【摘要】：改革開放三十多年來,我國(guó)綜合國(guó)力不斷增強(qiáng),人民生活水平不斷提高,經(jīng)濟(jì)發(fā)展進(jìn)入“黃金期”,但與此同時(shí),社會(huì)矛盾也進(jìn)入“凸顯期”。行業(yè)收入差距不斷拉大,特別是壟斷行業(yè)過高收入引起民眾的極大不滿。改革收入分配制度,調(diào)節(jié)壟斷行業(yè)的過高收入成為眾望所歸。收入分配改革既是經(jīng)濟(jì)問題,也是社會(huì)問題。合理的收入分配制度能促進(jìn)經(jīng)濟(jì)的發(fā)展,優(yōu)化資源配置,提高社會(huì)經(jīng)濟(jì)效率。但是,不合理的收入分配制度則會(huì)破壞生產(chǎn)力的發(fā)展,形成兩極分化,導(dǎo)致社會(huì)不穩(wěn)定。歷時(shí)8年之久的《關(guān)于深化收入分配制度改革的若干意見》出臺(tái),體現(xiàn)出黨中央和政府對(duì)收入分配的重視和對(duì)改革的決心。如何調(diào)節(jié)壟斷行業(yè)的過高收入,完善收入分配制度,讓民眾真正享受到改革開放帶來的美好生活,真正實(shí)現(xiàn)美麗的“中國(guó)夢(mèng)”已經(jīng)成為我國(guó)現(xiàn)階段研究的重要課題。 “提低、擴(kuò)中、控高”是目前收入分配改革的主線。調(diào)節(jié)壟斷行業(yè)的過高收入是收入分配的重點(diǎn)和難點(diǎn)。本文從“控高”角度切入,來探索完善收入分配制度。首先,通過了解壟斷行業(yè)收入的現(xiàn)狀得知：壟斷行業(yè)的收入明顯高于且增長(zhǎng)速度快于全國(guó)平均水平,壟斷行業(yè)工資外收入名目繁多且過高,壟斷行業(yè)內(nèi)部高管收入明顯高于普通員工。定性分析壟斷行業(yè)過高收入的形成原因和對(duì)我國(guó)經(jīng)濟(jì)社會(huì)產(chǎn)生的負(fù)面影響,明確調(diào)節(jié)壟斷行業(yè)過高收入的重要性。其次,通過實(shí)證分析了解壟斷行業(yè)收入與壟斷程度的關(guān)系,非壟斷行業(yè)收入的影響因素,得出壟斷行業(yè)應(yīng)該的合理工資收入。最后,提出調(diào)節(jié)壟斷行業(yè)過高收入的建設(shè)性意見。 本文的貢獻(xiàn)之處,首先,明確界定了壟斷行業(yè)的類型,從細(xì)分行業(yè)的角度來對(duì)壟斷行業(yè)的過高收入進(jìn)行研究,將理論分析與實(shí)證分析相結(jié)合,這樣更能凸顯壟斷行業(yè)過高收入的嚴(yán)重性,更具有說服力,從實(shí)證角度,分析出壟斷行業(yè)應(yīng)該的合理工資收入。其次,本文歸納總結(jié)了前人的定性研究成果,并結(jié)合定量分析,提出調(diào)節(jié)壟斷行業(yè)過高收入的建議,這些建議對(duì)黨和國(guó)家調(diào)節(jié)壟斷行業(yè)過高收入有重要的參考價(jià)值。
[Abstract]:Thirty years of reform and opening up, China's comprehensive national strength and constantly improve people's living standards, economic development has entered a "golden period", but at the same time, also entered the period of prominent social contradictions. The widening income gap between industries, especially the high income of monopoly industries caused great dissatisfaction. The reform of income distribution system, too high income of monopoly industries become ideal. The reform of the income distribution is not only an economic problem, but also a social problem. A rational income distribution system can promote economic development, optimize the allocation of resources, improve the economic efficiency. However, the unfair income distribution system will undermine the development of productive forces, the formation of polarization, duration could lead to social instability. 8 years of "several opinions on deepening the reform of income distribution system" issued, reflects the CPC Central Committee and the government on income distribution of attention and Reform How to regulate the excessive income in monopoly industry and improve the income distribution system, so that people can really enjoy the beautiful life brought by reform and opening up, and truly realize the beautiful Chinese dream has become an important topic in the current stage of our research.
"Low expansion, high control is the reform of the income distribution line. High income of monopoly industries is the focus and difficulty of the income distribution. This paper from the perspective of" high control "point of view, to explore and improve the income distribution system. Firstly, the status of monopoly industries income to know: monopoly industry revenue and the growth rate was significantly higher than that of faster than the national average wage income of monopoly industries, and a multitude of names too high, monopoly industry executives income was significantly higher than that of ordinary employees. Qualitative analysis of causes of high income of monopoly industries in China and the negative impact of economic society, clear the importance of regulating the excessively high income of monopoly industries. Secondly, through the empirical to analyze the relationship between income of monopoly sector and the degree of monopoly, factors affecting the income of non monopoly industries, the reasonable wage income of monopoly industries should be. Finally, proposed A constructive opinion on the high income of the monopoly industry.
The contribution of this paper, firstly, defines the type of monopoly industry, research the high income of monopoly industries from the perspective of industry segments, the combination of theoretical analysis and empirical analysis, this can highlight the seriousness of the high income of monopoly industries, more convincing, from the perspective of empirical analysis, reasonable the wage income of monopoly industries. Secondly, this paper summarizes the qualitative results of previous studies, combined with quantitative analysis, put forward regulation of monopoly industry high income suggestions, these suggestions have important reference value to the party and the state to regulate high income of monopoly industries.
