【摘要】：遼寧省作為老工業(yè)基地,在經(jīng)濟(jì)增長(zhǎng)的同時(shí)消耗了大量的化石能源,導(dǎo)致碳排放量的增多,因此本文以遼寧省為背景研究低碳經(jīng)濟(jì)發(fā)展水平以及碳排放影響因素。首先本文從遼寧省低碳經(jīng)濟(jì)發(fā)展的背景及意義入手,詳細(xì)論述目前關(guān)于低碳經(jīng)濟(jì)發(fā)展的現(xiàn)狀。在參考了多位學(xué)者的研究成果以及相關(guān)的理論基礎(chǔ)上,提出論文的研究方法、闡述研究?jī)?nèi)容及研究重點(diǎn)等等。然后從能源消耗、低碳發(fā)展以及經(jīng)濟(jì)發(fā)展等系統(tǒng)揭示遼寧省目前的低碳經(jīng)濟(jì)發(fā)展?fàn)顮?進(jìn)而說(shuō)明遼寧省低碳經(jīng)濟(jì)發(fā)展的必要性。文章首先運(yùn)用可變模糊識(shí)別模型從能源消耗、低碳發(fā)展、技術(shù)投入、環(huán)境保護(hù)以及經(jīng)濟(jì)發(fā)展五個(gè)系統(tǒng)從遼寧省2003年到2013年的14個(gè)地區(qū)進(jìn)行低碳經(jīng)濟(jì)發(fā)展水平評(píng)價(jià),并運(yùn)用ArcGIS進(jìn)行空間分析,結(jié)果表明遼寧省的低碳經(jīng)濟(jì)發(fā)展水平從2003年的2.8759提升到2013年的3.0166,由中碳偏高水平升高至中碳發(fā)展水平,并且沿海地區(qū)的低碳經(jīng)濟(jì)發(fā)展水平高于內(nèi)陸地區(qū),雖然如此,但是各個(gè)地區(qū)的發(fā)展水平不均,營(yíng)口、沈陽(yáng)、大連、丹東和葫蘆島的低碳發(fā)展水平較高,朝陽(yáng)、撫順、遼陽(yáng)以及本溪的低碳經(jīng)濟(jì)發(fā)展水平較低,在2003年僅有葫蘆島和丹東處在中碳水平,其它地區(qū)處于中碳偏高水平;到了 2013年大部分地區(qū)處在中碳水平;各個(gè)子系統(tǒng)對(duì)低碳經(jīng)濟(jì)發(fā)展影響也不同,低碳發(fā)展、能源消耗以及經(jīng)濟(jì)發(fā)展系統(tǒng)對(duì)低碳經(jīng)濟(jì)發(fā)展影響較為顯著,而環(huán)境及技術(shù)投入系統(tǒng)對(duì)低碳經(jīng)濟(jì)發(fā)展影響較小,變化不明顯。最后對(duì)遼寧省的低碳經(jīng)濟(jì)發(fā)展進(jìn)行原因剖析,首先運(yùn)用SBM模型對(duì)遼寧省各市碳排放的效率進(jìn)行實(shí)證分析,并通過(guò)基尼系數(shù)及變異系數(shù)的方法研究遼寧省碳排放效率的發(fā)展過(guò)程和趨勢(shì),結(jié)果表明:遼寧省的碳排放效率地區(qū)發(fā)展不平衡,沈陽(yáng)的碳排放效率始終最高,錦州、丹東、大連和鞍山的碳排放效率水平較高,而朝陽(yáng)的碳排放效率較低,同時(shí)朝陽(yáng)市的低碳經(jīng)濟(jì)發(fā)展水平也較低,因此碳排放效率會(huì)影響低碳經(jīng)濟(jì)的發(fā)展;總體上各城市的碳排放效率差距逐漸在縮小,碳排放效率水平中部地區(qū)高于東南部高于西北地區(qū);碳排放的影響因素中經(jīng)濟(jì)發(fā)展以及能源消耗對(duì)碳排放的影響較大。
[Abstract]:Liaoning Province, as an old industrial base, consumes a lot of fossil energy at the same time of economic growth, resulting in the increase of carbon emissions. Therefore, this paper takes Liaoning Province as the background to study the development level of low-carbon economy and carbon emission factors. Firstly, this paper starts with the background and significance of the development of low-carbon economy in Liaoning Province. The current development of low-carbon economy is discussed in detail. Based on the research results of many scholars and related theories, this paper puts forward the research methods. Then from the energy consumption, low-carbon development and economic development and other systems to reveal the characteristics of low-carbon economic development in Liaoning Province. Then explains the necessity of the development of low-carbon economy in Liaoning Province. Firstly, the paper uses the variable fuzzy identification model from energy consumption, low-carbon development, technical input. Five systems of environmental protection and economic development were used to evaluate the development level of low-carbon economy in 14 regions from 2003 to 2013 in Liaoning Province, and spatial analysis was carried out by using ArcGIS. The results showed that the development level of low-carbon economy in Liaoning Province increased from 2.8759 in 2003 to 3.0166 in 2013, rising from the high level of medium carbon to the level of development of medium carbon. And the development level of low-carbon economy in coastal areas is higher than that in inland areas, but the development level of each region is uneven, Yingkou, Shenyang, Dalian, Dandong and Huludao low carbon development level is higher, sunrise. The development level of low-carbon economy in Fushun, Liaoyang and Benxi was relatively low. In 2003, only Huludao and Dandong were in medium carbon level, while other areas were on the high side of medium carbon level. By 2013, most areas were at medium carbon level; Different subsystems have different impacts on the development of low-carbon economy. Low-carbon development, energy consumption and economic development system have a significant impact on low-carbon economic development. The environmental and technical input system has little impact on the development of low-carbon economy, and the change is not obvious. Finally, the reasons for the development of low-carbon economy in Liaoning Province are analyzed. Firstly, we use SBM model to analyze the efficiency of carbon emission in Liaoning Province, and study the development process and trend of carbon emission efficiency in Liaoning Province by Gini coefficient and coefficient of variation. The results show that the development of carbon emission efficiency in Liaoning Province is unbalanced, the carbon emission efficiency of Shenyang is always the highest, the level of carbon emission efficiency of Jinzhou, Dandong, Dalian and Anshan is higher, while that of Chaoyang is low. At the same time, the development level of low-carbon economy in Chaoyang City is also low, so the efficiency of carbon emission will affect the development of low-carbon economy. On the whole, the difference of carbon emission efficiency among cities is gradually narrowing, and the level of carbon emission efficiency in the central region is higher than that in the southeast region and in the northwest region. Economic development and energy consumption have great influence on carbon emissions.
