文章摘要:綜合考慮生態(tài)經(jīng)濟(jì)平衡的3個(gè)方面(數(shù)量、結(jié)構(gòu)和功能),基于能值理論和能值分析法構(gòu)建生態(tài)經(jīng)濟(jì)數(shù)量平衡指數(shù)(Q)、結(jié)構(gòu)平衡指數(shù)(S)、功能協(xié)調(diào)指數(shù)(F)及生態(tài)經(jīng)濟(jì)平衡綜合指數(shù)(C),對(duì)岷江上游五縣的生態(tài)經(jīng)濟(jì)平衡現(xiàn)狀展開分析。結(jié)果表明:生態(tài)經(jīng)濟(jì)數(shù)量平衡狀況以汶川、茂縣和理縣較好,黑水和松潘較差,這與各縣的經(jīng)濟(jì)發(fā)展水平、土壤侵蝕強(qiáng)度及水電開發(fā)規(guī)模緊密相關(guān);結(jié)構(gòu)平衡狀態(tài)以松潘最好,汶川次之,茂縣、理縣和黑水較差,這與水電開發(fā)及土壤流失等因素密不可分;功能協(xié)調(diào)狀態(tài)亦以松潘最好,汶川次之,茂縣、理縣和黑水較差,這歸因于各縣的產(chǎn)業(yè)結(jié)構(gòu)及對(duì)外開放程度不同;就生態(tài)經(jīng)濟(jì)平衡綜合水平而言,汶川最好,松潘次之,其他三縣較差。鑒于此,岷江上游各縣應(yīng)加強(qiáng)土壤流失防治、控制水電開發(fā)規(guī)模、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)并加強(qiáng)對(duì)外交流,從而提高系統(tǒng)生態(tài)經(jīng)濟(jì)平衡水平,推動(dòng)區(qū)域可持續(xù)發(fā)展。
Abstr:The balance of ecology and economy is the basis and premise of sustainable development. Considering three aspects of the balance( quantity,structure and function),taking the emergy theory and emergy analysis method,this paper built four evaluating indicator,namely,the quantity balance index( Q),the structure balance index( S),the functional coordination index( F) and the comprehensive balance index( C). Using these indicators,we analyzed the balance situation of ecology and economy in the upper reaches of Minjiang river,Sichuan of China. The results show that:( 1) from the perspective of quantity balance of ecology and economy,Wenchuan,Li and Mao are better than Songpan and Heishui,which are closely related to the level of economic development,the scale of hydropower exploitation and the intensity of soil erosion;( 2) from the perspective of structure balance between ecology and economy,Songpan occupies first place,Wenchuan comes second,and Mao,Li and Heishui are final,which can be explained by hydropower exploitation and soil erosion;( 3) from the perspective of functional coordination between ecology and economy,Songpan is the best,Wenchuan is in the middle,Mao,Li and Heishui are the worst,which can be attributed to various counties of industrial structure and the degree of opening to the outside world;( 4) in terms of comprehensive balance of ecology and economy,Wenchuan is best,Songpan is inferior,and Mao,Li and Heishui are worst. In order to improve the balance level of ecology and economy and promote sustainable development,following countermeasures should be taken: preventing and curing soil loss,controlling the scale of hydropower exploitation,adjusting the economic structure and increasing communication with outside.
