【摘要】：十八大報告指出：“優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)是加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要任務(wù)�！爆F(xiàn)階段,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整問題已成為各地區(qū)乃至全國經(jīng)濟(jì)發(fā)展的影響因素之一,如何實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化是經(jīng)濟(jì)社會發(fā)展中的重要課題。作為一座以工業(yè)為支柱產(chǎn)業(yè)的老工業(yè)城市,重工業(yè)的發(fā)展為吉林市經(jīng)濟(jì)做出了杰出貢獻(xiàn)。伴隨著經(jīng)濟(jì)發(fā)展的同時,以重工業(yè)為主的單一的產(chǎn)業(yè)結(jié)構(gòu)卻為這座工業(yè)城市的產(chǎn)業(yè)結(jié)構(gòu)升級帶來了諸多問題。本文立足于長吉圖開發(fā)開放先導(dǎo)區(qū)這一視域下,重點研究吉林市產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展現(xiàn)狀,為早日實現(xiàn)長吉圖區(qū)域經(jīng)濟(jì)一體化的目標(biāo),而尋求一條適合吉林市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的路徑。 本文從產(chǎn)業(yè)結(jié)構(gòu)的一般理論出發(fā),明確產(chǎn)業(yè)結(jié)構(gòu)及相關(guān)理論的基本概念、形成及發(fā)展情況,進(jìn)一步闡述馬克思關(guān)于產(chǎn)業(yè)結(jié)構(gòu)理論的相關(guān)論述,并梳理了中國建國以來產(chǎn)業(yè)政策發(fā)展概況。通過實證數(shù)據(jù)分析,介紹了吉林市近年來經(jīng)濟(jì)發(fā)展?fàn)顩r、三次產(chǎn)業(yè)構(gòu)成比例以及各產(chǎn)業(yè)就業(yè)構(gòu)成比例,以此來歸納和總結(jié)吉林市產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀及特點。本文也指出了吉林市產(chǎn)業(yè)結(jié)構(gòu)在發(fā)展中存在的問題,如：工業(yè)結(jié)構(gòu)重型化嚴(yán)重、傳統(tǒng)優(yōu)勢產(chǎn)業(yè)優(yōu)化升級緩慢、高耗能產(chǎn)業(yè)誘發(fā)環(huán)境污染、生產(chǎn)性服務(wù)業(yè)發(fā)展滯后、城鄉(xiāng)產(chǎn)業(yè)發(fā)展不平衡、自主創(chuàng)新能力低下及體制性問題仍待解決等問題。 針對吉林市產(chǎn)業(yè)結(jié)構(gòu)升級中存在的問題,本文從以人為本、科學(xué)發(fā)展的角度提出對策建議。以科學(xué)發(fā)展觀為指導(dǎo),提出了產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的具體途徑：一是借助本地區(qū)資源優(yōu)勢,提高農(nóng)業(yè)及農(nóng)產(chǎn)品加工業(yè)發(fā)展水平；二是做強(qiáng)石化、汽車、冶金等支柱產(chǎn)業(yè),建立新型產(chǎn)業(yè)基地；三是大力發(fā)展和扶持第三產(chǎn)業(yè)；四是加強(qiáng)自主創(chuàng)新能力,提高產(chǎn)業(yè)發(fā)展核心競爭力；五是發(fā)揮高校服務(wù)地方經(jīng)濟(jì)的作用,實現(xiàn)人才技術(shù)與經(jīng)濟(jì)利益雙贏。以此真正實現(xiàn)吉林經(jīng)濟(jì)的持續(xù)、快速、健康發(fā)展,將吉林市建設(shè)成為長吉圖開發(fā)開放先導(dǎo)區(qū)的核心城市。
[Abstract]:The eighteen report pointed out: "the optimization of industrial structure is an important task to accelerate the transformation of the mode of economic development. At this stage, the adjustment of industrial structure has become one of the factors influencing the regional and national economic development, how to realize the optimization of the industrial structure is an important issue in the economic and social development. As a pillar industry for the old the industrial city, the development of heavy industry has made outstanding contribution to the economy of Jilin city. With the development of economy at the same time, a single industrial structure dominated by heavy industry is the industrial structure of this industrial city to upgrade many problems. This paper is based on the Changjitu this perspective, the current situation of the development of the industrial structure of Jilin city the focus of the study for the early realization of Changjitu regional economic integration, and to seek a suitable upgrade path of industrial structure optimization in Jilin city.
This paper starts from the general theory of industrial structure, defining the basic concept of the industrial structure and the related theory, the formation and development of the situation, further elaborated on Marx on the theory of industrial structure, and analyzes the general situation of the development of industrial policy China since the founding of new China. Through the empirical analysis, the economic development of Jilin city in recent years, the three industry the proportion and the proportion of industrial employment, in order to sum up the status and characteristics of industrial structure in Jilin city. This paper also pointed out that the existing industrial structure of Jilin city in the development of the problem, such as: heavy industrial structure optimization and upgrading of traditional industries, slow, high energy consuming industries caused by environmental pollution, the development of producer service industry lags behind, the urban and rural industrial development is not balanced, the problem of independent innovation ability is low and the system remains to be solved.
For the upgrading of the industrial structure in Jilin City, this paper puts forward some countermeasures and suggestions from the people-oriented, scientific development view. To Scientific Outlook on Development as a guide, puts forward some concrete ways to optimize and upgrade the industrial structure: one is using the resource advantage in this area, to improve agriculture and agricultural product processing industry development level; two is a strong chemical, automobile, metallurgy as the pillar industry, the establishment of a new industrial base; the three is to develop and support the third industry; the four is to strengthen the capability of independent innovation, enhance the core competitiveness of industrial development; five is to play the role of the service to the local economy, realize the talents of technology and economy. In order to realize the win-win benefits of Jilin economy sustained, rapid and healthy development, will the building of Jilin city as the central city of Changjitu.
