【摘要】：產(chǎn)業(yè)政策之爭關(guān)涉到中國改革與發(fā)展中國家-市場-社會關(guān)系這一重大現(xiàn)實和理論問題。由于產(chǎn)業(yè)升級和創(chuàng)新發(fā)展中存在著相當程度和相當范圍的市場失靈,產(chǎn)業(yè)政策的確是不可或缺的。產(chǎn)業(yè)政策合理施為的首要環(huán)節(jié),在于界定合適的政策工具和治理機制,有為政府必須是有限的。產(chǎn)業(yè)政策的有效施為的重中之重,一方面必須基于市場機制的有效運作,另一方面必須在于其決策、實施和評估環(huán)節(jié)中引入社群機制。就國家-市場-社會關(guān)系而言,政府干預(yù)是否必要的問題其實并不是問題,真正的問題在于政府如何干預(yù),或者說,政府干預(yù)能否以順應(yīng)甚至強化市場機制-社群機制,而不是破壞、扭曲甚至取代市場機制-社群機制的方式來進行。
[Abstract]:The debate of industrial policy concerns the important practical and theoretical problem of China's reform and developing countries-market-social relations. Due to the market failure in industrial upgrading and innovation development, there is a considerable degree of market failure. Industrial policy is indeed indispensable. The most important part of industrial policy is to define the appropriate policy tools and governance mechanism, and the government must be limited. On the one hand, it must be based on the effective operation of the market mechanism, on the other hand, it must be based on the introduction of community mechanism in its decision-making, implementation and evaluation. The question of whether government intervention is necessary is not really a question. The real question is whether the government can intervene or, in other words, whether it can adapt to or even strengthen the market mechanism-community mechanism, rather than destroy it. Distort or even replace the market-community mechanism to do so.
