【摘要】：我國國家主席習(xí)近平提出了建設(shè)“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”的戰(zhàn)略倡議,李克強(qiáng)總理同時也在政府工作報告中作出“一帶一路”建設(shè)部署,積極推動政策溝通、道路聯(lián)通、貿(mào)易暢通、民心相通等相關(guān)重要項目的建設(shè)�！耙粠б宦贰背h的提出,一方面明確了我國對外開放實施的新路徑,另一方面也將在中國經(jīng)濟(jì)“新常態(tài)”下成為一個重要的增長點。而我國國有企業(yè)作為經(jīng)濟(jì)的中流砥柱,在物價、就業(yè)、環(huán)保、人才、扶貧、慈善等方面都發(fā)揮著至關(guān)重要的作用,更是經(jīng)濟(jì)保持穩(wěn)步發(fā)展的關(guān)鍵齒輪。在當(dāng)今全球經(jīng)濟(jì)增速放緩的嚴(yán)峻形勢下,中國經(jīng)濟(jì)在增長下行以及物價上漲兩方面的壓力加大,在部分產(chǎn)業(yè),產(chǎn)能過剩的問題尤為突出,企業(yè)未來的發(fā)展形勢不容樂觀,資金緊張,融資成本上升,部分企業(yè)過剩產(chǎn)能等問題無法得到有效解決。本文通過研讀文獻(xiàn)資料,并對成都市市屬18家國有企業(yè)進(jìn)行調(diào)研,對成都市市屬國有企業(yè)的對外投資現(xiàn)狀進(jìn)行了總結(jié),并通過對比國家OFDI的相關(guān)數(shù)據(jù),發(fā)現(xiàn)成都市國有企業(yè)在對外投資方面存在的規(guī)模小,落地項目較少,且投資依賴性較大的特點。同時對成都市國有企業(yè)在“一帶一路”背景下對外投資的風(fēng)險進(jìn)行了歸納。以及通過分析我國“一帶一路”背景下優(yōu)秀對外投資省市的模式,提出符合成都市現(xiàn)狀的大力發(fā)展“蓉歐+”和國有企業(yè)聯(lián)動的發(fā)展模式,并提出有效的實施路徑。其次本文還對“一帶一路”沿線國家建立篩選指標(biāo),從沿線66個國家中,選出符合成都市國有企業(yè)當(dāng)前投資現(xiàn)狀的4個國家,并對這些國家的概況進(jìn)行了梳理和總結(jié)。與此同時,根據(jù)篩選結(jié)果,提出成都市國有企業(yè)在沿線國家中投資合作的重點領(lǐng)域。最后本文對成都市國有企業(yè)對外投資從宏觀領(lǐng)導(dǎo)、監(jiān)管部門舉措、風(fēng)險管控三個方面提出了對策與建議。在理論上面為“一帶一路”背景下國有企業(yè)對外投資模式以及區(qū)位選擇上提供了一個新的參考角度,同時也對成都市國有企業(yè)對外投資的模式和區(qū)位選擇上提供了有力的參考。
[Abstract]:Chinese President Xi Jinping has proposed a strategic initiative to build the "Silk Road Economic Belt" and the "Maritime Silk Road" in 21th century. Premier Li Keqiang also made "Belt and Road" construction arrangements in his government work report, actively promoting policy communication, road connectivity, and smooth trade. The proposal of "Belt and Road" initiative, on the one hand, clarifies the new path of our country's opening to the outside world. On the other hand, it will become an important growth point under the "new normal" of the Chinese economy. As the mainstay of the economy, the state-owned enterprises of our country, in price, employment, environmental protection, talent, poverty alleviation. Philanthropy and other aspects play a vital role, but also the key to maintain steady economic development. In today's global economic slowdown in the grim situation. China's economy in the downward growth and rising prices increased pressure, in some industries, the problem of overcapacity is particularly prominent, the future development of enterprises is not optimistic, capital constraints, financing costs rise. Some enterprises' excess capacity and other problems can not be effectively solved. This paper studies the literature and 18 state-owned enterprises belonging to Chengdu. This paper summarizes the current situation of the foreign investment of the state-owned enterprises in Chengdu, and by comparing the relevant data of national OFDI, it finds that the scale of the state-owned enterprises in Chengdu is small, and the projects of landing are less. At the same time, the paper sums up the risk of the state-owned enterprises in Chengdu in the background of "Belt and Road", and analyzes the "Belt and Road" of our country. The model of excellent foreign investment provinces and cities under the background. In line with the current situation of Chengdu, the paper puts forward the development model of "Rong Europe" and the linkage of state-owned enterprises, and puts forward the effective implementation path. Secondly, this paper also establishes the screening index for the countries along "Belt and Road". From the 66 countries along the route, 4 countries which accord with the current investment status of state-owned enterprises in Chengdu are selected, and the general situation of these countries is sorted out and summarized. At the same time, according to the screening results. Put forward the key areas of investment and cooperation between Chengdu state-owned enterprises in the countries along the line. Finally, this paper from the macro leadership, regulatory action to Chengdu state-owned enterprises. Three aspects of risk management and control proposed countermeasures and suggestions, in theory for the "Belt and Road" background of state-owned enterprises foreign investment mode and location choice to provide a new reference angle. At the same time, it also provides a powerful reference for the mode and location choice of foreign investment of Chengdu state-owned enterprises.
