【摘要】：我國(guó)對(duì)外開放已經(jīng)發(fā)展到了引進(jìn)外資與對(duì)外投資的雙向投資布局新階段,這意味著一個(gè)國(guó)家新時(shí)代的到來。為成功推進(jìn)雙向投資布局,需要注重多層次意義上的戰(zhàn)略協(xié)同,其中包括對(duì)外宏觀平衡中的戰(zhàn)略協(xié)同,以在資本流出中確保國(guó)內(nèi)增長(zhǎng),實(shí)現(xiàn)資本流入流出的總量平衡;投資戰(zhàn)略與貿(mào)易戰(zhàn)略的協(xié)同,以對(duì)外投資促進(jìn)貿(mào)易出口,在一帶一路建設(shè)中實(shí)現(xiàn)投資貿(mào)易協(xié)同推進(jìn);國(guó)家戰(zhàn)略與地方戰(zhàn)略的協(xié)同,使地方政府既注重引進(jìn)也注重流出;產(chǎn)業(yè)發(fā)展戰(zhàn)略的內(nèi)外協(xié)同,使對(duì)外投資有效促進(jìn)國(guó)內(nèi)技術(shù)進(jìn)步與產(chǎn)業(yè)升級(jí),高水平引進(jìn)與自主創(chuàng)新相互促進(jìn)。
[Abstract]:China's opening to the outside world has developed to a new stage of two-way investment layout of introducing foreign capital and foreign investment, which means the arrival of a new era for a country to successfully promote the two-way investment layout. We need to pay attention to the strategic synergy in the sense of multi-level, including the strategic synergy in the external macro-balance, in order to ensure the domestic growth in the capital outflow and achieve the total balance of capital inflow and outflow; The coordination of investment strategy and trade strategy to promote the export of foreign investment and realize the coordinated promotion of investment and trade in the construction of Belt and Road; The synergy between national strategy and local strategy makes local government pay attention to both introduction and outflow; The internal and external coordination of industrial development strategy enables foreign investment to effectively promote domestic technological progress and industrial upgrading, and high level introduction and independent innovation promote each other.
