【摘要】：在國(guó)內(nèi)工業(yè)化、城鎮(zhèn)化加速推進(jìn)的大背景下,城市的不斷擴(kuò)張和產(chǎn)業(yè)的加速發(fā)展給城市建設(shè)管理帶來(lái)新的課題,多數(shù)城市在建設(shè)發(fā)展模式上面臨著產(chǎn)城一體化與產(chǎn)城分離這兩種截然不同的發(fā)展路徑：表現(xiàn)在城市和產(chǎn)業(yè)建設(shè)實(shí)踐,就是不論是已經(jīng)形成產(chǎn)城一體化格局的城市,還是新建的產(chǎn)業(yè)園區(qū)、新的城市居民區(qū),都需要在加速產(chǎn)業(yè)發(fā)展和科學(xué)規(guī)劃建設(shè)城市之間找到平衡,處理好二者之間的矛盾,盡可能達(dá)到互促互利的效果。 本文簡(jiǎn)要概述了國(guó)內(nèi)外產(chǎn)城一體化發(fā)展的基本理論、發(fā)展歷程和特點(diǎn)。在此基礎(chǔ)上,從行政管理學(xué)的角度,通過個(gè)案分析的方式,介紹了案例城市產(chǎn)城一體的基本現(xiàn)狀,介紹了解決這些矛盾問題的主要做法和取得的初步成效,進(jìn)而總結(jié)當(dāng)?shù)囟嗄陙?lái)在推進(jìn)產(chǎn)城一體化發(fā)展的探索和實(shí)踐中積累的基本經(jīng)驗(yàn)—即無(wú)論是推進(jìn)產(chǎn)城一體化發(fā)展,還是解決產(chǎn)城一體化矛盾,都必須堅(jiān)持戰(zhàn)略化管理、目標(biāo)化管理、標(biāo)桿化管理和全面質(zhì)量管理的理念。 本文對(duì)案例城市在產(chǎn)城一體化過程中遇到的矛盾問題進(jìn)行了羅列,從尊重歷史、著眼發(fā)展的角度,對(duì)問題成因進(jìn)行了客觀和較為全面的分析。最后針對(duì)問題及其成因,結(jié)合當(dāng)?shù)亟鉀Q問題的工作思路和計(jì)劃安排,提出了促進(jìn)產(chǎn)業(yè)發(fā)展與資源環(huán)境保護(hù)、城市改造與產(chǎn)業(yè)轉(zhuǎn)型提升的基本路徑。
[Abstract]:Under the background of the domestic industrialization and the acceleration of urbanization, the continuous expansion of cities and the accelerated development of industries bring new problems to the management of urban construction. Most cities face two completely different development paths in the construction and development mode: integration of production and city and separation of industry and city: it is manifested in the practice of city and industry construction. Whether it is a city that has formed a pattern of integration of production and city, or a new industrial park, new urban residential areas, we need to find a balance between accelerating industrial development and scientific planning and construction of cities. Deal with the contradiction between the two, as far as possible to achieve mutually beneficial results. This paper briefly outlines the basic theory, development process and characteristics of the integration of industrial and urban development at home and abroad. On this basis, from the perspective of administrative management, through the way of case analysis. This paper introduces the basic present situation of the integration of urban production and city, and introduces the main methods and preliminary results of solving these contradictions. And then summarize the basic experience accumulated in the exploration and practice of promoting the integration of industry and city in the past years-that is, whether it is to promote the integration of industry and city, or to solve the contradiction of integration of industry and city. We must adhere to the concepts of strategic management, target management, benchmarking management and total quality management. In this paper, the case of the city in the process of integration of the contradictions encountered in the list of issues, from the respect of history, focus on the perspective of development. The causes of the problem are analyzed objectively and comprehensively. Finally, in view of the problem and its causes, combined with the local working ideas and planning arrangements to solve the problem, the paper puts forward the promotion of industrial development and the protection of resources and environment. The basic path of urban transformation and industrial transformation and upgrading.
