【摘要】:地球是人類唯一生存的家園,地球上的環(huán)境為我們的生存發(fā)展提供了必須的資源和條件。隨著經(jīng)濟(jì)的迅速發(fā)展,人們的生活水平得到極大的提高,,但隨之而來的是日益嚴(yán)重的環(huán)境問題。不斷惡化的環(huán)境嚴(yán)重影響了人們的生活,如何改善環(huán)境質(zhì)量與經(jīng)濟(jì)發(fā)展之間的關(guān)系到每個(gè)人的切身利益。重慶市是一個(gè)老工業(yè)城市,也是西部大開發(fā)戰(zhàn)略重點(diǎn)城市之一。作為西部的核心城市如何實(shí)現(xiàn)自身經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展顯得尤為重要和迫切。當(dāng)前重慶市的環(huán)境質(zhì)量處于什么樣的狀況,今后有著什么樣的變化趨勢(shì),經(jīng)濟(jì)發(fā)展與環(huán)境質(zhì)量之間的演化到底遵循怎樣的規(guī)律都值得我們?nèi)ド钊氲牧私夂脱芯。只有在?duì)經(jīng)濟(jì)與環(huán)境的關(guān)系有了準(zhǔn)確而科學(xué)的認(rèn)識(shí)的基礎(chǔ)上,才能采取更有效的措施實(shí)現(xiàn)經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展。 本文在總結(jié)前人研究的基礎(chǔ)上,運(yùn)用環(huán)境庫茲涅茨曲線的理論模型,對(duì)重慶市1995-2012年17年間重慶市經(jīng)濟(jì)發(fā)展與環(huán)境質(zhì)量之間的關(guān)系進(jìn)行了實(shí)證研究,利用計(jì)量統(tǒng)計(jì)軟件模擬出重慶市各污染物的環(huán)境庫茲涅茨曲線,在此基礎(chǔ)上分析其曲線特征及形成原因。 研究發(fā)現(xiàn),環(huán)境污染流量指標(biāo)中,基于工業(yè)廢氣的環(huán)境庫茲涅茨曲線具有典型的倒“N”型特征;基于工業(yè)廢水、固體廢棄物及生活二氧化硫的環(huán)境庫茨涅茨曲線具有弱倒“N”型特征,可以看做近似倒“U”型的右半側(cè);基于生活污水的環(huán)境庫茲涅茨曲線則表現(xiàn)為同步增加的關(guān)系。環(huán)境污染存量指標(biāo)中,二氧化氮年日均值隨人均GDP增長(zhǎng)呈連續(xù)波動(dòng),無法擬合任何一種環(huán)境庫茲涅茨曲線;可吸入顆粒年日均值和二氧化硫年日均值則表現(xiàn)出較弱倒“N”型特征。 重慶市的產(chǎn)業(yè)結(jié)構(gòu)特征有利于工業(yè)廢水和固體廢棄物的減排,但不利于工業(yè)廢氣的減排,甚至工業(yè)廢氣的排放還可能有增長(zhǎng)趨勢(shì);生活二氧化硫倒“N”型左側(cè)不明顯,右側(cè)明顯,說明其排放量不斷減少;生活污水排放量持續(xù)增加,并且已超過工業(yè)廢水排放,未來如何控制生活污水排放將會(huì)是我們面臨的難題之一。通過對(duì)環(huán)境污染流量指標(biāo)和存量指標(biāo)擬合結(jié)果的對(duì)比分析來看,環(huán)境治理的效果存在一定的滯后效應(yīng)。文章最后針對(duì)研究結(jié)果提供了一定的政策建議。
[Abstract]:The earth is the only home for human survival, the environment on the earth provides the necessary resources and conditions for our survival and development. With the rapid development of the economy, people's living standards have been greatly improved. But then comes the increasingly serious environmental problems. The deteriorating environment has seriously affected people's lives. How to improve the environmental quality and economic development is related to the vital interests of everyone. Chongqing is an old industrial city. It is also one of the key cities in western development strategy. As the core city of western China, how to realize the coordinated development of its own economy and environment is particularly important and urgent. What kind of situation is the environmental quality of Chongqing at present? What is the trend of change in the future. The evolution between economic development and environmental quality is worthy of our in-depth understanding and research. Only on the basis of an accurate and scientific understanding of the relationship between economy and environment. Only then can we take more effective measures to realize the coordinated development of economy and environment. On the basis of summarizing the previous studies, this paper applies the theoretical model of environmental Kuznets curve. This paper makes an empirical study on the relationship between economic development and environmental quality in Chongqing from 1995 to 2012. The environmental Kuznets curve of various pollutants in Chongqing was simulated by econometric software, and the characteristics of the curve and the reasons for its formation were analyzed. It is found that the environmental Kuznets curve based on industrial waste gas has the characteristic of inverted "N" type. Based on industrial wastewater, solid waste and domestic sulfur dioxide, the Kutznitz curve is characterized by weak inverted "N" type, which can be regarded as the right half of inverted "U" type. The environmental Kuznets curve based on domestic sewage shows the relationship of synchronous increase. In the environmental pollution stock index, the annual daily average of nitrogen dioxide fluctuates continuously with the increase of GDP per capita. Can not fit any kind of environmental Kuznets curve; The annual daily average values of inhalable particles and the annual daily mean values of sulfur dioxide show weak inverted "N" type characteristics. The industrial structure of Chongqing is beneficial to the emission reduction of industrial waste water and solid waste, but it is not conducive to the emission reduction of industrial waste gas, and even the emission of industrial waste gas may have an increasing trend. Life sulfur dioxide inverted "N" type left side is not obvious, the right side is obvious, indicating that its emissions are decreasing; The discharge of domestic sewage continues to increase and has exceeded the discharge of industrial wastewater. In the future, how to control the domestic sewage discharge will be one of the problems we face. Through the comparison and analysis of the fitting results of the environmental pollution discharge index and the stock index. The effect of environmental control has some lag effect. Finally, the paper provides some policy suggestions for the research results.
