南平市農(nóng)業(yè)科技水平評估與對策研究

【摘要】:南平市是福建省重要的農(nóng)業(yè)產(chǎn)區(qū),具有得天獨(dú)厚的農(nóng)業(yè)優(yōu)勢。在三次產(chǎn)業(yè)構(gòu)成中,南平市的農(nóng)業(yè)產(chǎn)值占地區(qū)總產(chǎn)值的比重為全省最高。研究南平市農(nóng)業(yè)科技與農(nóng)業(yè)經(jīng)濟(jì)方面的問題,具有重要的現(xiàn)實(shí)意義。 本文以南平市農(nóng)業(yè)科技為研究對象,在闡述了研究背景與研究現(xiàn)狀的前提下,通過文獻(xiàn)法、訪談法、問卷調(diào)查法和實(shí)證分析法等科研方法,在借鑒國內(nèi)外相關(guān)學(xué)者已有研究成果的基礎(chǔ)上,分別闡述了農(nóng)業(yè)科技理論、區(qū)域經(jīng)濟(jì)理論、農(nóng)業(yè)科技對區(qū)域經(jīng)濟(jì)發(fā)展的影響,為構(gòu)建南平市農(nóng)業(yè)科技水平評估體系奠定了理論基礎(chǔ)。然后按照農(nóng)業(yè)科技的產(chǎn)生過程和德爾菲法,確定了農(nóng)業(yè)科技水平評估的一級指標(biāo)和二級指標(biāo),然后運(yùn)用層次分析法與權(quán)值因子判斷表法計(jì)算了各級指標(biāo)的權(quán)重,并通過了一致性檢驗(yàn)。運(yùn)用我們構(gòu)建的南平市農(nóng)業(yè)科技水平評估體系測量南平市農(nóng)業(yè)科技水平,僅相當(dāng)于全省平均水平的68.22%。提高南平市農(nóng)業(yè)科技水平,從定量分析的基礎(chǔ)上,應(yīng)該對農(nóng)業(yè)科技開發(fā)與產(chǎn)業(yè)化領(lǐng)域各投入50%的資源,能夠使南平農(nóng)業(yè)科技獲得最大為36.5%的收益。除此之外,還應(yīng)該大力發(fā)展農(nóng)業(yè)高等教育,科學(xué)管理農(nóng)業(yè)科技領(lǐng)域投資,構(gòu)建農(nóng)業(yè)科技推廣體系,建設(shè)農(nóng)業(yè)科技創(chuàng)新環(huán)境。 當(dāng)然,南平市的經(jīng)濟(jì)發(fā)展與工業(yè)化水平、城市化水平、自然資源稟賦、資本、人口數(shù)量與素質(zhì)等多個(gè)方面存在相關(guān)關(guān)系,要實(shí)現(xiàn)南平經(jīng)濟(jì)持續(xù)健康發(fā)展,還必須做全盤的考慮。
[Abstract]:Nanping City is an important agricultural production area in Fujian Province, which has unique agricultural advantages. Among the three industries, the proportion of agricultural output value in the total output value of Nanping City is the highest in the whole province. It is of great practical significance to study the problems of agricultural science and technology and agricultural economy in Nanping City. This paper takes agricultural science and technology in Nanping City as the research object, on the premise of expounding the research background and present situation, through literature method, interview method, questionnaire survey method and empirical analysis method. On the basis of drawing lessons from the existing research results of relevant scholars at home and abroad, this paper expounds the theory of agricultural science and technology, the theory of regional economy and the influence of agricultural science and technology on the development of regional economy. It lays a theoretical foundation for the construction of agricultural science and technology level evaluation system in Nanping City. Then, according to the production process of agricultural science and technology and Delphi method, the first and second indexes of agricultural science and technology level evaluation are determined, and then the weight of all levels of indicators is calculated by using analytic hierarchy process (AHP) and weight factor judgment table method. And passed the consistency test. The evaluation system of agricultural science and technology level in Nanping City is used to measure the level of agricultural science and technology in Nanping City, which is only 68.22% of the average level of the whole province. On the basis of quantitative analysis, 50% resources should be invested in the development and industrialization of agricultural science and technology to improve the level of agricultural science and technology in Nanping City, so that the maximum benefit of agricultural science and technology in Nanping can be 36.5%. In addition, we should also vigorously develop agricultural higher education, scientifically manage investment in agricultural science and technology, construct agricultural science and technology extension system, and build agricultural science and technology innovation environment. Of course, there is a correlation between economic development and industrialization level, urbanization level, natural resource endowment, capital, population quantity and quality in Nanping City. In order to realize the sustained and healthy development of Nanping economy, we must also make a comprehensive consideration.
