【摘要】:近年來,隨著中國經(jīng)濟(jì)進(jìn)入轉(zhuǎn)型升級新階段,各地出現(xiàn)了產(chǎn)業(yè)向同一地域集中,結(jié)成相互關(guān)聯(lián)、相互合作、相互競爭產(chǎn)業(yè)集群的趨勢,產(chǎn)業(yè)集聚區(qū)成為最主要的表現(xiàn)形式。河南省通過政府主動引導(dǎo)扶持,目前已建成180個省級產(chǎn)業(yè)集聚區(qū),成為全省經(jīng)濟(jì)發(fā)展的主要載體。鶴壁市通過積極推動,建成省級產(chǎn)業(yè)集聚區(qū)4個,2013年固定資產(chǎn)投資、規(guī)模以上工業(yè)增加值、稅收方面已占據(jù)了全市一半的份額,成為全市經(jīng)濟(jì)發(fā)展的主力軍。但產(chǎn)業(yè)集聚區(qū)發(fā)展中還存在著人才引進(jìn)難、人才難留的突出問題,出現(xiàn)了產(chǎn)業(yè)集聚區(qū)難聚人才的現(xiàn)象,制約了在集聚生產(chǎn)要素、優(yōu)化資源配置、加快制度創(chuàng)新等方面發(fā)揮更大作用。 導(dǎo)致這一問題的因素很多,包括產(chǎn)業(yè)集聚區(qū)發(fā)展水平、地理位置等方面,其中很重要的一個原因就是人才引進(jìn)政策存在不科學(xué)、不完善之處,沒有發(fā)揮引進(jìn)人才的導(dǎo)向作用。本文以鶴壁市產(chǎn)業(yè)集聚區(qū)人才引進(jìn)政策為研究對象,主要運用文獻(xiàn)法、訪談法開展研究,通過分析目前產(chǎn)業(yè)集聚區(qū)人才政策的來源、內(nèi)容等情況,發(fā)現(xiàn)目前產(chǎn)業(yè)集聚區(qū)政策主要仍存在三方面問題:一是政策與產(chǎn)業(yè)集聚區(qū)低端人才需占主體、高端人才流動性強(qiáng)等特點結(jié)合不緊密;二是激勵保障政策設(shè)定不合理、可操作性差;三是上下級政策銜接不緊密、與市場機(jī)制結(jié)合不密切。通過運用公共政策分析理論和人力資源管理理論,對問題的原因進(jìn)一步分析,認(rèn)為原因主要有:政策制定過程中缺乏調(diào)查研究、決策程序不民主,激勵政策創(chuàng)新力度不夠,人才管理機(jī)制不完善等方面。最后結(jié)合鶴壁產(chǎn)業(yè)集聚區(qū)實際,得出完善產(chǎn)業(yè)集聚區(qū)人才政策的對策建議:一方面要重視對低端人才的引進(jìn),按照人才類別特點制定相應(yīng)引進(jìn)政策;另一方面要提高激勵政策的實效性、加大激勵政策的落實;最后要用政策完善人才引進(jìn)管理機(jī)制和格局,發(fā)揮政府的主導(dǎo)作用。產(chǎn)業(yè)集聚區(qū)人才引進(jìn)是一個涉及黨委和政府多部門、政府和市場多方面關(guān)系的復(fù)雜過程,,只有從多角度、多方面來完善產(chǎn)業(yè)集聚區(qū)人才引進(jìn)政策才能發(fā)揮各方作用、形成引才合力,推動產(chǎn)業(yè)集聚區(qū)持續(xù)健康發(fā)展。
[Abstract]:In recent years, as China's economy has entered a new stage of transformation and upgrading, there has been a trend that industries in various places are concentrated in the same region, linked with each other, cooperating with each other, and competing with each other in industrial clusters. Industrial agglomeration area has become the most important form of expression. Henan Province has established 180 provincial industrial agglomeration areas through the active guidance and support of the government. Hebi City, through active promotion, built 4 provincial industrial agglomeration areas, fixed asset investment in 2013, industrial added value above scale. Tax has occupied half of the city's share, become the main force of the city's economic development, but there are still difficulties in the development of industrial agglomeration areas, talent introduction, talent difficult to stay outstanding problems. The phenomenon of hard to gather talents in the industrial agglomeration area restricts the agglomeration of factors of production, optimizing the allocation of resources, speeding up the innovation of the system, and so on. There are many factors leading to this problem, including the development level of industrial agglomeration area, geographical location and so on. One of the most important reasons is that the policy of talent introduction is unscientific and imperfect. This paper takes the policy of talent introduction in the industrial agglomeration area of Hebi City as the research object, mainly using literature method and interview method to carry out the research. By analyzing the source and content of the current talent policy in the industrial agglomeration area, it is found that there are still three main problems in the current policy: first, the policy and the low-end talents in the industrial agglomeration area need to occupy the main body. The high end talent mobility is strong and so on the characteristic union is not tight; Second, the setting of incentive and safeguard policy is unreasonable and the maneuverability is poor; Third, the upper and lower levels of policies are not closely linked with the market mechanism. Through the use of public policy analysis theory and human resources management theory, the causes of the problem are further analyzed. The main reasons are as follows: lack of investigation and research in the process of policy making, undemocratic decision-making procedure, insufficient incentive policy innovation, imperfect talent management mechanism and so on. Finally, combining with the reality of Hebi industrial agglomeration area. On the one hand, we should pay attention to the introduction of low-end talents, and formulate the corresponding introduction policies according to the characteristics of talent categories; On the other hand, we should improve the effectiveness of the incentive policy and strengthen the implementation of the incentive policy; Finally, it is necessary to improve the management mechanism and pattern of talent introduction with policies and give play to the leading role of the government. The introduction of talents in industrial agglomeration areas is a complex process involving the multi-sector relations between the party committee and the government, and the relationship between the government and the market. Only by perfecting the policy of introducing talents in the industrial agglomeration area from various angles and from many aspects can we play a role in all aspects, form the leading force and promote the sustainable and healthy development of the industrial agglomeration area.
