【摘要】：商丘作為傳統(tǒng)農(nóng)區(qū)，招商引資政策的實(shí)施無論對(duì)促進(jìn)經(jīng)濟(jì)發(fā)展，增強(qiáng)綜合競(jìng)爭(zhēng)力，還是提高人民生活水平等方面都發(fā)揮了舉足輕重的作用。隨著國(guó)際產(chǎn)業(yè)和東部沿海城市產(chǎn)業(yè)轉(zhuǎn)移進(jìn)度的加快，中西部城市招商引資掀起新一輪熱潮。商丘作為中原經(jīng)濟(jì)區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移示范市，搶抓機(jī)遇，加大了招商引資政策力度。商丘深入實(shí)施招商引資政策，對(duì)其政策執(zhí)行的評(píng)價(jià)也不容忽視。本文對(duì)商丘招商引資政策內(nèi)容進(jìn)行了梳理，通過訪談、文獻(xiàn)分析了解了以政府為主導(dǎo)的具體招商引資工作措施、考核辦法等，總結(jié)了政府在執(zhí)行招商引資政策執(zhí)行過程中有效的工作做法，以及執(zhí)行招商引資政策對(duì)商丘經(jīng)濟(jì)社會(huì)發(fā)展帶來的有益作用。歸納分析了在執(zhí)行招商引資政策中產(chǎn)生的六個(gè)問題：招商引資認(rèn)識(shí)的過度異化；招商引資存在形式主義和夸大成績(jī)現(xiàn)象；軟環(huán)境建設(shè)還需要繼續(xù)加強(qiáng)；市場(chǎng)要素不健全，土地、勞動(dòng)力等問題亟待解決；招商方式?jīng)]有引進(jìn)市場(chǎng)化運(yùn)作機(jī)制；引進(jìn)企業(yè)未形成有力的產(chǎn)業(yè)鏈。對(duì)產(chǎn)生問題的原因進(jìn)行了分析，主要是不理性的招商引資評(píng)價(jià)體系是在一定程度上導(dǎo)向了各縣區(qū)以及職能部門對(duì)招商引資的異化認(rèn)識(shí)，，同時(shí)為了完成硬性考核任務(wù)，滋生了形式主義和造假之風(fēng)。而由于政府在招商引資中定位不科學(xué)，角色的越位與失位忽略了對(duì)軟環(huán)境的建設(shè)，對(duì)資本要素市場(chǎng)的培育。同時(shí)缺乏對(duì)成熟中介組織的培育，對(duì)市場(chǎng)化的招商體系處于摸索階段。項(xiàng)目引進(jìn)方面也缺乏約束力強(qiáng)和細(xì)致實(shí)際的產(chǎn)業(yè)規(guī)劃來加以指導(dǎo)。而招商引資政策的實(shí)施中政府并未建立科學(xué)的政策評(píng)價(jià)體系，也一定程度上擴(kuò)大了政策執(zhí)行的隨意性，增加了政策執(zhí)行糾偏的成本，影響了招商引資政策的執(zhí)行。針對(duì)上述原因提出了樹立符合科學(xué)發(fā)展觀的政績(jī)觀，按照可持續(xù)發(fā)展的要求開展招商引資；建立健全科學(xué)的招商引資考核體系；轉(zhuǎn)變政府職能，加強(qiáng)投資環(huán)境建設(shè)；招商引資逐步市場(chǎng)化；加強(qiáng)產(chǎn)業(yè)招商等對(duì)策建議。
[Abstract]:Shangqiu as a traditional agricultural area, the implementation of investment policy to promote economic development and enhance comprehensive competitiveness. It also plays an important role in improving the living standards of the people. With the acceleration of the international industry and the eastern coastal cities industrial transfer progress. As a demonstration city of the Central Plains Economic Zone to undertake industrial transfer, Shangqiu seized the opportunity to increase the policy of attracting investment. Shangqiu carried out the policy of attracting investment in depth. The evaluation of its policy implementation can not be ignored. This paper combed the content of Shangqiu investment policy, through interviews, literature analysis to understand the government-led specific measures to attract investment, assessment methods and so on. Summed up the government in the implementation of investment policy implementation process of effective work practices. And the beneficial effect of carrying out the policy of attracting investment to the economic and social development of Shangqiu. This paper summarizes and analyzes the six problems arising in the implementation of the policy of attracting investment: the excessive alienation of the cognition of attracting investment; There is formalism and exaggeration of achievements in attracting investment; The construction of soft environment still needs to be strengthened; Market elements are not perfect, land, labor force and other problems need to be solved; The way of attracting investment does not introduce market-oriented operation mechanism; The introduction of enterprises has not formed a strong industrial chain. The causes of the problems are analyzed. The irrational evaluation system of attracting investment is to a certain extent guided by the counties, districts and functional departments of the alienation of investment recognition, while in order to complete the task of hard assessment. Because of the unscientific orientation of the government in attracting investment, the offside role of the government ignored the construction of soft environment. At the same time, it lacks the cultivation of mature intermediary organizations. The market-oriented investment system is in a groping stage, and the project introduction lacks a strong binding force and detailed and practical industrial planning to guide it. However, the government has not established a scientific policy evaluation system in the implementation of the investment policy. Yes. To a certain extent, it also expands the randomness of policy implementation, increases the cost of policy implementation correction, and affects the implementation of investment policy. In view of the above reasons, it puts forward a view of political achievement in line with the scientific development view. To attract investment in accordance with the requirements of sustainable development; Establish and perfect the scientific appraisal system of attracting investment; Transform the government function and strengthen the construction of investment environment; Gradually marketization of investment; Strengthen the industry investment and other countermeasures.
