廣東省消費結構演變趨勢及升級研究

【摘要】:“十二五”時期,擴大內(nèi)需,特別是擴大消費需求,是廣東加快轉變經(jīng)濟發(fā)展方式的重要內(nèi)容。從人均GDP發(fā)展水平看,當前,廣東已進入7000—10000美元發(fā)展階段。按照國際經(jīng)驗,這一階段是消費需求特別是舒適型、發(fā)展型消費需求大幅提升的關鍵時期,但廣東消費占GDP比重卻長期偏低,有眾多因素制約著廣東消費結構的加快升級。如何引導和培育形成新的消費熱點,破除制約廣東消費結構升級的政策、體制和環(huán)境障礙,因勢利導推動形成與廣東產(chǎn)業(yè)結構相匹配的消費結構,是值得深入研究的重大課題。 本研究以消費經(jīng)濟學、統(tǒng)計學等多學科理論為指導,綜合使用定性和定量分析的研究方法,以消費結構為切入點,以廣東居民為依托,分析廣東城鄉(xiāng)居民從改革開放以來的消費結構演變趨勢,結合分析西方發(fā)達國家比較成熟的消費結構演變趨勢、促進消費結構升級的政策措施,,以此預測廣東消費結構的發(fā)展趨勢,為政府促進消費結構更健康有序的轉型升級提出政策建議。 本研究的主要結論包括: 改革開放以來,廣東居民消費結構特征變化顯著,生活必需品等生存型消費支出在總消費支出中的比重明顯減少,享受發(fā)展型消費支出在消費支出中所占比重不斷提高。政府應制定相應的政策鼓勵生產(chǎn)創(chuàng)新、技術創(chuàng)新和金融創(chuàng)新來擴大居民的總體消費力。 隨著信息網(wǎng)絡新產(chǎn)品、新技術、新服務層出不窮,信息消費迅速成為新一輪的消費熱點。廣東應加快產(chǎn)業(yè)結構調(diào)整,促進信息化與工業(yè)化相融合,促進信息消費。 隨著大力發(fā)展低碳經(jīng)濟,實施綠色發(fā)展戰(zhàn)略,以節(jié)能、降耗、環(huán)保為代表的綠色環(huán)保產(chǎn)品在消費領域的比重上升,新的綠色產(chǎn)品消費時期將會到來。政府應出臺相應補貼或獎勵政策,對高端新型電子信息、LED、新能源汽車等高端產(chǎn)品加大補貼,同時也應鼓勵居民對節(jié)能家電、小排量汽車和高效電機等產(chǎn)品的消費。 隨著經(jīng)濟全球化的進一步發(fā)展,我國商品市場的進一步開放,居民消費國際化趨勢進一步增強,進入廣東的中高檔消費品不斷增加,廣東居民將面對更加國際化的消費環(huán)境。應加強消費市場監(jiān)管,維護消費權益,為消費結構優(yōu)化升級提供制度上的保障。 本研究的創(chuàng)新之處: 1、較系統(tǒng)和完整地分析研究了廣東城鄉(xiāng)居民的消費結構演變規(guī)律及演變特征。 2、運用定性與定量相結合的方法預測了“十二五”時期廣東消費結構的變化趨勢。 3、指出了制約廣東消費結構升級的各種制約因素和障礙。 4、提出了促進廣東消費結構升級的新觀點、新對策。
[Abstract]:During the 12th Five-Year Plan period, the expansion of domestic demand, especially the expansion of consumer demand, is an important part of Guangdong's accelerated transformation of its economic development mode. Guangdong has entered the development stage of 7000-10000 US dollars. According to international experience, this stage is the key period for the consumption demand, especially the comfortable type, and the developmental consumption demand to be greatly enhanced. However, the proportion of Guangdong consumption in GDP has been on the low side for a long time, there are many factors restricting Guangdong consumption structure to accelerate upgrading. How to guide and cultivate the formation of new consumption hot spots, and break down the policy that restricts Guangdong consumption structure upgrading. Institutional and environmental obstacles, which promote the formation of consumption structure in line with Guangdong's industrial structure, are important topics worthy of further study. This study is guided by multi-disciplinary theories such as consumer economics, statistics and so on, comprehensively using qualitative and quantitative research methods, taking consumption structure as the breakthrough point and relying on Guangdong residents. This paper analyzes the trend of consumption structure evolution of urban and rural residents in Guangdong since the reform and opening up, combined with the analysis of the more mature trend of consumption structure in western developed countries, and the policies and measures to promote the upgrading of consumption structure. In order to predict the development trend of consumption structure in Guangdong Province, the author puts forward some policy suggestions for the government to promote the transformation and upgrading of consumption structure in a more healthy and orderly manner. The main conclusions of this study include: Since the reform and opening up, the characteristics of Guangdong residents' consumption structure have changed significantly, and the proportion of subsistence consumption expenditure, such as necessities of life, in the total consumption expenditure has obviously decreased. The government should formulate corresponding policies to encourage production innovation, technological innovation and financial innovation to expand the overall consumption power of residents. With the emergence of new products, new technologies and new services of information network, information consumption has become a new consumption hot spot. Guangdong should speed up the adjustment of industrial structure and promote the integration of information and industrialization. Promoting information consumption. With the development of low-carbon economy and the implementation of green development strategy, the proportion of green environmental protection products represented by energy saving, consumption reduction and environmental protection has increased. The new green product consumption period will come. The government should introduce the corresponding subsidy or incentive policy, increase subsidies to high-end products such as high-end electronic information, new energy vehicles and so on. Residents should also be encouraged to consume energy-efficient appliances, small-displacement cars and efficient motors. With the further development of economic globalization, the further opening of China's commodity market, the trend of consumption internationalization of residents is further enhanced, and the number of high-end consumer goods entering Guangdong is increasing. Guangdong residents will face a more international consumption environment. We should strengthen the supervision of the consumer market, maintain consumer rights and interests, and provide institutional protection for the optimization and upgrading of consumption structure. The innovations of this study are as follows: 1. The evolvement law and characteristics of consumption structure of urban and rural residents in Guangdong are analyzed systematically and completely. 2. The change trend of Guangdong's consumption structure during the 12th Five-Year Plan period is predicted by combining qualitative and quantitative methods. 3, pointed out all kinds of restriction factors and obstacles that restrict Guangdong consumption structure upgrade. 4, put forward the new viewpoint of promoting Guangdong consumption structure upgrade, new countermeasure.
