【摘要】：隨著世界全球化的發(fā)展，中國企業(yè)“走出去”已經(jīng)是必然趨勢，但中國企業(yè)“走出去”存在一系列問題，如何幫助企業(yè)解決投資困難、提高海外投資成功率是一項(xiàng)重大的課題�！熬惩饨�(jīng)貿(mào)合作區(qū)”是由政府支持、企業(yè)主導(dǎo)搭建的平臺(tái)，是對外投資領(lǐng)域的創(chuàng)新模式，近年來中央政府重視并加強(qiáng)與其他國家互利共贏的友好合作關(guān)系，境外投資的政策條件也越來越明朗優(yōu)越，“中國—東盟投資協(xié)議”、GMS和BCIM等多項(xiàng)與東南亞、南亞國家的多邊合作廣泛開展，進(jìn)一步促進(jìn)境外經(jīng)貿(mào)合作區(qū)的發(fā)展。 中老萬象賽色塔綜合開發(fā)區(qū)是中老第一個(gè)國家級境外經(jīng)貿(mào)合作區(qū)，因而本文對該項(xiàng)目的建設(shè)現(xiàn)狀及發(fā)展對策的研究為未來中老企業(yè)進(jìn)一步交流合作提供參考意義，同時(shí)也為推動(dòng)企業(yè)走出去提供了新的思路和切實(shí)可行的方法。 本論文的研究方案是結(jié)合中老萬象賽色塔境外經(jīng)貿(mào)合作區(qū)的實(shí)際情況進(jìn)行分析，并對未來合作區(qū)的發(fā)展進(jìn)行展望及對策研究。論文首先通過對合作區(qū)的建設(shè)背景、動(dòng)因、合作特點(diǎn)及主要類型對我國境外經(jīng)貿(mào)合作區(qū)的現(xiàn)狀進(jìn)行分析；其次考慮到新加坡蘇州工業(yè)園區(qū)是外資進(jìn)入中國的特殊模式，泰中羅勇工業(yè)園是我國第一批境外經(jīng)貿(mào)合作區(qū)的典型項(xiàng)目，兩者在投資東道國及建設(shè)產(chǎn)業(yè)定位方面與中老萬象賽色塔經(jīng)貿(mào)合作區(qū)具有相似性，本文對兩者成功模式進(jìn)行介紹，論文對中老萬象賽色塔境外經(jīng)貿(mào)合作區(qū)進(jìn)行案例分析，同時(shí)描繪出中老萬象賽色塔開發(fā)區(qū)的建設(shè)和發(fā)展情況及問題，對泰中羅勇工業(yè)園區(qū)、新加坡蘇州工業(yè)園區(qū)兩者成功模式經(jīng)驗(yàn)進(jìn)行借鑒；最后在理論研究和案例分析的基礎(chǔ)上，對中國政府和企業(yè)提出相應(yīng)的對策、建議，，并對全文進(jìn)行總結(jié)得出結(jié)論。 通過本文的研究，我們可以了解到：一是我國境外經(jīng)貿(mào)合作區(qū)主要分布在發(fā)展中國家，投資產(chǎn)業(yè)也主要集中在擁有本國和東道國特色的產(chǎn)業(yè)；二是中老萬象賽色塔開發(fā)區(qū)的建設(shè)存在缺乏戰(zhàn)略合作伙伴、企業(yè)融資困難等一系列問題；三是開發(fā)區(qū)對成功模式進(jìn)行借鑒，可以通過準(zhǔn)確定位、打造完整產(chǎn)業(yè)鏈、籌建招商隊(duì)伍、建立成本合理及行之有效的招商信息系統(tǒng)，保證項(xiàng)目的順利開展；四是我國政府、企業(yè)、開發(fā)區(qū)層面能提供相應(yīng)幫助，促進(jìn)合作區(qū)的更好發(fā)展。
[Abstract]:With the development of the globalization of the world, it is an inevitable trend for Chinese enterprises to "go out", but there are a series of problems in the "going out" of Chinese enterprises, how to help them solve the investment difficulties. Improving the success rate of overseas investment is a major issue. The "overseas Economic and Trade Cooperation Zone" is a platform supported by the government and set up by enterprises. It is an innovative mode in the field of foreign investment. In recent years, the central government has attached importance to and strengthened the friendly and cooperative relations of mutual benefit and win-win with other countries, and the policy conditions for overseas investment have become increasingly clear and superior, the China-ASEAN Investment Agreement. Multilateral cooperation with Southeast Asian and South Asian countries, such as GMS and BCIM, has been carried out extensively to further promote the development of overseas economic and trade cooperation zones. China LaoVientiane Cesetta Comprehensive Development Zone is the first state-level overseas economic and trade cooperation zone between China and Laos. Therefore, the research on the construction status and development countermeasures of the project in this paper provides a reference significance for further exchange and cooperation between Chinese and old enterprises in the future, and also provides a new way of thinking and practical methods for promoting enterprises to go out. The research plan of this paper is to analyze the actual situation of overseas economic and trade cooperation zone of China and Laotian Saisida. At first, the paper analyzes the present situation of China's overseas economic and trade cooperation zones through the background, motivation, characteristics and main types of cooperation. Secondly, considering that Singapore Suzhou Industrial Park is a special mode for foreign investment to enter China, Thailand and China Luoyong Industrial Park is a typical project of the first batch of overseas economic and trade cooperation zones in China. There are similarities between the two countries in terms of investment host country and construction industry orientation with the Sino-LaoVientiane Saerta Economic and Trade Cooperation Zone. This paper introduces the successful models of both. The paper carries on the case analysis to the Sino-Lao-Lao-Vientiane Saisida overseas economic and trade cooperation area, at the same time describes the construction, the development situation and the question of the Sino-Lao-Lao Vientiane Ceserta Development Zone, to Thailand and China Luoyong Industrial Park. The successful models of Suzhou Industrial Park in Singapore can be used for reference. Finally, on the basis of theoretical research and case analysis, the author puts forward the corresponding countermeasures and suggestions to the Chinese government and enterprises, and draws a conclusion by summing up the full text. Through the research of this paper, we can find out: first, the overseas economic and trade cooperation zone of our country mainly distributes in the developing country, the investment industry also mainly concentrates in the industry which has the own country and the host country characteristic; Second, there are a series of problems such as the lack of strategic partners and the difficulty of financing in the construction of Zhonglao-Vientiane Cesetta Development Zone; Third, the development zone can use the successful model for reference, through the accurate positioning, to create a complete industrial chain, to prepare for the establishment of investment teams, to establish a reasonable and effective investment information system to ensure the smooth development of the project; Fourth, our government, enterprises, development zones can provide corresponding help to promote the better development of the zone.
