【摘要】：產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化是當(dāng)今社會(huì)的熱點(diǎn)問(wèn)題，承接產(chǎn)業(yè)轉(zhuǎn)移有利于產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、促進(jìn)經(jīng)濟(jì)發(fā)展；新型城鎮(zhèn)化則能夠有效擴(kuò)大內(nèi)需，推動(dòng)社會(huì)發(fā)展。大量研究已經(jīng)證實(shí)：工業(yè)化和城鎮(zhèn)化之間存在著相互影響的關(guān)系，產(chǎn)業(yè)轉(zhuǎn)移與工業(yè)化之間存在著相互促進(jìn)的關(guān)系，那么承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化之間是否也會(huì)互相影響？ 一般研究中用非農(nóng)就業(yè)人口的比率來(lái)衡量一個(gè)地方的城鎮(zhèn)化水平，那么新型城鎮(zhèn)化用什么來(lái)衡量，新型城鎮(zhèn)化又新在哪里？本文總結(jié)了新型城鎮(zhèn)化的根本目的，新型城鎮(zhèn)化的基本要求，新型城鎮(zhèn)化的基本動(dòng)力，新型城鎮(zhèn)化的主要任務(wù)，新型城鎮(zhèn)化的支撐條件，新型城鎮(zhèn)化的必備要素。之后選取了新型城鎮(zhèn)化的9個(gè)衡量指標(biāo)，包括了經(jīng)濟(jì)方面的指標(biāo)：人均GDP、人均消費(fèi)品零售總額、工業(yè)增加值率；社會(huì)方面的指標(biāo)：人均公園綠地面積；環(huán)境方面的指標(biāo)：污水處理率；人口方面的指標(biāo)：非農(nóng)業(yè)人口的比重；科技方面的指標(biāo)：每萬(wàn)人口在校大學(xué)生數(shù)；綜合指標(biāo)：?jiǎn)挝籊DP能耗。通過(guò)因子分析的方法，對(duì)新型城鎮(zhèn)化進(jìn)行了量化的處理，所得結(jié)果命名為新型城鎮(zhèn)化綜合因子。 接下來(lái)，對(duì)新型城鎮(zhèn)化綜合因子和湖南省承接產(chǎn)業(yè)轉(zhuǎn)移額進(jìn)行了單位根檢驗(yàn)、協(xié)整分析和格蘭杰因果檢驗(yàn)。最終證明了新型城鎮(zhèn)化是承接產(chǎn)業(yè)轉(zhuǎn)移的格蘭杰原因；承接產(chǎn)業(yè)轉(zhuǎn)移是新型城鎮(zhèn)化的格蘭杰原因。它們之間相互影響，相互促進(jìn)。然后，設(shè)定耦合模型，構(gòu)造協(xié)調(diào)度函數(shù)，對(duì)湖南省承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化之間的協(xié)調(diào)度進(jìn)行了計(jì)算。之后提出了新型城鎮(zhèn)化和承接產(chǎn)業(yè)轉(zhuǎn)移協(xié)同發(fā)展的新模式：以經(jīng)濟(jì)增長(zhǎng)極為基礎(chǔ)的承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化協(xié)同推進(jìn)模式；以細(xì)分市場(chǎng)為基礎(chǔ)的承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化系統(tǒng)推進(jìn)模式；內(nèi)聯(lián)引資為基礎(chǔ)的承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化協(xié)同推進(jìn)模式。最后，，得出了湖南省承接產(chǎn)業(yè)轉(zhuǎn)移與新型城鎮(zhèn)化協(xié)同發(fā)展的結(jié)論并以此提出了相應(yīng)的建議。
[Abstract]:Industrial transfer and new urbanization is a hot issue in today's society, to undertake the transfer of industries is conducive to the optimization of the industrial structure, promote economic development; new urbanization can effectively expand domestic demand, promote the development of the society. A large number of studies have demonstrated that between industrialization and urbanization in the relationship of mutual influence, mutually reinforcing relationship exists between industrial transfer and industrialization, then undertake between industrial transfer and new urbanization will also influence each other?
The level of urbanization ratio in non farm payrolls, general research to measure a place, then the new urbanization with what to measure, new urbanization and new in? This paper summarizes the fundamental purpose of the new urbanization, the basic requirements of the new urbanization, the basic dynamic model of urbanization, the main task of the new town the supporting conditions of the new urbanization, the essential elements of the new urbanization. After selecting the 9 indexes to measure the new urbanization, including economic indicators: per capita GDP, per capita total retail sales of consumer goods, industrial added value rate; social indicators: per capita green area; environmental aspects index: sewage treatment rate; demographic indicators: the proportion of non agriculture population; science and technology indicators: per million population the number of college students; comprehensive index: unit GDP energy consumption by factor analysis. In this way, the new urbanization was quantified, and the results were named as the new urbanization comprehensive factor.
Next, the new urbanization comprehensive factor and undertake industrial transfer, Hunan province conducted unit root test, cointegration analysis and Granger causality test. Grainger proved that the new urbanization is the cause of Grainger to undertake industrial transfer; undertake industrial transfer is the Grainger reason of the new urbanization. The mutual influence between them, promote each other. Then, set the coupling model, structure coordination function, in Hunan province to undertake the coordination between industrial transfer and new urbanization are calculated. Then puts forward the new urbanization and new mode to undertake industrial transfer: Based on the coordinated development of economic growth to undertake industrial transfer mode and new urbanization to promote synergy; market segmentation the basis of undertaking industrial transfer and new urbanization propulsion system model; domestic direct investment based industrial transfer and new urbanization coordinated push In the end, the conclusion of Hunan province to undertake the coordinated development of industrial transfer and new urbanization is drawn up and the corresponding suggestions are put forward.
