【摘要】：改革開放以來,招商引資作為促進(jìn)地方經(jīng)濟(jì)建設(shè)、社會發(fā)展、促進(jìn)現(xiàn)代化進(jìn)程、促進(jìn)城鄉(xiāng)居民就業(yè)的重要途徑和有效手段,得到各級地方政府的高度重視和廣泛采用。招商引資職能的定位、實(shí)施推行及最終實(shí)現(xiàn),現(xiàn)階段都還離不開各級政府及各部門通過一系列公共管理手段來實(shí)現(xiàn)。從各地發(fā)展的成效來看,至少在現(xiàn)階段這種政府為主體的招商模式無疑是有效的。但同時我們必須清醒地看到政府在招商引資中存在著大量缺位、錯位和越位的現(xiàn)象。因此,地方政府在實(shí)施公共管理過程中,招商引資職能定位不可或缺,必然成為公共管理科學(xué)的重要研究對象。揚(yáng)州地處上海經(jīng)濟(jì)圈和南京經(jīng)濟(jì)圈的交匯地帶,近年來出臺了相關(guān)重點(diǎn)產(chǎn)業(yè)的扶持政策并取得了一些成績。但是揚(yáng)州在招商引資中引資規(guī)模增長不快、重特大外資項(xiàng)目不足、引資領(lǐng)域不寬、扶持政策較少等,在利用外資方面和外資數(shù)量等方面明顯落后于其他城市,具有很強(qiáng)的代表性。本文首先將研究背景和意義進(jìn)行分析,引出招商引資職能定位的依據(jù),并從政府性問題、經(jīng)濟(jì)性問題、生態(tài)性問題、社會性問題、專業(yè)性問題這五方面闡述了存在的主要問題。再次,分析新加坡政府招商引資職能的基本經(jīng)驗(yàn),并從中得到啟發(fā)。政府職能的轉(zhuǎn)變是招商引資成功的關(guān)鍵,政府要根據(jù)國際形勢變化不斷轉(zhuǎn)變經(jīng)濟(jì)管理方式。另外,本文用圖表和數(shù)字闡述了揚(yáng)州招商引資的規(guī)模、結(jié)構(gòu)和速度,將其與省內(nèi)的發(fā)達(dá)城市進(jìn)行比較,分析了揚(yáng)州招商引資的現(xiàn)狀,并研究其與發(fā)達(dá)城市產(chǎn)生差距的主要原因和啟示。最后,本文以揚(yáng)州市為個例,分析政府招商引資職能的定位必須分清機(jī)遇條件和不利因素,揚(yáng)州市政府可在主體選擇上做好政府主導(dǎo)、逐步發(fā)揮好企業(yè)中介的招商作用,產(chǎn)業(yè)規(guī)劃層面上明晰產(chǎn)業(yè)方向,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),法律法規(guī)層面上健全招商引資法規(guī)體系,管理考核層面上建立科學(xué)考核機(jī)制、制約急功近利,公共服務(wù)方面上強(qiáng)化服務(wù)功能,優(yōu)化投資環(huán)境,招商隊(duì)伍建設(shè)層面上改善人員結(jié)構(gòu)、強(qiáng)化業(yè)務(wù)培訓(xùn),并采取一系列措施及舉措,為地方城市完善招商引資職能提供借鑒。
