【摘要】：上世紀(jì)90年代開(kāi)始，農(nóng)地資源短缺、人地矛盾尖銳成為國(guó)家土地利用的頭等問(wèn)題。特別是處于黃土高原地區(qū)的神木縣，農(nóng)業(yè)生產(chǎn)條件不利、基礎(chǔ)薄弱、效益低下，加之建設(shè)過(guò)分占用、農(nóng)民拋荒棄耕、自然災(zāi)害頻發(fā)，保障全縣的糧食生產(chǎn)安全，扭轉(zhuǎn)依賴礦產(chǎn)資源開(kāi)發(fā)的不可持續(xù)經(jīng)濟(jì)發(fā)展方式刻不容緩。 在社會(huì)經(jīng)濟(jì)發(fā)展轉(zhuǎn)型的新形勢(shì)下，，研究賀家川鎮(zhèn)的糧食規(guī)模經(jīng)營(yíng)具有重要的經(jīng)濟(jì)、社會(huì)、生態(tài)意義，有利于糧農(nóng)的增產(chǎn)增收，有利于全鎮(zhèn)生態(tài)安全的建設(shè)，有利于區(qū)域的經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定。增強(qiáng)全鎮(zhèn)農(nóng)民種糧積極性，保障全縣糧食安全，進(jìn)一步為全縣產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化轉(zhuǎn)型和經(jīng)濟(jì)發(fā)展長(zhǎng)效機(jī)制的構(gòu)筑打下堅(jiān)實(shí)的物質(zhì)基礎(chǔ)和社會(huì)基礎(chǔ)。 基于以上糧農(nóng)問(wèn)題，論文運(yùn)用綜合優(yōu)勢(shì)分析指數(shù)法選取賀家川鎮(zhèn)作為實(shí)證對(duì)象展開(kāi)具體研究，主要目的一是通過(guò)賀家川鎮(zhèn)近13年的糧食經(jīng)營(yíng)數(shù)據(jù)的統(tǒng)計(jì)分析，探討賀家川鎮(zhèn)糧食生產(chǎn)的重要地位和存在問(wèn)題；二是基于農(nóng)戶糧食生產(chǎn)投入要素建立回歸模型，找出不同耕地規(guī)模的經(jīng)營(yíng)效益與投入要素的內(nèi)在變化關(guān)系，確定糧農(nóng)生產(chǎn)投入要素最優(yōu)下取得糧食生產(chǎn)規(guī)模效益的適度規(guī)模；三是結(jié)合回歸模型中各投入要素對(duì)糧食生產(chǎn)的貢獻(xiàn)程度分析，指出溝道整治是推進(jìn)賀家川鎮(zhèn)糧食規(guī)模經(jīng)營(yíng)的實(shí)現(xiàn)途徑。 研究結(jié)論：賀家川鎮(zhèn)是神木縣重要的糧食生產(chǎn)基地，相對(duì)于其他鄉(xiāng)鎮(zhèn)具有明顯的糧食生產(chǎn)優(yōu)勢(shì)；賀家川鎮(zhèn)耕地規(guī)模明顯偏小，糧食生產(chǎn)中土地是影響糧食產(chǎn)出水平最關(guān)鍵的要素，擴(kuò)大耕地經(jīng)營(yíng)規(guī)�？梢暂^好地提高農(nóng)戶收入水平；根據(jù)不同耕地規(guī)模的經(jīng)營(yíng)效益分析，農(nóng)戶經(jīng)營(yíng)規(guī)模以0.67~1.33公頃為最小有效經(jīng)濟(jì)規(guī)模，即糧農(nóng)耕地規(guī)模在10畝以上時(shí)報(bào)酬遞增；由于賀家川鎮(zhèn)溝道地形的特殊性，適合走溝道整治規(guī)模經(jīng)營(yíng)的道路。
[Abstract]:Since 1990's, the shortage of farmland resources and the sharp contradiction between man and land have become the first problem of land use in our country. Especially in Shenmu County, which is located on the Loess Plateau, the agricultural production conditions are unfavorable, the foundation is weak, and the efficiency is low. In addition, in addition to excessive occupation of construction, peasants have abandoned land and abandoned farmland, and natural disasters have occurred frequently, so as to ensure the safety of grain production throughout the county. It is urgent to reverse the unsustainable mode of economic development, which depends on the exploitation of mineral resources. Under the new situation of social and economic development and transformation, it is of great economic, social and ecological significance to study the grain scale management in Hejiachuan Town, which is conducive to increasing production and income of food and agriculture, and to the construction of ecological security in the whole town. It is conducive to regional economic development and social stability. It is necessary to strengthen the enthusiasm of the farmers in the whole town to ensure the grain security of the whole county and lay a solid material and social foundation for the optimization and transformation of the county's industrial structure and the construction of a long-term mechanism for economic development. Based on the above problems, the thesis chooses Hejiaghuan Town as the empirical object by using the comprehensive advantage analysis index method. The main purpose of this paper is to analyze the grain management data of Hejiachuan town in the past 13 years. To discuss the important position and existing problems of grain production in Hejiachuan town; Secondly, the regression model is established based on the input factors of farmer's grain production, and the relationship between the management benefit of different cultivated land scale and the input factor is found out, and the appropriate scale of the grain production scale benefit is determined under the optimum input factor of food production. The third is based on the analysis of the contribution of the input elements in the regression model to the grain production, it is pointed out that the channel renovation is the way to promote the grain scale management in Hejiachuan Town. Conclusion: Hejiachuan Town is an important grain production base in Shenmu County, which has obvious grain production advantages compared with other villages and towns. The scale of cultivated land in Hejiachuan Town is obviously small, and land is the most important factor affecting the level of grain output in grain production. Expanding the scale of cultivated land management can improve the income level of farmers. According to the analysis of management benefit of different cultivated land scale, the minimum effective economic scale is 0.67 ~ 1.33 ha, that is, when the scale of agricultural land is more than 10 mu, the return is increasing. Because of the particularity of channel terrain in Hejiaguan Town, it is suitable for the road of scale management.
