【摘要】：本文回顧了近30年來中國工業(yè)開發(fā)區(qū)、大城市地區(qū)新城和國家級新區(qū)這三代新區(qū)的發(fā)展歷程,認(rèn)為三代新區(qū)是地方和中央政府為應(yīng)對特定時代背景下社會經(jīng)濟(jì)發(fā)展所面臨的挑戰(zhàn)在地方、城市、區(qū)域三大地理空間上適時推進(jìn)開發(fā)而成。同時,從經(jīng)濟(jì)地理的角度出發(fā),基于DPSI模型,本文分析了三代新區(qū)的運(yùn)行機(jī)制,認(rèn)為密度、距離、分割這三大要素是驅(qū)動三代新區(qū)開發(fā)的內(nèi)在動力;新區(qū)建成后分別面臨與集聚、遷移、區(qū)域合作相關(guān)的發(fā)展壓力,各級政府通過采取相應(yīng)的政策措施,帶動了市場力量發(fā)揮最大的效益,政府力量與市場力量的互補(bǔ)互促最終推動了三代新區(qū)的發(fā)展,進(jìn)而改變了中國經(jīng)濟(jì)地理的狀態(tài);經(jīng)濟(jì)地理狀態(tài)的變化又影響了中國的物質(zhì)環(huán)境、社會經(jīng)濟(jì)發(fā)展質(zhì)量以及人的發(fā)展;而前一代新區(qū)所帶來的最終影響也是驅(qū)動下一代新區(qū)開發(fā)的外在因素。
[Abstract]:This paper reviews the development of three generations of industrial development zones in China, new towns in big cities and new areas at the national level in the past 30 years. It is considered that the new area of three generations is developed by the local and central government in order to meet the challenge of social and economic development in the local, urban and regional geographical space. At the same time. From the point of view of economic geography and based on DPSI model, this paper analyzes the operation mechanism of the new area of the third generation. The author thinks that the density, the distance and the division of these three elements are the internal driving force to drive the development of the new area of the third generation. After the completion of the new area, they are faced with the pressure of development related to agglomeration, migration and regional cooperation. Governments at all levels take appropriate policy measures to bring market forces into full play. The mutual complementation of government and market forces promoted the development of the three generations of new districts, and then changed the state of China's economic geography. The change of economic geography affects the material environment, the quality of social and economic development and the development of human beings in China. The final impact of the previous generation of new districts is also the external factor driving the development of the next generation of new areas.
