【摘要】：伴隨著深圳經(jīng)濟(jì)的發(fā)展，單一的“出租”經(jīng)濟(jì)使社區(qū)集體經(jīng)濟(jì)面臨著發(fā)展瓶頸，政府和基層社區(qū)集體經(jīng)濟(jì)博弈現(xiàn)象越來越嚴(yán)重，集體經(jīng)濟(jì)本身在發(fā)展方向、戰(zhàn)略定位上一直不明確。而探討集體經(jīng)濟(jì)當(dāng)前存在問題導(dǎo)致的經(jīng)濟(jì)停滯，以及政府何種策略幫助集體經(jīng)濟(jì)確立企業(yè)定位，提高核心競爭力，，對地方經(jīng)濟(jì)和社會全面發(fā)展具有重要意義。 深圳市坪山新區(qū)社區(qū)集體經(jīng)濟(jì)是由原農(nóng)村經(jīng)濟(jì)衍生而來,是在原村委會和村居民小組的基礎(chǔ)上將原有資產(chǎn)折股量化改制而成。坪山新區(qū)社區(qū)集體經(jīng)濟(jì)體主營業(yè)務(wù)單一、組織架構(gòu)職能不清、經(jīng)營福利性過強(qiáng)、資產(chǎn)產(chǎn)權(quán)不明晰、工業(yè)園區(qū)碎片化等是造成目前發(fā)展經(jīng)營困境的重要因素，而制度困境、與政府博弈、土地流轉(zhuǎn)法律依據(jù)不充分、尋租現(xiàn)象等種種問題導(dǎo)致企業(yè)的發(fā)展和定位都存在問題，直接影響了當(dāng)?shù)卣w經(jīng)濟(jì)增長和社會發(fā)展穩(wěn)定。 本文通過對坪山新區(qū)社區(qū)集體存在問題的分析，對社區(qū)集體經(jīng)濟(jì)體的制度變遷、歷史遺留等因素進(jìn)行研究分析，針對存在的問題從經(jīng)營發(fā)展、資源管理、社會激勵三個方面進(jìn)行發(fā)展策略研究，并完善產(chǎn)業(yè)結(jié)構(gòu)、財(cái)政和金融政策及通過制度創(chuàng)新來保障社區(qū)集體經(jīng)濟(jì)管理策略的有效實(shí)施。 本文的研究旨在探討社區(qū)集體經(jīng)濟(jì)發(fā)展研究，形成社區(qū)集體經(jīng)濟(jì)健康持續(xù)發(fā)展管理策略及其保障措施，為坪山新區(qū)社區(qū)集體經(jīng)濟(jì)未來發(fā)展提供理論及實(shí)踐指導(dǎo)。
[Abstract]:With the development of Shenzhen economy, the single "rental" economy makes the community collective economy face the bottleneck of development. The game phenomenon between the government and the grass-roots community collective economy is becoming more and more serious, and the collective economy itself is developing in the direction. The strategic orientation has not been clear. And to explore the current problems in the collective economy caused by economic stagnation, and what government strategies to help collective economy to establish enterprise positioning, improve the core competitiveness. It is of great significance to the overall development of local economy and society. Community collective economy in Pingshan New District of Shenzhen City is derived from the original rural economy. On the basis of the original village committee and the village residents group, the original assets conversion system is changed. Pingshan New area community collective economy business is single, organizational structure is unclear, management welfare is too strong. The property rights of assets are not clear, the fragmentation of industrial parks is an important factor causing the current difficulties of development and management, and the system dilemma, game with the government, land transfer legal basis is not sufficient. Various problems, such as rent-seeking phenomenon, lead to the problems in the development and positioning of enterprises, which directly affect the overall economic growth and social development of local stability. Through the analysis of community collective problems in Pingshan New District, this paper studies and analyzes the institutional changes of community collective economy, historical legacy and other factors, aiming at the existing problems from management development, resource management. This paper studies the development strategies in three aspects of social incentives, and improves the industrial structure, fiscal and monetary policies, and ensures the effective implementation of community collective economic management strategies through institutional innovation. The purpose of this paper is to study the development of community collective economy, and to form the management strategy and guarantee measures for the healthy and sustainable development of community collective economy. To provide theoretical and practical guidance for the future development of community collective economy in Pingshan New District.
