【摘要】：沈陽是我國重要的重工業(yè)基地,為我國現(xiàn)代化建設(shè)做出了不可磨滅的貢獻(xiàn)。自改革開放以來,尤其是近幾年,沈陽經(jīng)濟(jì)總量不斷增加,經(jīng)濟(jì)實(shí)力明顯增強(qiáng)。沈陽市第十二個(gè)五年規(guī)劃提出將沈陽建設(shè)成為國家中心城市,沈陽市政府作為國家中心城市建設(shè)的主要推動(dòng)者,在國家中心城市的建設(shè)中發(fā)揮著重要作用,引領(lǐng)著沈陽市整體經(jīng)濟(jì)發(fā)展和社會(huì)建設(shè)。然而,沈陽市政府在國家中心城市的建設(shè)中還存在著種種問題,迫切需要進(jìn)一步優(yōu)化政府在國家中心城市建設(shè)中的一些行為,特別是進(jìn)行中心城市建設(shè)的規(guī)劃以及政策充分供給等,以實(shí)現(xiàn)高效建設(shè)國家中心城市的目標(biāo)。本文首先界定了國家中心城市、國家中心城市建設(shè)中政府行為的內(nèi)涵及特點(diǎn),重點(diǎn)分析了沈陽國家中心城市建設(shè)中政府行為的現(xiàn)狀、存在的問題以及問題的原因。沈陽市政府在建設(shè)國家中心城市的過程中還存在幾乎包辦所有事務(wù)、工作效率偏低、行政監(jiān)督手段有待加強(qiáng)等問題,而傳統(tǒng)政府的社會(huì)管理思維、追求政績的官僚模式、社會(huì)組織發(fā)展相對(duì)滯后等則是造成以上問題的主要原因。鑒于此,提出樹立正確的城市經(jīng)營理念和價(jià)值觀、加快轉(zhuǎn)變政府職能,突出政府行為效率、規(guī)范行政監(jiān)督運(yùn)行手段,鼓勵(lì)社會(huì)成員共同參與等改進(jìn)沈陽國家中心城市建設(shè)中政府行為的建議。
[Abstract]:Shenyang is an important heavy industry base in China, which has made an indelible contribution to the modernization of our country. Since the reform and opening up, especially in recent years, Shenyang's total economic volume has been increasing, and its economic strength has obviously increased. The twelfth five-year plan of Shenyang proposed that Shenyang should be built into a national central city, and the Shenyang municipal government, as the main promoter of the construction of the national central city, played an important role in the construction of the national central city. Leading the overall economic development and social construction in Shenyang. However, there are still many problems in the construction of the national central city in Shenyang municipal government. It is urgent to further optimize some behaviors of the government in the construction of the national central city. In order to realize the goal of constructing the national central city efficiently, the planning and policy supply of the central city construction are carried out. This paper first defines the connotation and characteristics of the government behavior in the national central city and the construction of the national central city, and analyzes emphatically the present situation, the existing problems and the reasons of the problems in the construction of the national central city in Shenyang. In the process of building the central city of Shenyang, there are still some problems, such as almost all affairs are arranged, the work efficiency is on the low side, and the administrative supervision means need to be strengthened, while the traditional government's social management thinking and the bureaucratic mode of pursuing the achievements of the government, and so on. The relative lag in the development of social organizations is the main cause of the above problems. In view of this, it is proposed to establish correct urban management concepts and values, speed up the transformation of government functions, highlight the efficiency of government behavior, and standardize the means of operation of administrative supervision. To encourage the participation of members of the community and other suggestions for improving government behavior in the construction of Shenyang National Center City.
