【摘要】：在理論分析基礎(chǔ)上,采用2004—2010年中國279個地級市數(shù)據(jù),以官員變更和生產(chǎn)性投資盲目性指數(shù)分別作為來自政府、市場自身的"市場失靈要素"的代理變量,實證分析了"市場失靈要素"、地區(qū)企業(yè)進入與產(chǎn)業(yè)結(jié)構(gòu)的內(nèi)在關(guān)系。結(jié)果發(fā)現(xiàn),"市場失靈要素"嵌入地區(qū)工業(yè)企業(yè)進入過程,是造成現(xiàn)階段中國地級市行政區(qū)域內(nèi)制造業(yè)與生產(chǎn)性服務(wù)業(yè)錯位發(fā)展態(tài)勢的重要原因。分組回歸結(jié)果表明,資源型地區(qū)與普通地區(qū)產(chǎn)業(yè)結(jié)構(gòu)失衡態(tài)勢與成因不同:普通地區(qū)工業(yè)企業(yè)進入受政府、市場自身兩方面"市場失靈要素"疊加影響,呈現(xiàn)制造業(yè)對生產(chǎn)性服務(wù)業(yè)的"擠出"態(tài)勢;資源型地區(qū)工業(yè)企業(yè)進入沒有沖擊制造業(yè)與生產(chǎn)性服務(wù)業(yè)發(fā)展,一定程度說明地區(qū)企業(yè)動態(tài)呈"固化"態(tài)勢,其對產(chǎn)業(yè)結(jié)構(gòu)影響同樣不容忽視。
[Abstract]:On the basis of theoretical analysis, 279 prefecture-level city data from 2004 to 2010 were used, and officials' change and blindness index of productive investment were taken as government data respectively. The agency variable of "market failure factor" of market itself, the internal relationship between regional enterprise entry and industrial structure is empirically analyzed. "Market failure factors" embedded into the process of regional industrial enterprises is an important reason for the dislocation of manufacturing and producer services in administrative areas of prefectural cities in China at present. The results of grouping regression show that. The unbalanced situation and causes of industrial structure in resource-based areas and ordinary areas are different: the industrial enterprises in ordinary areas are affected by the superposition of "market failure elements" in the two aspects of government and market itself. Showing the "extrusion" situation of manufacturing industry to producer service industry; The fact that the industrial enterprises in resource-based regions have entered into the development of manufacturing and producer services without impact indicates to a certain extent that the regional enterprises are in a "solidified" state, and their influence on the industrial structure should not be ignored.
