【摘要】：隨著開放型經(jīng)濟(jì)的發(fā)展和"一帶一路"倡議的實(shí)施,我國企業(yè)海外經(jīng)營面臨的國家風(fēng)險(xiǎn)敞口越來越大,而與之相應(yīng)的國家風(fēng)險(xiǎn)管理理論卻尚待完善。本文首先梳理國家風(fēng)險(xiǎn)的內(nèi)涵演化及其不同階段的結(jié)構(gòu)性特征,明晰國家風(fēng)險(xiǎn)的概念邊界;然后從國家風(fēng)險(xiǎn)管理效率的視角,采用Worst DEA方法對包括政治風(fēng)險(xiǎn)(含戰(zhàn)爭和內(nèi)亂、國有化和征收、匯兌限制等)和主權(quán)信用風(fēng)險(xiǎn)在內(nèi)的國家風(fēng)險(xiǎn)進(jìn)行評估,形成了一個(gè)新的國家風(fēng)險(xiǎn)分析框架;最后,使用該方法對2016年全球192個(gè)主權(quán)國家的國家風(fēng)險(xiǎn)進(jìn)行評級(jí),并給出了相應(yīng)的結(jié)果,以期對我國開放型經(jīng)濟(jì)發(fā)展和企業(yè)"走出去"提供理論指導(dǎo)。
[Abstract]:With the development of open economy and "The Belt and Road" initiative implementation of national risk facing overseas business enterprises of our country export more and more, and the corresponding theory of national risk management has yet to be improved. The structural characteristic and connotation evolution of country risk firstly combing and in different period, the concept of boundary clear country risk; and then from the national risk management efficiency perspective, using the Worst DEA method to include political risk (including war and civil strife, nationalization and expropriation, exchange restrictions, etc.) and sovereign credit risk, country risk is assessed, the formation of a new national risk analysis framework; finally, using the method on 2016 the world's 192 country risk sovereign ratings, and the corresponding results are given to the development of China's open economy and enterprises "going out" to provide the theoretical guide.
