【摘要】：當(dāng)前,全球經(jīng)濟(jì)正處于工業(yè)革命以來第五波長周期的下行期,而這正是我國供給側(cè)結(jié)構(gòu)性改革所處世界政治、經(jīng)濟(jì)的大縱深背景。從供給側(cè)分析,作者認(rèn)為經(jīng)濟(jì)增長的主要?jiǎng)恿C(jī)制是因應(yīng)需求而由勞動(dòng)力、資本、土地與自然資源、科技創(chuàng)新、制度這五大要素形成的不同組合形式以及由此所產(chǎn)生的綜合效率。基于這五大要素及其運(yùn)動(dòng)規(guī)律考察視角,本文構(gòu)建出供給側(cè)要素組合及結(jié)構(gòu)性改革的理論模型,并以此為基礎(chǔ)廓清政府、企業(yè)在供給側(cè)結(jié)構(gòu)性改革中的各自定位�；陂L周期視野與要素運(yùn)動(dòng)的理論模型,我國供給側(cè)結(jié)構(gòu)性改革要立足當(dāng)下,放眼長遠(yuǎn),實(shí)施"三步走"戰(zhàn)略:第一步是從低效過剩領(lǐng)域釋放要素,可具體化為當(dāng)前正在實(shí)施的和推進(jìn)的"三去一降一補(bǔ)";第二步是深化勞動(dòng)力、資本、土地與自然資源、科技創(chuàng)新、制度等五大要素市場的結(jié)構(gòu)性改革,促進(jìn)要素自由流動(dòng);第三步是大力振興實(shí)體經(jīng)濟(jì)、發(fā)展新經(jīng)濟(jì)以優(yōu)化要素配置,這是衡量我國供給側(cè)結(jié)構(gòu)性改革是否取得成功的主要標(biāo)志。
[Abstract]:At present, the global economy is in the downward period of 5th wavelength cycle since the Industrial Revolution, and this is the background of the world politics and economy of supply-side structural reform in China. The author believes that the main driving mechanism of economic growth is to respond to demand by labor, capital, land and natural resources, scientific and technological innovation. The different combination forms of the five elements of system and their comprehensive efficiency. Based on these five elements and the movement of the study perspective. This paper constructs the theoretical model of supply-side factor combination and structural reform, and clarifies the government on the basis of it. Based on the theoretical model of long-period vision and factor movement, supply-side structural reform in China should be based on the present and long-term. Implementing the "three-step" strategy: the first step is to release elements from the inefficient surplus area, which can be concretely translated into the current implementation and promotion of "three go, one go, one reduction and one supplement"; The second step is to deepen the structural reform of the five major factor markets, such as labor force, capital, land and natural resources, science and technology innovation and system, to promote the free flow of elements. The third step is to vigorously revitalize the real economy and develop the new economy to optimize the allocation of elements, which is the main symbol to measure the success of supply-side structural reform in China.
