大連市海外人才引進(jìn)研究

【摘要】:海外人才引進(jìn)問題近年來逐步成為各級(jí)政府關(guān)注的重點(diǎn)問題,尤其是地方政府的海外人才引進(jìn)工作更是會(huì)影響城市整體經(jīng)濟(jì)發(fā)展。人才工作的根本出發(fā)點(diǎn)和落腳點(diǎn)是為科學(xué)發(fā)展服務(wù),因此各級(jí)地方政府在制定和執(zhí)行海外人才政策的目的就是要服務(wù)并促進(jìn)地區(qū)科學(xué)發(fā)展。 本文通過對(duì)大連市近幾年海外人才‘引進(jìn)的相關(guān)政策進(jìn)行分析以及海外人才滿意度調(diào)查的實(shí)證數(shù)據(jù),根據(jù)政策分析結(jié)果和實(shí)證調(diào)查的數(shù)據(jù),科學(xué)化的提出目前大連市海外人才引進(jìn)工作存在的不足和這些不足產(chǎn)生的原因。主要表現(xiàn)為,海外人才引進(jìn)的質(zhì)量和水平偏低、海外人才年齡結(jié)構(gòu)不均衡、海外人才行業(yè)分布不合理、海外人才引進(jìn)渠道單一、海外人才引進(jìn)溝通渠道不順暢等。本文通過對(duì)這些問題的深入剖析分析其存在的成因:區(qū)域經(jīng)濟(jì)定位不準(zhǔn)確、配套政策急需優(yōu)化、缺少海外人才引進(jìn)政策評(píng)價(jià)體系、海外人才引進(jìn)理論學(xué)習(xí)不足。力圖通過查閱文獻(xiàn)借鑒學(xué)習(xí)國際和國內(nèi)先進(jìn)的人才理論、經(jīng)典海外人才引進(jìn)經(jīng)驗(yàn),對(duì)比目前大連市海外人才引進(jìn)工作中存在的不足,提出切實(shí)可行的對(duì)策和建議。 吸引海外人才到中國工作和創(chuàng)業(yè)對(duì)地方政府的科技水平的提高、管理水平的突破、創(chuàng)新能力的提升、經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型、地方經(jīng)濟(jì)的可持續(xù)發(fā)展都有極重大的影響。海外人才的引進(jìn)已經(jīng)成為強(qiáng)國戰(zhàn)略的不可或缺的重要手段。
[Abstract]:In recent years, the introduction of overseas talents has gradually become a key issue that governments at all levels pay attention to, especially the introduction of overseas talents by local governments will affect the overall economic development of the city. The basic starting point and foothold of talent work is to serve for scientific development. Therefore, the purpose of local governments at all levels in formulating and implementing overseas talent policies is to serve and promote regional scientific development. Based on the analysis of the relevant policies of overseas talents' introduction in Dalian in recent years and the empirical data of overseas talent satisfaction survey, this paper analyzes the results of policy analysis and empirical survey data. Scientific put forward the current Dalian City overseas talent introduction work existing deficiencies and the causes of these deficiencies. The main manifestations are that the quality and level of overseas talent introduction is low, the age structure of overseas talent is not balanced, the distribution of overseas talent industry is unreasonable, the channel of overseas talent introduction is single, and the communication channel of overseas talent introduction is not smooth and so on. This paper analyzes the causes of these problems: regional economic positioning is not accurate, supporting policies need to be optimized, lack of overseas talent introduction policy evaluation system, lack of foreign talent introduction theory learning. This paper tries to study the international and domestic advanced talent theory through consulting the literature, classical overseas talent introduction experience, compared with the current Dalian City overseas talent introduction work, put forward practical and feasible countermeasures and suggestions. Attracting overseas talents to work and start a business in China has a great impact on the improvement of local government's scientific and technological level, the breakthrough of management level, the improvement of innovation ability, the transformation of economic industrial structure and the sustainable development of local economy. The introduction of overseas talents has become an indispensable and important means of powerful country strategy.
