【摘要】：生產(chǎn)性服務(wù)是市場服務(wù)的一部分,但并不是最終的服務(wù),是介于生產(chǎn)和服務(wù)之間的面向生產(chǎn)的服務(wù)。隨著市場經(jīng)濟的發(fā)展,對服務(wù)性生產(chǎn)活動要求越來越高,生產(chǎn)性服務(wù)業(yè)在國民經(jīng)濟發(fā)展中的成分越來越多。產(chǎn)業(yè)園區(qū)是區(qū)域經(jīng)濟發(fā)展的重要地帶,是幫助本地區(qū)招商引資的主體力量,是知識和技術(shù)發(fā)揮價值的重要平臺。生產(chǎn)性服務(wù)園區(qū)是一種新的產(chǎn)業(yè)園區(qū),近幾年在當?shù)卣畠?yōu)惠政策的扶持下,正蓬勃發(fā)展起來。不過,生產(chǎn)性服務(wù)園區(qū)的發(fā)展也不是一帆風(fēng)順的,其土地集約利用就是其中典型的問題。土地是一種非常寶貴的資源,承載著經(jīng)濟社會的發(fā)展。如何集約利用土地是對我國經(jīng)濟發(fā)展的一個重大挑戰(zhàn)。生產(chǎn)性服務(wù)園區(qū)是我國用地政策的重要組成部分,如何科學(xué)利用其土地資源,合理配置土地結(jié)構(gòu),提高土地集約利用效率,不僅是響應(yīng)生產(chǎn)性服務(wù)園區(qū)土地政策、做好土地管理的重要措施,更是建設(shè)資源節(jié)約型社會的應(yīng)有之義。論文主要分為五個部分。第一部分是緒論。主要闡述該研究的背景和意義,梳理了國內(nèi)外學(xué)者們的研究成果,擬定了本文的研究框架,為后續(xù)的研究打下基礎(chǔ)。第二部分是理論基礎(chǔ)。主要闡述生產(chǎn)性服務(wù)園區(qū)土地集約利用的基本含義、理論基礎(chǔ)及分析維度。第三部分是現(xiàn)狀分析,主要闡述長沙雨花經(jīng)濟開發(fā)區(qū)土地集約利用的現(xiàn)狀,包括其成效和主要問題,并分析了原因。最后一部分是對策建議。主要針對其存在的問題,提出加強生產(chǎn)性服務(wù)園區(qū)土地集約利用的對策建議。一方面,本文的選題視角有所創(chuàng)新,目前國內(nèi)學(xué)者大多傾向于研究工業(yè)園區(qū)土地集約利用狀況,對產(chǎn)業(yè)園區(qū)尤其是生產(chǎn)性服務(wù)園區(qū)的土地集約利用的研究很少,本文以長沙雨花經(jīng)濟開發(fā)區(qū)為例,研究了產(chǎn)業(yè)園區(qū)土地集約利用的現(xiàn)狀,創(chuàng)新了選題視角。另一方面,本文的個案具有典型代表性,本文選取長沙雨花經(jīng)濟開發(fā)區(qū)這個長沙市“四區(qū)十園”中最年輕的園區(qū),該園區(qū)具有鮮明的產(chǎn)業(yè)特色,近幾年發(fā)展迅速,在土地集約利用方面具有獨特的優(yōu)勢,可以為本文的研究提供代表性數(shù)據(jù)資料。
[Abstract]:Productive service is a part of market service, but not the final service. It is a production-oriented service between production and service. With the development of market economy, the demand for service production is becoming higher and higher, and producer services are more and more important in the development of national economy. Industrial park is an important area of regional economic development, is the main force to help the region attract investment, and is an important platform for knowledge and technology to bring value into full play. Productive service park is a kind of new industrial park, which is booming with the support of preferential policies of local government in recent years. However, the development of productive service parks is not smooth, its intensive use of land is one of the typical problems. Land is a very valuable resource, carrying economic and social development. How to make intensive use of land is a major challenge to China's economic development. Productive service park is an important part of land use policy in China. How to use land resources scientifically, allocate land structure rationally and improve land intensive utilization efficiency is not only a response to land policy of productive service park. To do a good job of land management, it is necessary to build a resource-saving society. The paper is divided into five parts. The first part is the introduction. This paper mainly expounds the background and significance of this research, combs the research results of scholars at home and abroad, and draws up the research framework of this paper, which lays a foundation for further research. The second part is the theoretical basis. This paper mainly expounds the basic meaning, theoretical basis and analysis dimension of intensive land use in productive service parks. The third part is the analysis of the present situation, mainly expounds the present situation of intensive use of land in Changsha Yuhua Economic Development Zone, including its effectiveness and main problems, and analyzes the reasons. The last part is the countermeasures and suggestions. Aiming at its existing problems, this paper puts forward some countermeasures and suggestions to strengthen the intensive use of land in productive service parks. On the one hand, the angle of view of this paper is innovative. At present, most domestic scholars tend to study the situation of intensive use of land in industrial parks, and there is little research on intensive use of land in industrial parks, especially in productive service parks. Taking Changsha Yuhua Economic Development Zone as an example, this paper studies the present situation of intensive use of land in industrial parks and innovates the angle of view. On the other hand, the case of this paper is typical. This paper selects Changsha Yuhua Economic Development Zone, the youngest of the "four districts and ten parks" in Changsha, which has distinct industrial characteristics and has developed rapidly in recent years. It has a unique advantage in intensive land use and can provide representative data for the study of this paper.
