【摘要】：區(qū)域經(jīng)濟是國民經(jīng)濟的重要組成部分,區(qū)域經(jīng)濟發(fā)展在國民經(jīng)濟中占有十分重要的地位。因此,區(qū)域經(jīng)濟發(fā)展日益受到世界各國的廣泛重視。 基于區(qū)域經(jīng)濟發(fā)展的基礎(chǔ)理論和借鑒各國區(qū)域經(jīng)濟發(fā)展的成功經(jīng)驗,為了促進全國經(jīng)濟發(fā)展,越南政府已經(jīng)選擇一些省市,將之組成具有快速發(fā)展能力和具有帶動整個國家經(jīng)濟發(fā)展能力的重點經(jīng)濟區(qū)域。 至今,越南已建立了北部、中部、南部和九龍江平原區(qū)等四個重點經(jīng)濟區(qū)。近年來,越南四個重點經(jīng)濟區(qū)發(fā)展速度較快,對越南經(jīng)濟發(fā)展做出了突出的貢獻。但是,這四個重點經(jīng)濟區(qū)在發(fā)展過程中,仍存在著不少亟待解決的問題。 本文總結(jié)了國際上關(guān)于區(qū)域經(jīng)濟發(fā)展的相關(guān)理論理論,將之作為研究越南重點經(jīng)濟區(qū)發(fā)展的基礎(chǔ)理論,并探討了中國、日本和韓國的區(qū)域經(jīng)濟發(fā)展經(jīng)驗,來為越南重點經(jīng)濟區(qū)發(fā)展提供啟示。 本文總結(jié)了越南四個重點經(jīng)濟區(qū)的發(fā)展現(xiàn)狀。越南四個重點經(jīng)濟區(qū)是越南經(jīng)濟增長最快,勞動資本集中最密集,企業(yè)發(fā)展迅速最快,吸引FDI最多,最具創(chuàng)新潛力的區(qū)域。但是,目前還存在著不少問題,阻礙了越南四個重點經(jīng)濟區(qū)發(fā)展,諸如：重點經(jīng)濟區(qū)的立法、政策以及規(guī)劃不完善,內(nèi)部缺乏分工合作,高素質(zhì)勞動資本嚴重缺乏,本土企業(yè)發(fā)展低迷,創(chuàng)新發(fā)展不善,FDI吸引及利用能力差等。 本文通過對上述問題進行分析,提出促進越南重點經(jīng)濟區(qū)發(fā)展的對策。第一,政府要轉(zhuǎn)變區(qū)域經(jīng)濟發(fā)展理念,正確處理行政區(qū)經(jīng)濟與區(qū)域經(jīng)濟之間的關(guān)系,加強對重點經(jīng)濟區(qū)的立法,改善針對重點經(jīng)濟區(qū)的政策、規(guī)劃制定工作。加強重點經(jīng)濟區(qū)內(nèi)部的分工合作以及改善重點經(jīng)濟區(qū)管理制度,以提升重點經(jīng)濟區(qū)的競爭力；第二,要改善重點經(jīng)濟區(qū)勞動力教育培訓和流動機制制度,以將勞動力真正成為重點經(jīng)濟區(qū)的發(fā)展力量；第三,通過對重點經(jīng)濟區(qū)本土企業(yè)發(fā)展制度創(chuàng)新,提出合理制度來為重點經(jīng)濟區(qū)本土企業(yè)競爭力的提高,和使其成為推動重點經(jīng)濟區(qū)發(fā)展的主力軍；第四,通過分析創(chuàng)新對越南各重點經(jīng)濟發(fā)展的貢獻,提出完善并提高重點經(jīng)濟區(qū)創(chuàng)新能力對策,以將創(chuàng)新成為越南各重點經(jīng)濟區(qū)發(fā)展的動力；第五,建議改善越南各重點經(jīng)濟區(qū)吸引和利用FDI制度,提高FDI溢出效應,為越南各重點經(jīng)濟區(qū)發(fā)展做出貢獻。
[Abstract]:Regional economy is an important part of the national economy. Regional economic development plays a very important role in the national economy. Therefore, the development of regional economy is attracting more and more attention from all over the world.
The basic theory of regional economic development and learn from the successful experience of regional economic development based on country, in order to promote the development of the national economy, the Vietnamese government has chosen some provinces and cities, the composition with fast development ability and has led the entire national economic development capacity of key economic regions.
Now, Vietnam has been established in the northern, central and southern four major economic zones and nine Longjiang plain. In recent years, the development speed of Vietnam four key economic zones rapidly, has made outstanding contributions to economic development of Vietnam. However, the four major economic zones in the development process, there are still a lot of the problem to be solved.
This paper summarizes the relevant theories and theories of regional economic development in the world, and takes it as a basic theory to study the development of Vietnam's key economic zones, and explores the regional economic development experience of China, Japan and Korea, so as to provide inspiration for the development of Vietnam's key economic zones.
This paper summarizes the development status of the four major economic zones in Vietnam. Vietnam four key economic zones in Vietnam is the fastest economic growth, labor capital concentrated the most intensive enterprises have developed rapidly, the fastest, the most attractive FDI, the most innovative potential of the region. However, there still exist many problems, hindered the development of Vietnam. The four key economic zones such as key economic zone legislation, policy and planning is not perfect, the lack of internal division of labor, high-quality labor capital lack, the development of local enterprises downturn, the innovation and development of poor, poor ability to attract and use FDI.
Based on the above problems are analyzed and countermeasures are put forward to promote the development of Vietnam key economic zones. First, the government should change the concept of regional economic development, correctly handle the relationship between administrative area economy and regional economy, strengthen the Key Economic Zone legislation, improve the key economic zone for policy planning work to strengthen the internal key. The division of labor and improve the key economic zone economic zone management system, to enhance the competitiveness of key economic regions; second, to improve the key economic zone labor training and flow mechanism system, to truly become the power of labor force development of key economic regions; third, through the innovation of the key economic zones of the development of local enterprises system, put forward to focus on the local economic zone to improve the competitiveness of enterprises and reasonable system, make it become the main force to promote the development of key economic regions; fourth, through the analysis of The key innovation of Vietnam's contribution to economic development, and puts forward countermeasures to improve the innovation capacity of key economic zones, to become a driving force of innovation and development of Vietnam all the key economic zone; fifth, suggestions for improving the Vietnam each key economic zones to attract and use FDI system, improve the FDI spillover effect, contribute to the development of the key economic zones in Vietnam.
