "better poverty reduction" manufacturing sector, in electricity, thermal gas and water production and supply. In some areas, such as transportation and warehousing, Chinese investment enterprises play an important role. Chinese investment enterprises have contributed to the improvement of poverty in these sectors in Tajikistan. Based on the situation of China's direct investment in Tajikistan and the poverty reduction effect of China's direct investment in Tajikistan, this paper puts forward the following countermeasures: consolidating political mutual trust and deepening economic and trade cooperation; Establishing regional investment mechanism and improving investment environment; Optimize the choice of investment cooperation industry, enhance the sense of corporate responsibility; Improve investment methods and improve investment efficiency.
