【摘要】：隨著社會(huì)的進(jìn)步，科學(xué)技術(shù)的發(fā)展，技術(shù)轉(zhuǎn)移在區(qū)域社會(huì)發(fā)展中發(fā)揮著越來(lái)越重要的作用。技術(shù)轉(zhuǎn)移促使科學(xué)技術(shù)成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力，，使科學(xué)技術(shù)發(fā)揮其自身故有價(jià)值，推動(dòng)了區(qū)域經(jīng)濟(jì)的可持續(xù)發(fā)展。同時(shí)，科學(xué)技術(shù)的推廣應(yīng)用也給區(qū)域社會(huì)發(fā)展帶來(lái)了一系列資源、環(huán)境等問題。因此，技術(shù)轉(zhuǎn)移的管理運(yùn)作必須以區(qū)域可持續(xù)發(fā)展為指導(dǎo)。而技術(shù)轉(zhuǎn)移模式作為技術(shù)轉(zhuǎn)移的運(yùn)作方式、方法，貫穿技術(shù)轉(zhuǎn)移的整個(gè)過程，決定技術(shù)流動(dòng)和走向，影響技術(shù)轉(zhuǎn)移的進(jìn)度和效果，從而進(jìn)一步影響區(qū)域可持續(xù)發(fā)展。技術(shù)轉(zhuǎn)移模式選擇的目的是為了技術(shù)成果快速、高效轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力，使技術(shù)成果的推廣應(yīng)用更加滿足可持續(xù)發(fā)展的要求，而不應(yīng)該僅僅追求技術(shù)供受體的局部利益最大化。因此，如何在綜合考慮宏微觀要素下研究分析技術(shù)轉(zhuǎn)移模式的選擇問題已經(jīng)成為亟待解決的問題。 本文在文獻(xiàn)研究基礎(chǔ)上，首先對(duì)技術(shù)轉(zhuǎn)移模式進(jìn)行相關(guān)研究，主要工作包括：從技術(shù)轉(zhuǎn)移概念內(nèi)涵出發(fā)，分析技術(shù)轉(zhuǎn)移過程，進(jìn)一步基于技術(shù)轉(zhuǎn)移成交額運(yùn)用灰色關(guān)聯(lián)分析研究技術(shù)轉(zhuǎn)移對(duì)區(qū)域可持續(xù)發(fā)展的影響；分析技術(shù)轉(zhuǎn)移中的技術(shù)及其要素；分析技術(shù)轉(zhuǎn)移中供受體組織及其要素；基于技術(shù)轉(zhuǎn)移過程的分析，考慮技術(shù)轉(zhuǎn)移模式的階段性特征，重新界定技術(shù)轉(zhuǎn)移模式并給出不同階段可供選擇的技術(shù)轉(zhuǎn)移模式；運(yùn)用情景分析方法從風(fēng)險(xiǎn)、效益、進(jìn)度刻度了不同階段不同技術(shù)轉(zhuǎn)移模式，并從不同角度分析技術(shù)轉(zhuǎn)移模式遴選的必要性。 其次，在研究分析技術(shù)轉(zhuǎn)移模式遴選過程基礎(chǔ)上，通過構(gòu)建面向技術(shù)轉(zhuǎn)移模式遴選的技術(shù)轉(zhuǎn)移路線圖，篩選分別影響技術(shù)研發(fā)階段、技術(shù)實(shí)質(zhì)轉(zhuǎn)移階段技術(shù)轉(zhuǎn)移模式遴選的不同要素；運(yùn)用排序LOGIT模型分別構(gòu)建了技術(shù)研發(fā)和技術(shù)實(shí)質(zhì)轉(zhuǎn)移兩個(gè)階段的技術(shù)轉(zhuǎn)移模式遴選模型，給出模型估計(jì)與檢驗(yàn)方法，進(jìn)一步分析了模型的適用性。 最后，以北京市為例，進(jìn)行實(shí)證研究，構(gòu)建了面向北京可持續(xù)發(fā)展的技術(shù)研發(fā)和技術(shù)實(shí)質(zhì)轉(zhuǎn)移兩個(gè)階段的技術(shù)轉(zhuǎn)移模式遴選模型，并驗(yàn)證了模型有效性。
[Abstract]:With the progress of society , the development of science and technology , technology transfer plays a more and more important role in the development of regional society . On the basis of literature research , this paper first studies the technology transfer model , and mainly includes the following : from the concept of technology transfer , analyzing the process of technology transfer , analyzing the influence of technology transfer on regional sustainable development based on the analysis of technology transfer process , analyzing the stage characteristics of technology transfer model , redefining the technology transfer mode and giving different stage alternative technology transfer modes , and using scenario analysis method to analyze the different technology transfer modes from different stages , and analyze the necessity of selecting technology transfer mode from different angles . Secondly , on the basis of the research and analysis technology transfer model selection process , by constructing the technology transfer road map oriented to the technology transfer mode selection , the technology transfer model selection model is selected to influence the technology development stage and the technology substantive transfer stage respectively ; the technology transfer mode selection model in two stages is constructed by using the sequencing LOGIT model , and the model estimation and verification method is given , and the applicability of the model is further analyzed . Finally , taking Beijing as an example , an empirical study is conducted to build a technology transfer model selection model for the two stages of technology research and development and technology essence transfer for sustainable development in Beijing , and the validity of the model is verified .
